Description of Proposal:
((PHASE 1) install riprap rock armoring along Schumocher Creek's banks where it has scoured across the County
road. PHASE 2 will be the placement of a temporary single lane bridge approx. 14'wide by 60' long. PHASE 3 of the
entire roject will be the construction/installation of a permanent creek crossing following development of designs
acceptable to the local shoreline jurisdiction, WDF&W and the US Army Corps of Engineers. Incidental to PHASE 3
will be the removal of the riprap armoring and temporary bridge. THE ROCK AND THIS BRIDGE ARE TO BE
TEMPORARY AND WILL BE REMOVED.

The Lead Agency for this proposal has determined that it does not have a probable significant adverser impact
on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c).
This decision was made after review of a completed Environmental Checklist and other information on file with
the Lead Agency. This information is available to the public upon request. MITIGATED MEASURES ARE
ATTACHED.

This DNS is issued under 197-11-340(2), the Lead Agency will not act on this proposal for 14 days from the date
below. Comments must be sumitted by 1/21/2000.

1) The applicant shall comply with the specifications and conditions of the Washington
Department of Fish and Wildlife Hydraulic Project Approval issued for this project.

2) The applicant shall obtain a US Army Corps of Engineers permit or exemption for
this project.

3) The applicant shall implement temporary erosion control measures (silt fencing,
matting, and straw bales) during construction.

4) Debris or deleterious material resulting from construction shall be removed from the
shoreline area and project site and shall not be allowed to enter waters of the State.
X
5) The proposed project must be consistent with all applicable policies and other
provisions of the Mason County Resource Ordinance concerning Fish and Wildlife
Habitat Conservation Areas and the Mason County Shoreline Master Program.

6) The applicant is responsible to ensure that Best Management Practices are designed
into the project and implemented during construction to comply with the
Washington State Surface Water Quality Standards, WAC 173-201A, revised
November 18, 1997.
