To undertake the following development.-
Immediately (PHASE 1) install riprap rock armoring along Schumocher Creek's banks where it
has scoured across the County road. Armor is intended to stop erosion of the ends of the County
Road while a permanent crossing is designed and permitted. Riprap is to be 4 to 6 man rock
placed with a grade-all equipped with a close-able thumb. Rock is proposed to be placed on
1/7/2000 and applied to a dry area on either side of the creek left as the creek receded from flood
flow elevations. Included in phase 1 will be the removal of the failed pipe which was swept
downstream by flood flows and the removal of miscellaneous road debris. PHASE 2 will be the
placement of a temporary single lane bridge approx. 14' wide by 60' long. The temporary bridge
ends will be supported on sills installed approx. 10' back from the ends of the pavement. The
bridge is intended to be installed during the week of January 10th and will remain in place until
construction/installation of a permanent crossing structure is initiated. PHASE 3 of the entire
roject will be the construction/installation of a permanent creek crossing following development
of designs acceptable to the local shoreline jurisdiction, WDF&W and the US Army Corps of
Engineers. Incidental to PHASE 3 will be the removal of the riprap armoring and temporary
bridge. THE ROCK AND THIS BRIDGE ARE TO BE TEMPORARY AND WILL BE REMOVED.
Within Schumacher Creek and/or its associated wetlands is exempt from the requirement of substantial
development because the development is categorized under WAC 173-1-040(D) as being category
D-emergency construction
