MASTER PLAN NARRATIVE
SIMPSON RECREATION AREA
MASON LAKE, WASHINGTON
INTRODUCTION
In January of 1989, The Northland Planning Service
was hired to develop a Master Plan for the Simpson Recre-
ation Area at Mason Lake, Mason County, Washington. The
charge to the firm was to prepare a long range develop-
ment plan which will ease the stress and strain on the
site, establish priorities for development, and to design
the operation to be as self sustaining as possible. The
resultant plan portrays a park which does all that is
needed to meet the requirements for a healthy and pros-
perous park and recreation facility.
MANAGEMENT
Planning and management functions go hand in hand.
Good planning tries to eliminate management problems as
much as possible. Major management concerns for the Simp-
son Recreation Area at Mason Lake are related to overuse,
deteriorating site conditions, alcohol abuse in the park,
unruly teenagers, and all the concerns of a very popular
and heavily used park. The problems relate more to peo-
ple management than to facility and resource management.
To be blunt: Many of the problems stem from admitting the
general public who have no moral or financial responsi-
bility to the facility or its management.
The Master Plan design provides for the total con-
trol of the visiting public and relates the activities
thereof to given areas that may be easily patrolled and
controlled. Parking is in designated areas and is no
longer indiscriminate. In order to reduce environmental
damage, the camping sites are designed for high impact
use. Access to the park and its facilities should be
controlled.
The Master Plan indicates a maximum occupant capac-
ity and the park should be closed when the capacity is
reached to prevent further deterioration to the area and
facilities.

One of the major uses of the park is to launch
boats. Currently, there is no charge for this service.
One other free boat launch site is available on the lake
at the Mason County Park but it is small and has a lim-
ited capacity. Several other launching sites are avail-
able at various resorts and marinas on the lake but they
charge a launch fee.
Another current use of the Simpson facility is for
beer busts by teenagers and young adults. The keg party
is a major concern for the park management staff and
leads to a host of problems. Unrestricted alcohol use,
especially when it involves minors, can easily become an
expensive legal liability. We recommend completely ban-
ning the consumption of alcohol in the park.
A decision should be made within the highest ranks
of the Simpson Timber Company as to who shall have access
to the park. If the park is to be kept open without
charge to the visiting public, as it is now, the problems
will only continue to grow. If it is decided to allow
the visiting public access to the park through a day use
fee, the problems will be lessened. An entry fee collec-
tion system has been designed for the park. If it is
decided to only allow Simpson Timber Company employees
and their guests into the park, the main entrance is de-
signed to allow such entry through a card and lift gate
system.
For general public admittance through the daily fee
payment, a toll booth location has been designed for the
entrance, and it is recommended that a minimum of five
dollars be charged for each non-Simpson employee vehicle
using the park for day use activities.
NOTE:
If it is decided to keep the park for the enjoyment
of Simpson employees and their guests only, then many of
the management problems now occurring in the park will be
limited. In addition, the park could continue to be op-
erated as it is now for at least the next five years with
only a few changes or alterations required. However,
indiscriminate parking should be curtailed and designated
parking be developed as soon as possible to care for
projected visitation loads. In addition, the boat launch
site should be relocated, as indicated, for safety
reasons no matter what sort of management plan is
devised.
Simpson employees, who already help pay for main-
taince of the park with dues to the recreation fund,
would not pay an additional entry fee but could enter the

park with a gate key card (such as that used by the Lake
Trask development located nearby) . Such cards could be
controlled by being issued at the various Simpson facili-
ties on an "as requested" basis. In this way, the com-
pany could keep close control of who is utilizing the
park at any given time.
DESIGN FOR MANAGEMENT
The existing entry to the park is inadequate to pro-
vide for entry control . As already outlined, the entry
design is capable of handling general public use through
a small contact station; or for Simpson employees through
a card and lift gate system. The design provides for the
initial contact and a turnaround for those not desiring
to enter the park. In addition, to facilitate an antici-
pated traffic backup during primary entry times, it is
suggested that the company work with the county road de-
partment to provide shoulder parking for waiting vehicles
along the county road. The shoulder should be widened to
eleven or twelve feet for safety and utility. If the
county refuses to cooperate, it is suggested that a new
entry road be developed parallel to the county road
extending southward 450 feet to the new power company
electric vault. The entry sign would have to be relo-
cated, or a new sign built at the new entrance.
The existing exit to the park is located in a dan-
gerous location and must be relocated. The new entry
design provides for a safer and more convenient exit to
the park (See Illustration A) . The one-way spikes lo-
cated at the exit should be relocated to the new exit
road, as indicated on the plan. The entry complex should
be well lighted and signed.
The park entry and management function also includes
relocating the managers' residence and service area to a
site near the gate. This will provide for better control
over the gate functions and will allow quicker response
for problems at the entrance - such as campers who have
lost their cards, etc.
Across from the new service area is a proposed
trailer dumping station which is designed to accommodate
the increased need for such activity as the park grows.
It is designed to service two trailers at once and is
located along the exit road in the proximity of the park
managers' residence.
As the park expands to the full capacity and func-
tion, a new office and camper registration contact area
is desired (See Illustration A) . The designed location
will service all camps, including the group camping area.

The area becomes the hub of park management functions and
control . It should be noted that with the new road de-
sign for entry into the camping areas, vehicular traffic
is lessened in the day use areas making these areas safer
and more functional.
The design shown is oriented to camper registration
and is located on the parking side of the complex. The
through lane is located south, or outside of the parking
area. The parking lanes for the campers are designed

twelve feet wide instead of the normal ten feet for added
safety. A sign plan should be developed for the entire
park. The plan would indicate stop signs as well as all
other control and informational signs.
Gates have been indicated on the plan to close off
portions of the park when not in use. The objective of
controlled access is to lessen the shock of use through-
out the park and to allow for better crowd control and
area use. Vehicular traffic in a park poses a hazard and
must be controlled and limited as much as possible.
Another management design factor built into the park
is the design of a day use overflow area in the tent
camping area along the waterfront in the campground.
Since the major use of the park is day use, there are
occasions in which it may be necessary to provide for ad-
ditional day use parking beyond that provided for normal
park activity. This has been done through the camping
day use overflow area and through the development of an
overflow parking area utilizing the old exit road for a
twenty six car parking lot.
The campground day use overflow area (See Illustra-
tion C) is designed for tenters with the parking spaces
allowing day use cars to be parked in the area. Picnic
tables for the day users in this area would be free
standing and not made into a permanent picnic site, as
indicated in the example on the Master Plan. Normally,
it is poor park practice to mix day use and overnight use
in the same area, but because of park conditions and the
need for overflow day use parking, the double usage is
provided in the plan.
If it should come to pass that the need for the ad-
ditional day use area in the campground becomes a major
concern, then it is recommended that the entire camping
waterfront be designated as a day use area. A new road
and development of campground loops A, B, C, D, E, and F
should also be designed to allow for a total separation
of the day use and camping activities. (See Illustration
G. Remember, the reason why folks come to the park is

because of the high quality waterfront, therefore it
should be made available to all park users and not
limited to a few campers. )
Should the board and staff not desire to mix day use
and camping in the campground, then it is possible to
utilize what is now the shop and service area as an over-
flow parking area - if the shop and service area are
moved to the proposed entry location. The existing shop
area can also be utilized for parking extra camper cars,
and for off season trailer storage. (The area should be
surrounded by a secure fence whether the shop facilities
are relocated or not. )

III
DAY USE FACILITIES
BOAT LAUNCH AND PARKING
The proximity of the existing boat launching site to
the swimming area is hazardous. Therefore, the present
site is unacceptable for boat launching. In addition,
because of the sands and silts being deposited in the
area by Schumocher Creek, the area is becoming less and
less suitable for boat launching. The Master Plan indi-
cates the development of a new launch facility at the
extreme north end of the park in a safer and more suit-
able location (See Illustration B) .
The proposed boat launch parking area borders on a
marginal seasonal wetland of which twenty feet must be
filled to provide for adequate parking. This problem will
be discussed in greater detail in the section regarding
environmental concerns.
The proposed boat parking area is currently being
utilized for overflow parking during heavy use periods
and as a softball field, however, a variance request may
have to be made to the Mason County Planning Department
because the boat launch and parking violates a county
development requirement of facility development 150 feet
from the water's edge. This does not preclude the devel-
opment, it just means that several hoops must be jumped
through during the development phase of the project.
Designated parking for 40 cars with boat trailers
and a 20 car day use parking area has been provided at
the site. The day use parking may also be utilized to
store boat trailers without cars, if the need arises.
The primary focus of the area is boating with picnicking
a secondary usage. The number of boat trailer-car park-
ing spaces was determined by the size of the lake, esti-
mation of lake resident boats, and the projected manage-
ment plan for allowing entry into the park by employees
only. Currently, many of the lake residents utilize the
launch site to put their own boats into the water. Since
there are a number of launching opportunities around the
lake, we feel there is no need to supply this service to
non-Simpson employees at the park.
The proposed launching site has good depths but some
minor dredging may be necessary to facilitate better
depths during periods of low water. The dredging may very
well be accomplished with the cooperation of the local

fire district to hydraulically move some material into
deeper water. Application must be made through the coun-
ty planning for the relocation of the material.
The launching site is wide enough to take care of
two boats at once during periods of heavy use. It is
also well lighted for evening use. Two new docks are also
indicated to care for the launching activities and for
water skiing. Additional finger piers are currently
being utilized along the shore and it is recommended that
these continue to be utilized.
Access to the boat launching site is over a new ac-
cess road and bridge over Schumocher Creek. The creek is
environmentally sensitive and any span development must
not alter or infringe upon the creek bed. More is dis-
cussed about this matter in the section dealing with en-
vironmental concerns. The existing bridge is inadequate
to sustain greater vehicular usage and it is recommended
that the bridge be utilized for foot traffic only. The
new bridge is critical to any development on the north
side of the park and should be able to handle two-way
traffic and pedestrian traffic as well .
PICNIC FACILITIES
There are four major picnic areas indicated in the
Master Plan (See Illustration B) . Basically, they are
the same areas now being utilized for picnicking, but
with additional parking and more controlled and
designated access. Currently, there are approximately
140 designated parking spaces available for day use
parking, including a 90 car parking lot near the swimming
beach and kitchen shelter. During periods of very heavy
use, the designated parking areas are filled and overflow
parking utilizes the north end of the park and along the
roadways and any open space large enough to fit a car.
This has caused major trauma to the vegetation in parts
of the park and has grossly overloaded the park to the
point that major signs of deterioration are present
throughout the major activity areas. This cannot be
allowed to continue if the aesthetic values of the park
are to remain high. Therefore, the Master Plan indicates
a designed total for day use parking of 223 spaces,
including the overflow area across from picnic area
number 3 , the 40 car space potential in picnic area
number 4 , and the boat launch parking. When the spaces
are filled, the park has reached its maximum capacity for
day use. (Note: The proposed camping facilities were
assumed to be completed and a full camp population was
considered in the determination of day use capacity. It
should be understood that the camping population is a
resident population which utilizes the day use areas and

facilities in the same manner as those coming to the park
to enjoy the facilities for the day. All these factors,
plus the physical capabilities of the land to sustain
heavy use, were considered in the determination of the
capacities of the day use areas and facilities - thus
limiting the day use parking for beach and picnic use to
223 cars. )
PICNIC AREA 1
Picnic area number 1 is located to the north of
Schumocher Creek. Access is gained from the parking lots
in picnic area number 2 and from the boat launch parking
area. Additional parking and access may be developed, as
indicated, behind the existing residence if the residence
is converted to picnic use. Currently, the major utiliza-
tion of picnic area number 1 is for overflow parking and
as a ball field. (The area is too small for a ball field
and the activity - even though it is quite popular -
should be curtailed for safety. ) The area should be
landscaped and designated picnic sites developed along
both sides of the creek, and along the waterfront. Open
space should be provided for "low organized games" such
as volleyball, etc. Foot access across Schumocher Creek
will continue over the two existing bridges and across
the proposed bridge.
It is indicated in the Master Plan that the existing
residence in picnic area number 1 should be relocated to
the new service area near the park entry, and that a
large, winterized shelter with toilets be developed at
the old site. Water, power, and an existing septic sys-
tem are already present at the site. (The septic system
may have to be upgraded to meet existing code require-
ments. ) An additional fifteen car parking lot should be
developed behind the shelter to serve the shelter and
provide for a wind protected picnic area. The winterized
shelter could provide a good incentive for year round
recreational activity at the park.
If it is determined to leave the residence, as is,
then a new shelter should be built, as indicated on the
plan. The building would also house toilets to care for
the needs of boaters and the picnic activity in area L.
The existing trash collection bins, at the north end
of the park should be relocated closer to the county road
for health and safety (hornets) and for ease of collec-
tion through the back entry.

PICNIC AREA 2
Picnic area number 2 is divided by the roadway lead-
ing to the north end of the park and the ranger's resi-
dence. With vehicular traffic relocated to the new
bridge, the area now becomes one large picnic area. The
area now contains a small picnic shelter near Schumocher
Creek, parking along the widened roadway, and a boat
launch and parking area. The boat launch should be relo-
cated, as shown, and the related parking area be desig-
nated picnic parking. Designated picnic sites should be
developed along Schumocher Creek and along the water-
front. In essence, this part of the park use has not been
changed - only made safer and more efficient. The pump
house, power vault, and water valve location will remain
unaltered and intact.
PICNIC AREA 3
Picnic areas number 3 and number 2 are contiguous
and share common parking facilities in what was the old
boat launch site. Picnic area number 3 also contains the
childrens' play area and part of the designated swimming
area. The existing parking lot serving the shelter in
picnic area number 2 has been redesigned and enlarged to
serve picnic area 3 , as well . The primary focus in this
area is the play activity and swimming. A new 10-car
parking area is indicated on the plan to serve the func-
tions of the area. Designated picnic sites should be
developed along the edge of the parking lots and along
the frontage not associated with the swimming beach.
(Moveable tables may be placed where designated sites are
not developed, as feasible, to prevent destruction of the
environment. )
In addition, a 26 car overflow parking area has been
designed to utilize portions of the exit road which is
scheduled to be obliterated when the new entry road is
developed. This parking area will be opened when the
other lots are filled. Picnic facilities have not been
designated for this area because of the old growth timber
in the area. However, if it is desired, a small picnic
area could be developed in the area provided that the
environment is not damaged. Additional parking along the
old exit road has not been developed because of
interference with the group camps in the area. There
will be some loss of old growth timber in the area but
the design limits such loss as much as possible.
As far as the existing childrens' play area is con-
cerned, it is very well done but can be made safer and
more functional. It is very strongly recommended that
the teeter totters be removed and replaced with climbers,

tire swings, or slides. Teeter totters are the most dan-
gerous piece of play equipment in the park and are a le-
gal liability because of potential spinal injuries.
Adult play facilities are also included in the area
and there are now two basketball hoops set up on the
parking lot to allow for such activity. Additional adult
play facilities should be considered for the area includ-
ing horse shoes, shuffleboard, a permanent volleyball
court, etc. (Great care should be taken in the placement
of horse shoe pits because of the possibility of a glanc-
ing shoe careening into the other play and picnic
areas. ) Health and safety are always the primary consid-
erations regarding anything done in the park. The adult
play facilities might be lighted for late evening use.
Toilets for picnic areas 2 and 3 are located across
the road from the childrens' play area and serve the
group camp, as well. The toilet building appears to be
sound and quite functional, so no changes are recom-
mended.
PICNIC AREA 4
Picnic area number 4 (See Illustration C) is the hub
of the park and consists of a 90 car parking lot, large
shelter with kitchen facilities, the swimming beach with
a permanent dock, toilets, and picnic facilities. It is a
very heavily used area and signs of site deterioration
indicate overuse.
Much of the site deterioration has been caused not
only by heavy use but by uncontrolled water runoff from
the large asphalted parking lot. Northland Planning has
made some recommendations to help solve the problem and
they have been implemented. However, because of the size
and slopes of the parking lot, there will continue to be
heavy water runoff to contend with. The area must be
revitalized by bringing in top soil and filling the gul-
lies and covering the exposed roots. In areas where the
water continues to flow heavily, crushed rock should be
placed to prevent erosion and surface scouring.
The large kitchen shelter is the primary focus of
the area and is very heavily used. The structure is old
and rapidly deteriorating. It should be replaced within
the next few years. It is recommended that the shelter
be considered as a shelter-toilet combination building
and rebuilt with adequate toilets, changing facilities,
and kitchen area. The building should be winterized and
utilized for group use throughout the year. The existing
structure could easily be made suitable for winter activ-
ities by using overhead garage doors along the sides

which could be locked in the overhead position in summer
and lowered in the winter. A large fireplace should also
be included in the structure which would allow heating of
the building. Infrared lamps may also be used as an
adjunct to the heating of the building.
The existing toilet building in the area is old and
should soon be replaced, as noted for the rebuilding of
the shelter as a shelter-toilet combination building.
With the old toilet building gone and the mobile home
removed from the area, picnic area number 4 will be vast-
ly improved and cheaper to maintain because of less
structures in the area. Picnic table sites can now be
developed along the parking lot and in the general area.
Picnic area number 4 also has a new concept intro-
duced into the general area. Currently, the area east of
the toilet building is located within the camping area
and is being utilized for tent camping along the water-
front. Since the lake shore is the primary focus of ac-
tivity, and the main reason for the existence of the
park, it should be more available to all the visitors to
the park.
On heavy use days, parking overflow for day use is
a major problem. The problem could be solved by provid-
ing overflow day use parking in the tent camping parking
area along the waterfront. Normally, this is a very poor
park practice and is not recommended. However, because of
the nature of the resource, the lack of permanent camping
facilities along the waterfront, availability of tent
camping spaces in other parts of the campground, and the
need for additional overflow parking, on occasion, it
seemed feasible and justified to design waterfront park-
ing along the tent camping strip. Thus, four ten-car
parking units have been indicated for the area. It should
be particularly noted that the dual use of the area is
not to be implemented until the new campground entry road
is developed and the campground road system is developed,
as shown, for the area. At that time, a gate will be in-
stalled across the entry (near where the mobile home is
now located) which will be opened only as the need arises
to utilize the overflow parking areas.

OVERNIGHT FACILITIES
One of the primary functions of the park is to pro-
vide overnight camping accommodations for visiting Simp-
son employees and their guests. The camping activity is
also one of the primary sources of income for the park
and is necessary for its economic welfare. Since one of
the charges to Northland Planning Service by the Board
was to make the park self sustaining, financially, the
maximum number of campsites has been designed for the
area. The plan provides for an ordered approach to camp-
ground expansion and shows what might be developed as
needs and demands grow. Thus, the plan shows the devel-
opment of 67 group camping areas, and 150 general camping
sites, including several double sites, as shown, for a
grand total of 217 camping sites in the park.
If fees were set at ten dollars per night for each
campsite, and the park averages 70 percent full for the
90 day camping season (a US Forest Service design
factor) , then the potential income to the park could be
about 140, 000 dollars per year. Realistically, this
figure is not obtainable without the expenditure of many
dollars to develop the camp to do this. At this time,
there is no justification to develop the full campground,
as planned. However, by raising the camping fees to be
comparable with the quality of the facilities, and the
fees charged by other campgrounds and the Washington
State Parks, a greater income can be realized than that
now obtained. A minimum of 100 sites is necessary for
financial stability, according to many sources.
GENERAL CAMPING
Basically, the existing campground has remained un-
changed - except for widening the existing one-way entry
road and making it a two-way road, as indicated in the
plan, and doing the same thing to the one-way exit road
in front of the existing toilet building. Note that
these changes are to facilitate a better flow of traffic
in the campground and are to be implemented when the need
and demand makes it necessary to expand the campground.
It is recommended that when the need for expansion aris-
es, Loops G and H could be developed without additional
alteration to the basic flow of the camp (See Illustra-
tion D) . Note the priorities section for further details
regarding redesign and initial development. It is also
recommended that the existing sites be refurbished with
use pads and back-in stalls, as indicated in the design

of the campsites. This will concentrate the heavy use in
areas designed for it and will allow the surrounding veg-
etation to be reestablished.
The existing toilet building and septic system seems
to be capable of handling the addition of Loops G and H
without additional expansion costs. However, a final
determination of this fact should be made by the county
health department before the loops are developed.
Campground Loops I, J, K, and L should be developed
as the need and demand justifies the expansion (See Il-
lustration E) . However, the new campground entry road
may be developed at any time that the board deems it to
be in keeping with the development of the central office
and campground registration complex. It is not a good
idea to bring camping rigs into the day use area, and the
redesign provides for better control of the campground by
having a separate road serving the camping facilities.
It should be noted that some of the trailer sites in
Loop F have been converted to tent camping sites with
parking provided, as shown. This is also in keeping with
the redevelopment of the tenting area for overflow day
use parking.
Double camping units have been provided in the over-
all design and could be developed in the existing camp-
ground without too much difficulty. Perhaps double camp
units could be developed along the outside of Loop F,
near the pump house, as a Spring work project (See Illus-
tration D) .
Excess camper cars are a problem in the management
of the campground. Extra camper cars could be parked in
the day use overflow parking areas or in the area now
being utilized for a service and repair area. This would
be the rule if, and when, the service area is relocated
to the entry complex. It would also be a feasible area
to store trailers during the off season, if the visitor
desires to do so. However, a charge should be levied for
this service and insurance carried by the trailer owner
against damage, etc.
GROUP CAMPING
Group camping is a very popular activity in the
park. There has been considerable demand for groups to
be able to camp together.
Therefore, two areas have been provided for group
camping (See Illustration F) . The Master Plan indicates
four group camping loops with Loop M being the primary

loop. This is an existing group camp area and has been
redesigned to utilize as much as possible the existing
sites and utilities. The area is reached through a "Y"
entry road off the main entry. This may continue to be
utilized until such time as the additional loops may be
developed. Then, a new access road should be developed
to serve all the group camp units and a new toilet build-
ing constructed. The loop redesign in Loop M will lose
about four of the existing sites but will provide for a
total of 16 camp units. Utilities in the loop should be
winterized so that the loop may be used for winter camp-
ing. The nearby toilet building should also be winter-
ized to allow cold weather use.
Loop M has a shelter already provided. Small shel-
ters are indicated for each of the loops. The shelters
would be lighted and of sufficient size to house the
group. They would contain water, power outlets for cook-
ing, etc. It is not necessary to have power and water to
each, individual site, but it could easily be done. How-
ever, Loop M should have power and water to each site
because it will act as a general campground overflow and
be utilized all yearlong.
The "daisy wheel" design of the group camp loops is
the most efficient design for group use. In effect, the
existing Loop M is a daisy wheel but it is much enlarged
and somewhat disorganized. The result is much wear and
tear on the area and it must be corrected for the benefit
of the environment. The basic camp units are the same as
for the general campground, having back-in stalls and a
use pad for each unit.
Not only should considerable care be taken in the
redevelopment of Loop M vegetation and site conditions,
the location of the new toilet building area and the oth-
er access road must be rehabilitated, as well . Heavy
planting of Douglas fir and other native trees and shrubs
should also occur along the county road between the road
and Loop O. This will reduce road noise and allow for
more privacy in the loop. Planting should also occur
between the various loops for noise reduction and pri-
vacy.
Loops 0 and P are designed for eleven units and have
a radius of 50 feet. A 50 foot radius is the minimum
radius that a car and trailer can negotiate without the
trailer wheels tracking on the inside of the car wheels .
A smaller diameter could be used in the loop development
but the road width must be increased to between twelve
and fifteen feet. The designed width of the roads for
the loops is ten feet, but eleven would be more
practical .

Loop N is designed differently - as an example of
what might be developed in the daisy wheel loop. The
loop has 13 units instead of the 11 of Loops O and P.
The inside of the loop was utilized for parallel parking
alongside a use pad. The road width at the location is
22 feet to allow for traffic and ease of access to the
other sites.
Loop P is located in old growth timber. The loop
might be snaked around the trees, negating the daisy
wheel design; however, some trees will be lost, no matter
what is done and that fact needs to be recognized. Even
developing the loop closer to Loop M will not totally
solve the problem. However, this could be done without
much change to the loop concept. (The placement of Loop P
on the Master Plan was an arbitrary decision by the plan-
ner and reflects the possibility that the new group camp-
ing entry road may not get built. If such is the case,
then the existing exit road access would continue to be
utilized for some time to come. ) When the new group camp
entry road is developed, the open area provided by the
obliterated road might be a good place for low organized
games for the group campers.

ENVIRONMENTAL IMPACT ASSESSMENT
The basic areas of use have not changed within the
park except for the relocation of the boat launching site
to an area that was already housing overflow parking.
What the Master Plan has tried to do is bring about order
and better management capability to the park, and make
the park more environmentally sound and appealing to the
visitor.
Areas having environmental concerns are as follows:
1. The proposed new bridge over Schumocher Creek and the
possibility of another log foot bridge upstream.
Because of the nature of Schumocher Creek as a major
fishery on Mason Lake, extreme care should be taken to
not disturb the stream bed of the creek. Both proposed
bridge buttresses shall be developed well out of the
stream bed and shall be constructed at a time when there
is no danger to migrating fish. Great care shall also be
taken to avoid polluting the stream waters with silts,
etc. , during the construction. No alteration, transfor-
mation, or introduction of any environmentally hazardous
objects or materials shall be associated with the stream
regarding any projected bridge development over Schumo-
cher Creek. All development shall be in keeping with
rules and regulations issued by the appropriate govern-
mental agencies. Application shall be made through the
County Planning Department, as required.
Environmental Assessment: Minimum short term nega-
tive effect. No long term negative effects.
2 . A change of direction of 90 degrees is proposed for
the mouth of Schumocher Creek, as it empties into Mason
Lake. The steam flow is to be altered to provide for a
more efficient flow into the lake to help maintain a
cleaner and safer swimming area. Riprapping and bank
stabilization has already occurred at the mouth. The
same conditions shall exist after the change, so no new
elements shall be introduced into the area. Short term
environmental effects shall deal with silts and sands
entering the lake during the change. These will be kept
to a minimum by not working along the stream proper until
the last phase of the change. The character and nature of
the stream shall not be altered in any way, except for
the directional change.

Environmental Impact Assessment: Minimal short
term effect on the stream - mostly dealing with silts and
sands resulting from cutting through the bank to divert
the stream. There will be no negative long term effects,
but there will be positive effects in terms of a cleaner
and more desirable swimming area. An additional bonus
will be that the beach will be built up making it safer
for small children.
3 . Another possible environmental concern could be the
north twenty feet of the boat launch parking development.
The development borders a marginal seasonal wetland. The
area is about 125 feet across, with open water on the far
side. There is little sign of wildlife habitat in the
area in question, but deer are known to come to the far
side to drink. Filling the twenty feet in question will
not affect the natural conditions of the area to any
great extent. During the winter period of high water,
the majority of the fill area is dry to damp.
Environmental Assessment: Minimal short term ef-
fect; possible silting of area during deposition of fill
material . Because of the nature of the area and what is
to be done, no long term environmental change or damage.
4 . In addition to the minimal fill for the parking lot,
another potential environmental concern may be the devel-
opment of the launch site itself. The bottom depths of
the lake, at the proposed site, slope from 0 to 5 feet
within 30 to 35 feet from shore making the site far supe-
rior to the existing launch site. However, there may be a
need to shift some of the beach sands into deeper water
at the time of development. This would result in some
clouding of the water, locally, which would last only a
few minutes as the material settled to the bottom. No
fish habitat or other biological conditions exist at the
site which would be considered an ecological question or
problem.
Environmental Impact Assessment: Very limited short
term and minimal environmental damage; and no long term
negative environmental effect of the development.
5. There could be possible environment effects in the
development of Group Camp Loop P - located in an area of
old growth timber. However the number of old growth
trees are not great and the camp loop can be put on the
ground with minimal effect. This is not to say that some
trees will not be cut. There appears to be no habitat
which would be affected by the development. The trees

which would have to be cut are mature and over mature
fir, hemlock, and cedar which will eventually have to be
removed as danger trees if not taken now.
Environmental Impact Assessment: Minimal short term
effects and no long term negative effect to the environ-
ment.
6. Development of the campground will have a major effect
on the environment but little negative effects. The area
in which the campground is to be built is a cut over area
with good reproduction in an even-age stand of fir. The
area has been thinned and the trees form an excellent
canopy for the campground. Because of the thinning, and
the way the campground is designed, there should be mini-
mal tree cutting in the area.
Environmental Impact Assessment: Minimal damage as
development occurs; and minimal long term damage or nega-
tive environmental effects.

DEVELOPMENT PRIORITIES
Since so much has been planned for the park, it is
necessary to break the recommendations into manageable
parts for action. Priorities must be established by the
Management Board which may not agree with the recommenda-
tions in this narrative. That is OK and is to be ex-
pected. The Master Plan is only a suggested guideline
developed as a result of site evaluation and concerns
voiced by many who are close to the park and its manage-
ment. The following priorities for development are sug-
gested for consideration.
PRIORITY 1
The park development hinges upon the construction of
a new entry road into the park. The road is more than
just a new entry road and consists of a management com-
plex and visitor controls. It also relates to the devel-
opment of a new service area
and manager's residence.

Therefore, as the first priority, we recommend the devel-
opment of a new entry and exit system and to eliminate
the existing exit system which is poorly located and dan-
gerous. (In addition, the first priority would include
the obliteration of portions of the old exit road beyond
the existing group camp access. )
PRIORITY 2
The new bridge across Schumocher Creek has a very
high priority because it is the key to relocating the
boat launch. The boat launching site relocation has a
very high priority because of the health and safety con-
siderations and could very well rank with the new entry
road in priority. At this stage, the boat launching site
development could be very rudimentary and consist of a
new ramp and the parking area stabilized with gravel ,
much as the existing ramp is now.
PRIORITY 3
This priority is a reemphasis of the need to relo-
cate the boat launch from its present site to the pro-
posed location. Again, it is a matter of health and
safety that this recommendation is placed high on the
priority list. The existing site, as it relates to the
close proximity of the swimming area offers conditions
that are tantamount to an accident waiting to happen.

PRIORITY 4
When the new bridge is built and the boat launch is
relocated, the rechanneling of Schumocher Creek should
have priority for the welfare of the beach. The redirec-
tion should provide a flushing action to the area making
it cleaner and more desirable for swimming. Sands depos-
ited by the creek will also help build up the shoreline
and make the area safer for small children.
PRIORITY 5
Redevelop the old boat launch parking area for pic-
nic parking with barriers installed for controlled access
and parking. Redevelop the additional parking lots in the
area, as indicated in the Master Plan. Establish desig-
nated picnic sites, as is given in the example on the
plan.
PRIORITY 6
Redevelop Group Camp Loop M, as indicated in the
plan. The existing entry to the area might remain until
such time as Group Camp Loops N, 0, and P are developed
and the new access road is constructed. Remember, this
area has been designated as the winter camping area so
the existing toilet building should be winterized.
PRIORITY 7
Enclose the large kitchen shelter and render it
suitable for wintertime use. This will make the park more
appealing for winter use and could do much to encourage
such use.
PRIORITY 8
The new service area and manager's residence could
be developed at this time. Note: this priority may be
stepped up to a higher priority if the use of the park
begins to increase, and a policy decision is made regard-
ing who shall be the primary users of the park - Simpson
employees and/or the general public. A fee collection
system should be initiated if the general public is to
use the area.
It is not indicated on the plan, but if a new shop
complex is developed at the park entrance, consideration
should be given to having the shop or storage facility

serve a dual purpose by developing living quarters over
the work or storage area. In the event that a new office
and contact station is built, instead of using the mobile
home for the purpose, the mobile home could be relocated
in the service area complex and used to house seasonal
help.
It is at this time that serious consideration be
given to upgrading the water supply and installing the
new water tank, as shown on the plan. This will facili-
tate better fire protection and provide more adequate
water pressure for the park and future campground expan-
sion. (Further engineering is required and should be
done during the early phases of development)
PRIORITY 9
Redevelop the road system and tent camp parking in
the campground, as shown. Develop the new entry road to
the campground from the camper registration office. At
this stage, if the mobile home has not been relocated, it
should now be removed from where it is located and a gate
installed across the access to the campground near the
mobile home site. Develop the new tent camping units and
revitalize the existing camping units. Develop the camp-
ing units in Loop F, as indicated. The new sites could
be developed into double units, if desired.
As the need arises, develop general camping loops G
and H. The development of these two loops can be done
without additional toilet facilities, but should have
water and power if possible. However, the loops may be
developed without water and power if funds are unavail-
able to do it all. Water spigots should be placed every
300 feet along the road if water cannot be routed to each
site. Water outlets and electrical sockets may be devel-
oped to service every four sites if the utilities are
developed to the back of the use pads and between them.
(The details of such facilities are a part of the devel-
opment and engineering phases and are not part of the
Master Plan detailing. )
PRIORITY 10
Group Camping units N, O, and P are to be developed
if the demand justifies them. If not, the new group camp
entry road should be developed and the existing entry
into Loop M be obliterated. The new toilet building
should also be developed in conjunction with the new
loops.

Relocate the existing residence near the proposed
boat launch and convert the site to a day use picnic
shelter and toilet building. If the residence is to re-
main as is, then the proposed shelter-toilet building
should be built to serve the north end of the park. De-
velop the new adult play areas and facilities. Develop
general camping Loops I, J, K, and L along with the new
toilet building and utilities for the area. Convert the
residence near the 90 car parking area into a camp store
and living quarters for store personnel . Develop a new
hiking trails system and new foot bridge across the Schu-
mocher Creek.
Replace the exercise trail if the demand for the
facility is great. The trails system can be developed
along both sides of the river and around the periphery of
the park property. If it is decided to develop the bea-
ver pond area for trails, crossing the county road should
be done ONLY where the old park exit used to be. (The
property along the county road should be fenced to pre-
vent people from crossing near the curve of the county
road. A marked crossing should be developed and be well
signed along the road with vehicle speeds reduced. ) Re-
move the existing toilets near the kitchen shelter and
redevelop the kitchen shelter to include toilets and
change rooms. All other facets of the Master Plan are to
be implemented as the need arises and funds are available
to do the work.
SPECIAL NOTE:
For the various phases of the Master Plan, implemen-
tation, development and engineering plans should be ob-
tained before any major work is done.
Again, it should be reiterated that nothing in the
Master Plan is carved in stone. It is a conceptual out-
line of what might be if certain conditions and demands
make the development, redevelopment, and expansion of the
park areas and facilities feasible.
It is fully understood that much of what has been
planned may never get built. However, when it has been
decided that certain things must be done for the good of
the park, follow the plan as closely as possible. Good
