Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Site visit for Joseph Dowding made on May 14, 2006.
Observed a parcel with existing residence and accessory building
on the lot that heads slightly downhill to the east property line and
a typed stream flowing from north to south. The site is well

vegetated over much of the property and still contains some
mature evergreen and deciduous trees adjacent to several
cleared areas. Slopes of 10 percent exist on the property, sloping
to the east to the stream channel. There is more level area in the
west area, as shown on the enclosed drawing.
The property is located in the Rural Residential 5 zone. Standard
building setbacks for this zone are a 25-foot front yard setback
and 20-foot side and rear line setbacks. These setbacks are
measured from structures that are 30 inches above grade such as
roof overhangs (roof gutters), stairs, balconies, decks, fuel tanks,
heat pumps etc.
Landslide hazard areas: Due to slopes no greater than 10
percent slopes on the site, the development of the property would
not require that a Geologic study to review proposed
development.
Streams setbacks: Stream buffers and setbacks would be
determined by the Mason County Resource Ordinance Section
17.01.110 Fish & Wildlife Habitat Conservation Areas. These
provisions establish buffers and building setback requirements for
streams; for a type 5 stream there is a 75-foot vegetation buffer
and a 15-foot building setback, for a total of 90 feet from the
channel migration zone (CMZ). In accordance with the Resource
Ordinance, buffers are to be retained in their natural condition.
New residential development is not permitted within Fish and
Wildlife Habitat Conservation areas or its buffers, except as
approved through a variance request or reasonable use exception
public review processes.
The observed type 5 stream flows from north to south and the
channel has established streamside vegetation. The proposed
development of a new garage requires a 75-foot natural vegetated
buffer, plus 15-foot building setback, measured horizontally from
the edge of the stream bank back towards the development site.
Staff measured the 90-foot distance at several points, and there is
adequate area for a proposed building site west of this stream (as
noted above) to meet this setback. Thus there is no need for a
Resource Ordinance variance to develop in the area available on
the parcel.

needed for building permit application submittal.
