Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams,and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments: Two site inspections were conducted on the subject property to
consider setbacks requirements and critical areas regulations as
they relate to a proposal to construct a single-family residence.
The parcel is a sloping tract that contains frontage on Blacksmith
Lake. In other site inspections of more easterly segments of the
lake, a determination was made that Blacksmith Lake met the
criteria for a category III wetland and was regulated as such. The
minimum setback for a category III wetland is 65', which is
comprised of a 50' buffer + a 15' building setback. However, this
tract fronts a segment of the lake with a higher quality wetland
than the eastern segment of the lake. this area scores greater
than 22 points on the Department of Ecology wetland rating form
and therefore, qualifies as a category II wetland. The minimum
setback for a category II wetland is 100', comprised of an 85'
buffer + a 15' building setback. Per the Wetlands chapter of the
Resource Ordinance, construction may occur within the vegetative
buffer provided that the applicant demonstrate that the activities
have no adverse impacts to regulated wetlands. Placement and
scope of the proposed development shall cause the minimum
impact necessary to achieve the goal of residential development.
An analysis by a qualified wetland biologist that evaluates the
proposal's impact to the wetland and potential mitigation efforts
shall suffice for such demonstration. If you have questions or
