CEDAR ST Adolk State Environmental Policy Act MWashington State Department of Transportation DETERMINATION OF NONSIGNIFICANCE Description of proposal: US Highway 101/South of Beacon Point—1Major Drainage The purpose of this major drainage project is to replace an existing 36-inch diameter culvert that provides conveyance for an unnamed creek, a non-fish bearing stream, that drains into Hood Canal. The existing culvert is located in a deep roadway fill. The culvert is failing due to joint separation and collapsing of the pipe. Failure of the embankment would cause the closure of US 101. Therefore repair requires installation a new 90-foot, 36-inch diameter culvert. A trenchless method will be used to jack the new culvert through the roadway fill from the west side of the highway in the summer of 2011. Project work includes "jacking" the replacement culvert pipe through the roadway fill, slope work, plug and fill the existing culvert pipe, minor stream re-alignment and guardrail installation on both sides of the roadway Proponent: Washington State Department of Transportation Location of proposal: The project is located on US Highway 101, Mile Post 316.06 to Mile Post 316.26 in Section 12,Township 24 North, Range 3 West, W.M. in Mason County. The purpose of this checklist is to provide information about the proposal to interested parties, to help identify impacts of the proposal (and to avoid or reduce impacts from the proposal, if possible) and to help the lead agency decide whether an Environmental Impact Statement is required. There are several questions in this checklist that ask you to describe certain aspects of the proposal. You do not need to repeat those answers on this page. This Major Drainage project will utilize a pipe"jacking" method to install a new culvert under US Highway 101. Location of the proposal. Give sufficient information for a person to understand the precise location of the proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area,provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. This project is located on US Highway 101 between Mile Post 316.06 and Mile Post 316.26 in Mason County, Township 24 North, Range 3 West,West 1/ of Section 12,Willamette Meridian. This project lies adjacent to the Hood Canal between the communities of Brinnon (5.8 miles North) and Lilliwaup (10.9 miles South). -2- B. ENVIRONMENTAL ELEMENTS 1. EARTH a. General description of the site (underline one):Flat, rolling, hilly, steep slopes, mountainous, other: Rural, forested area,with a rolling and curved highway. b. What is the steepest slope on the site (approximate percent slope)? Steepest slope on the site is 67%. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. Project is located within the Hoodsport stony sandy loam. There is no prime farmland. d. Are there surface indications of history of unstable soils in the immediate vicinity? If so, describe. A site visit was conducted in January 2011. No evidence of recent instability was found. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. Upslope side: Fill will be utilized to redirect the unnamed stream to the new culvert inlet. Type of fill will be both native and select borrow supplied by the contractor from a WSDOT approved source. Approximate quantity will be 130 cubic yards. Downslope side: Grading will be performed to provide an access road to the culvert outlet area. Fill will be utilized at the culvert outlet to give the roadway slope extra integrity for the"jacking" operation.Type of fill will be rip rap and granular material supplied by the contractor from a WSDOT approved source. Approximate quantity will be 160 cubic yards (90 cubic yards of rip rap and 70 cubic yards of granular material). f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Some erosion may occur during construction,which will be minimized using Best Management Practices (BMP's). g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? No added impervious surfaces for this culvert replacement project. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: -3- Erosion will be controlled by preparation and implementation of a Temporary Erosion and Sedimentation Control(TESC) Plan utilizing Best Management Practices. The existing culvert will be utilized to maintain stream flow during construction of the new culvert. The stream will be redirected to the new culvert at the completion of construction. 2. AIR a. What types of emissions to the air would result from the proposal(for example: dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. There will be hydrocarbon exhaust emissions from excavators, dump trucks, loaders, compaction equipment, sweepers,pickup trucks, delivery trucks, and pipe jacking equipment during construction activities. Air quality is expected to return to normal after construction b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. No c. Proposed measures to reduce or-control emissions or other impacts to air, if any: Water or other BMP's will be used to control dust if necessary. 3. WATER a. Surface: 1) Is there any surface water body on, or in, the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes,ponds, , wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. There is a perennial, unnamed stream that flows through the project site and empties into Hood Canal. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes,please describe and attach available plans. Project work will require constructing a"jacking pit" adjacent to the unnamed stream for the equipment needed to install the new culvert under US Highway 101 and for the stream realignment. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source offill material. Excavation of the "jacking" pit will require removal of 55 cubic yards of material from surface waters over an area of 300 square feet and 2 cubic yards of material from the wetland over an area of 130 square feet. -4- Fill will be utilized to redirect the unnamed stream to the new culvert inlet. Approximate quantity of fill that will be placed into surface waters will be 130 cubic yards over an area of 400 square feet and 10 cubic yards over an area of 50 square feet. This will be done during the in-water work window and appropriate Best Management Practices will be utilized to minimize turbidity and maintain water quality standards. 4) Will the proposal require surface water withdrawals or diversions? Give general description,purpose, and approximate quantities if known. The project work will not withdraw water. The existing culvert will convey the unnamed stream while the new culvert is "jacked"through the roadway fill.The new culvert inlet will be offset 25 feet from the existing culvert inlet. The new culvert will have an outlet directly above the existing culvert and use the same streambed at the discharge point. Once the new culvert is installed,the unnamed stream will be redirected to the new pipe inlet. S) Does the proposal lie within a 100 year floodplain? If so, note location on the site plan. No 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. This project will not discharge waste materials into surface waters. b. Ground: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description,purpose, and approximate quantities if known. No 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example:Domestic sewage; industrial, containing the following chemicals; agricultural; etc). Describe the general size of the system, the number of such systems, the number of houses to be served(if applicable), or the number of animals or humans the system(s) are expected to serve. This project will not discharge Nv istc material into the ground. c. Water Runoff (including storm water): 1) Describe the source of runoff(including stormwater) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. The unnamed stream is spring water fed. Stormwater will enter the unnamed streambed from roadside ditches and the steep ravine sides. This water will flow eastward under US Highway 101 to Hood Canal. -5 - 2) Could waste materials enter ground or surface waters? If so, generally describe. Petroleum products will be on the project site during construction. However, a spill prevention control and countermeasures plan will be developed and BMP's will be developed for spill prevention and control during construction. d. Proposed measures to reduce or control surface, ground and runoff water impacts, if any: All runoff will be treated in accordance with the WSDOT Highway Runoff Manual and Best Management Practices. 4. PLANTS a. Underline types of vegetation found on the site: DECIDUOUS TREE: alder, big leaf maple, aspen, Vine maple, cottonwood, willow, other: EVERGREEN TREE: fir, western red cedar, pine, hemlock, other: SHRUBS: Elderberry, Salmonberry, Scotch Broom, Red Huckleberry, Mahonia, Salal, Spirea, other: Indian Plum Grass Pasture Crop or grain WET SOIL PLANTS: cattail,buttercup,bullrush, Skunk cabbage, other: WATER PLANTS: water lily, eelgrass,milfoil, other: Other types of vegetation: b. What kind and amount of vegetation will be removed or altered? Approximately 5000 square feet of trees, bushes, shrubs, grass and other low level plants will be removed. c. List threatened or endangered species known to be on or near the site. None d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: At project completion all disturbed areas will be replanted and seeded. 5. ANIMALS a. List any threatened or endangered species known to be on or near the site. Puget Sound bull trout, marbled murrelet, northern spotted owl, Chinook salmon, chum salmon and steelhead. These species are present in Hood Canal, outside of the project area. The unnamed stream is non-fish bearing. c. Is the site part of a migration route? If so, explain. Yes,Western Washington is part of the Pacific Flyway for Migratory Waterfowl. d. Proposed measures to preserve or enhance wildlife, if any: Proper use of Best Management Practices will insure that no pollutants or sediment will enter fish bearing waters of the state (Hood Canal). 6. ' ENERGY AND NATURAL RESOURCES a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. None—Not Applicable b. Would the project affect the potential use of solar energy by adjacent properties? If so, generally describe. Indicate what hours noise would come from the site. Noise levels may rise slightly during the daylight hours during construction. Levels should return to normal after completion of the project. 3) Proposed measures to reduce or control noise impacts, if any: All work will be done during daytime(10 hour work shifts, 0700 to 1700 hours). 8. LAND AND SHORELINE USE a. What is the current use of the site and adjacent properties? Transportation corridor and adjacent properties are used for recreation. b. Approximately 24 trees ranging from 12 inch (diameter breast height) to 36 inch (diameter breast height) will be removed on the east side of US 101 to provide access for placing rip rap and granular material at the culvert outlet. -9- I c. Buildings (eligible for the National Register of Historic Places) associated with the Robbinswold Girl Scout Camp.are located to the east of the project limits. b.
