WSDOT must maintain existing structures and roadways, and develop new transportation networks as needed. One of the structures under WSDOT's charge is the culvert on United States (US) 101 at milepost(MP) 316.16,which conveys an unnamed tributary into the Hood Canal. The existing culvert is a precast concrete pipe, which was constructed in the 1930s and is now failing. It is common for the sections of a precast concrete culvert to separate after several decades. WSDOT regularly(annually or semi-annually) inspects concrete structures that are experiencing failure, which may threaten the load bearing capacity of the highway. This particular culvert repair will occur below the ordinary high water mark of an unnamed tributary to the Hood Canal, therefore an in-water work window prescribed by the Washington Department of Fish and Wildlife(WDFW)must be strictly adhered to. The culvert on US 101, MP 316.16,will require repair during the 2012 summer in-water work season. LOCATION This project is located in semi-rural Mason County, Washington(Township 24N, Range 3W, and Section 12) within Hydraulic Unit Code(HUC) 6—Fulton Creek-Frontal Hood Canal 171100180304 and Water Resource Inventory Area(WRIA) 16 Skokomish-Dosewallips (Figure 1). SETTING A field review was conducted by the project biologist on January 20 and May 10, 2011 (Appendix A—site photos). Physical characteristics of the site as well as potential use by fish and wildlife species were assessed. The west side of the highway has been recently logged and only a few scattered conifers and deciduous tree still remain outside WSDOT right-of-way. Downstream of the US 101 crossing a few private camp buildings are present between US 101 and the Hood Canal. Topography of project area is typified by steep east facing slopes with numerous low order streams flowing into Hood Canal. Soils in the project area are mapped as Hoodsport Stony Sandy Loam(15-30% slopes). The Hoodsport series consists of moderately well-drained soils that have a very slowly permeable cemented layer at a depth of 20 to 36 inches. The entire project lies within the western hemlock vegetation zone of western Washington (Franklin and Dymess 1988). Vegetation is generally dominated by needle-leaved, evergreen tree species such as Douglas-fir(Pseudotsuga menziesii),western hemlock(Tsuga heterophylla), and western red cedar(Thuja plicata). Rainfall in the area ranges from 60 to 100 inches a year. Most of the rain falls outside the growing season(October to March). December is the wettest month. Only about 6 percent of the rainfall occurs during the summer months. July is especially dry, with an average of less than 1 inch of rainfall. One stream flows through the project area originating at approximately 440 feet in elevation on the west side of US 101 and flowing approximately 2000 feet to Hood Canal approximately 400 feet east of US 101 (Appendix A—site photos). Salmonid species that likely use the stream downstream of the US 101 crossing include resident and coastal cutthroat. This culvert replacement project is not considered a fish barrier removal project due the gradient of the stream being above 20 percent. The stream was determined to be non-fish bearing above the US 101 crossing in 2009 by the Washington Department of Fish and Wildlife(WDFW). Three small Washington State Department of Ecology Category III wetlands were identified within the project area. Hydrogeomorphic classes represented include depressional (Wetland A), riverine(Wetland B), and slope(Wetland C) (Appendix A—site photos). The wetland functions assessment results (Null et al. 2000) suggest these wetlands provide few and limited wetland functions. PROJECT DESCRIPTION The existing failing 36-inch culvert will be abandoned in place and replaced with a new 36-inch culvert, 108-feet long(Appendix B -project plans). The project will utilize a pipe "insertion" method to install the new culvert without closing and removing the US 101 highway fill. An insertion pit will be constructed on the west slope of the highway fill. An access road will be constructed on the east slope of the highway fill to construct the receiving area. The project will include installing 90 cubic yards of riprap and 70 cubic yards of granular material on the east slope at the outlet end to give the roadway slope increased integrity for the operation. The new inlet will be offset 25 feet from the existing inlet and the stream will be redirected to the new pipe inlet. In order to redirect the stream to the new inlet location, approximately 61 feet of the channel upstream of the culvert will be reconstructed. The new streambed will consist of 0.75-inch up to 12.0-inch streambed material. In order to maintain the constructed grade and prevent erosion of the streambed channel a roughened channel design will be constructed, which will result in the filling of a small wetland. The new pipe will have an outlet directly above the existing culvert and use the same streambed at discharge. A right-of-way lease will be obtained for the insertion pit and access road construction. The proposed work is anticipated to start summer of 2012 and take 20 days for completion. No nighttime work is anticipated. Project equipment includes: compactors, excavators, chainsaws, dump trucks, loaders, sweepers, insertion equipment. 3 PROJECT IMPACTS Vegetation Construction of the access road and insertion pit will require the clearing and grubbing of seven trees (Appendix A—site photos). A total of approximately 2,000 square feet will be cleared and grubbed (Table 1 -proposed tree removal). Wetland B is a 130 square foot scrub-shrub wetland which will be completely impacted. The impacts at Wetland B will be from fill that is necessary for the stream realignment(Appendix B—project plans). Fish and Wildlife Possible impacts to wildlife species prior to plant community re-establishment include: loss of forage resources, loss of thermal cover, loss of predator avoidance cover and possible loss of nesting structures. Once plant establishment occurs at the site, there will be no further project related impacts to animal species using the area. The WDFW Priority Habitat and Species (PHS) Geographic Information System(GIS) data base indicates that this restoration work is unlikely to impact any PHS habitat or species because it will not occur within any Priority Habitat and Species area. The PHS database does not indicate the occurrence of any sensitive species in the restoration area. Endangered Species Act Listed Species A biological assessment (BA)was prepared by WSDOT on behalf of the Federal Highway Administration(FHWA)to address current U.S. Fish and Wildlife Service(USFWS) and National Marine Fisheries Service(NMFS) Endangered Species Act(ESA) listings. WSDOT determined ESA listed species will not be susceptible to negative impacts related to project activities and the project will have"no effect'on ESA listed bull trout,marbled murrelet, northern spotted owl, Chinook salmon, chum salmon, and steelhead and the project will have"no effect'on designated critical habitat for bull trout, marbled murrelet,northern spotted owl, Chinook salmon and chum salmon. Additionally, project activities will also have"no adverse affect'on Essential Fish Habitat(EFH) as indicated in the Magnuson Stevens Fishery Conservation and Management Act(MSA). 4 IMPACT MINIMIZATION MEASURES The WSDOT has modified the original project plans in order to avoid,minimize, and/or mitigate adverse impacts to fish and/or wildlife habitats created by the proposed project. The original design dictated that the access road be located closer to the US 101 highway. Although this reduced the length of the access road,the location required the removal of three large second growth grand fir trees. After further discussions with the adjacent landowner, WSDOT will obtain a temporary construction easement that will allow the access road to be constructed at a location where the removal of the three large grand firs is not required. MITIGATION/RESTORATION Restoration will use native shrub species appropriate to the location of the project. Revegetation will include the implementation of a planting plan that includes conifers and deciduous trees (Appendix C—planting/restoration plan). Plants to be used for site restoration will be regionally sourced to protect the genetic provenance of the plant species. In order to mitigate for the impacts to Wetland B, Wetlands A and C (a total of 1150 square feet) will be enhanced with salmonberry, slough sedge(Carex obnupta), and dagger-leaved rush (Juncus ensifolius). This is just over the mitigation ratio of 8:1 that is in the Wetland Mitigation in Washington State-Part 1:Agency Policies and Guidance document(Ecology et al, 2006). The riparian areas along the new stream channel will be restored by planting native trees and shrubs. BEST MANAGEMENT PRACTICES Best Management Practices (BMPs) are designed to minimize project impacts. BMPs included in the Mason County Ordinance that pertain to project activities will be implemented. These include but are not limited to the following: ■ Perform any excavation and grading work during dry weather; ■ Install silt fencing around work area preventing erosion and siltation of marine and riverine waters; ■ Minimize amount of erodible soils at any given time to the maximum extent feasible; ■ Check all equipment daily for leaks. ■ Refueling and lubrication of equipment shall occur offsite. ■ Comply with all permits and requirements of the governing authority or agency. 5 ■ Minimize clearing and conversion of forest habitats to other uses,particularly within the stream and lake buffers. ■ Enhance native plant communities by removing invasive and non-native species, such as Himalayan blackberry, and planting native trees and shrubs. ■ Construction activities will be confined to discrete areas of the site to minimize disturbance to native vegetation in the buffer. ■ Construction debris or supplies will not be placed in existing forested areas or anywhere ■ A hydraulic project approval (HPA)will be obtained from WDFW by WSDOT for work below the ordinary high water mark. Any conditions specified by WDFW in the HPA will be fully complied with by WSDOT and the contractor. The anticipated work window to be included as a condition of the HPA is July 15 to August 31. ■ Monitor the installed vegetation annually for three years following installation. Monitoring will entail inspection of each planted specimen for survival and vigor, and will be performed in August or September of each monitoring year. In addition,two photo points will be established that portray the planting area from each side of the property.
