Washington State Department of Transportation � y Executive Summary The Washington State Department of Transportation(WSDOT)is proposing a culvert replacement between mileposts (MP's 316.06 and 316.26)on US 101 in Mason County. A pipe- jacking method will be used to install the culvert. This will preserve the integrity of the existing fill slopes, the vegetation, and roadway prism. The existing culvert will be abandoned in place. Guardrail will be installed on both sides of the highway. Three small Ecology Category III wetlands were identified within the project area. One of the wetlands is an emergent wetland and the other two are scrub-shrub wetlands. If wetland impacts are proposed, they will be covered in a separate Wetland Mitigation Proposal. No sensitive plant, fish, or wildlife species are known to occur within the project area. A separate Biological Assessment will be prepared for the project to address federally listed threatened or endangered species. Vicinity Map US 101 Beacon Point—Major Drainage 2 December 2010 Wetland Assessment Report 2.2 Purpose and Description The US 101 Beacon Point Drive—Major Drainage project involves a proposed pipe jacking of a new culvert under US 101 between MP 316.06 and MP 316.26. The existing cross culvert is located in deep roadway fill and is failing. Installing the new 90 linear foot, 36 inch culvert pipe and doing some minor stream re-alignment will preserve the integrity of the existing roadway prism and vegetation. The existing culvert will act as a stream diversion while the new culvert is "jacked"through the roadway fill. The existing culvert will then be abandoned in place. Guardrail will be installed on both sides of the highway. i f i f I I I t I i I I US 101 Beacon Point—Major Drainage 3 December 2010 Wetland Assessment Report i Chapter 3. Methods This chapter summarizes the methods used to comply with WSDOT, federal, state, and local guidance. Wetland related fieldwork was completed for this project during separate visits on May 17 and June 9, 2010. Both sides of the highway were investigated for wetlands within 100 feet between MP 316.06 and MP 316.26. Wetland determinations were made using observable vegetation, hydrology, and soils in conjunction with data from the National Wetland Inventory maps of the U.S. Fish and Wildlife Service(USFWS),the Soil Survey for Mason County(USDA 2007), and aerial photos. A.soils map and wetland inventory map are provided in Appendix A. Wetlands were determined by using the routine approach described in the Washington State Wetlands Identification and Delineation Manual(Washington State Department of Ecology[Ecology] 1997)and the Interim Regional Supplement to the Corps of Engineers Wetland Delineation Manual— Western Mountains, Valleys, and Coast Region (United States Army Corps of Engineers [USACE] 2008). The wetlands were rated (Appendix D)using the Washington State Wetland Rating System for Western Washington (Hruby 2004). Wetland functions were assessed (Appendix E)using the Wetlands Functions Characterization Tool for Linear Projects(BPJ) (Null et al. 2000). The wetlands are described in Chapter 4, and their locations are shown in Figure 2 (Page 7). Their locations and features are also presented on plan sheets in Appendix B. Existing Conditions 4.1 Landscape Setting This proposed project is located in Mason County on US 101 just south of the Mason and Jefferson County line between MP 316.06 and MP 316.26. Soils in the project area are mapped as Hoodsport Stony Sandy Loam(15-30% slopes). The Hoodsport series consists of moderately well-drained soils that have a very slowly permeable cemented layer at a depth of 20 to 36 inches. They are on terraces adjacent to the steep,rough, broken mountain foothills. They formed in glacial till under western redcedar,western hemlock, red alder,wild cherry,madrone,rhododendron, and salal. The entire project lies within the western hemlock vegetation zone of western Washington (Franklin and Dymess 1988). Vegetation is generally dominated by needle-leaved, evergreen tree species such as Douglas-fir(Pseudotsuga menziesii),western hemlock(Tsuga heterophylla), and western red cedar(Thuja plicata). Other common plant species in the direct vicinity of the project include big-leaf maple,red alder,salmonberry,lady fern, giant horsetail,creeping buttercup,trailing blackberry, and sword fern. Except in the high mountains, snowfall is normally under 30 inches, and it stays on the ground for only a short period. Rainfall in the area ranges from 60 to 100 inches a year. The winters are wet and the summers are dry.Most of the rain falls outside the growing season(October to March). December is the wettest month. Only about 6 percent of the rainfall occurs during the summer months. July is especially dry,with an average of less than 1 inch of rainfall. i • i4 1 US 101 Beacon Point—Major Drainage 5 December 2010 Wetland Assessment Report y � 4.2 Wetlands and Streams Three small Ecology Category III wetlands were identified within the project area. Hydrogeomorphic classes represented include depressional (Wetland A),riverine(Wetland B), and slope(Wetland Q. The wetland functions assessment results(Null et al. 2000)suggest these wetlands provide few and limited wetland functions. Functions most likely provided by these small wetlands include Nutrient&Toxicant Removal and Production of Organic Matter and its Export.' One Type F stream flows through the project area originating at approximately 440 feet in elevation on the west side of US 101 and flowing approximately 2000 feet to Hood Canal just east of US 101. Salmonid species that likely use the stream include resident and coastal cutthroat. This culvert replacement project is not considered a fish barrier removal project due the gradient of the stream being above 20 percent. Table 1 below contains general wetland information. Wetland locations are shown on page 7 and in Appendix B. Table 2 (page 8)shows a summary of wetland functions. Wetland summaries begin on page 9. Table 1. It partially spreads out beyond the ditch in places and drains north to the creek during high rainfall. Hydrology is provided from ground water Hydrology seepage and overland flow from a hillslope to the west and from the high precipitation levels in the area. In May 2010,water was observed within a soil test pit at 6 inches immediately after digging. These observations suggest wetland hydrology is present in the growing season long enough to meet the hydrology arameter. Wetland A is comprised of an emergent habitat type. Dominant plant species include salmonberry(5%cover)(FAC+), giant horsetail (FACW), and creeping buttercup Vegetation (FACW). Other species observed within the wetland boundary include big-leaf maple (FACU), Himalayan blackberry(FACU), reed canarygrass (FACW), lady fern (FACW), bedstraw(FACU), slough sedge(OBL), American speedwell (OBL), and yellow flag iris (OBL). All of the dominant species are considered hydrophytes indicating the wetland vegetation parameter has been met. Soils within the wetland were of a silt loam texture. Soils were very dark grayish brown (10YR 3/2)from 0 to 8 inches, and dark gray(10YR 4/1)from 8 to 16+ inches. Soils Redoximorphic concentrations were observed throughout the soil profile. This profile description meets NRCS hydric soils indicator F3(Depleted Matrix)therefore achieving the h dric soils criteria. The wetland boundary to the east was defined by the US 101 highway road prism. To Rationale for the west, there is an abrupt transition to upland vegetation and chroma 2 soils without Delineation redox. To the north, the roadside ditch rises slightly in elevation and then drops off into a soured-out drainage lacking vegetation and other wetland characteristics. To the south the wetland ditch continues along the west side of US 101 outside the project area. Wetland A ranked as a Category III depressional wetland with moderate scores in the Ecology Rating/ broad categories of functions (Water Quality-18; Hydrologic-10; Habitat-19). Results BPJ Functions from the BPJ functions assessment suggest Nutrient and Toxicant Removal as the primary function. Other functions provided to a lesser extent include Production of Organic Matter and its Export and Habitat for Aquatic Invertebrates. This wetland is a very small depositional feature adjacent to the creek that has developed wetland characteristics. Hydrology Hydrology is primarily provided by overbank flooding from the adjacent creek and by hyporheic flow. During a site visit in May 2010, most of the flagged wetland area was saturated to the soil surface. In a soils test pit,water was observed at 11 inches below the soils surface immediately after digging. These observations suggest the wetland has sufficient saturation during the growing season to meet the wetland hydrology criteria. Wetland B is a small sparsely vegetated wetland with primarily scrub-shrub vegetation. Dominant species are salmonberry(FAC+)and giant horsetail (FACW). Lady fern (FAC) Vegetation was also scattered sparsely within the wetland boundary. The sparse cover in this wetland can be partly attributed to shading from trees that have fallen over the wetland area. All of these species are considered hydrophytes indicating the wetland vegetation parameter has been met. Soils were very dark gray(10YR 311)from 0 to 9 inches, and dark gray(10YR 4/1)from 9 to 20 inches. Redoximorphic concentrations were observed throughout the soil profile. Soils Soils were of a silt loam texture from 0 to 9 inches; gravelly sandy loam from 9 to 13 inches; and cobbles below 13 inches. This profile description meets NRCS hydric soils indicator F3(Depleted Matrix therefore achieving the h dric soils criteria. Rationale for The boundaries of this wetland were clearly defined with the unvegetated creek on one Delineation side, and a steep bank on the other side. Sword fern(FACU)is the dominant species on the adjacent steep bank. Wetland B is Category III slope wetland with a higher score for Habitat in the broad Ecology Rating/ categories of functions(Water Quality-12; Hydrologic-12; Habitat-21). This wetland has BPJ Functions low functions due to its small size and because it is merely a depositional area unable to impound water. Results from the BPJ functions assessment suggest no significant functions are supported by this wetland. Hydrology is provided by ground water and surface water that collects in the wetland ditch and flows down through this slope wetland to the creek on the up-gradient side of Hydrology the highway. During a May 2010 site investigation, soils were saturated throughout most of the wetland area with all wetland areas saturated within 12 inches of the soil surface. In a soil test pit, water was observed at 5 inches below the surface immediately. These observations suggest the wetland is saturated for sufficient time in the growing season to meet wetland criteria. Wetland C is dominated by an emergent habitat type. Dominant plant species include salmonberry(10%)(FAC+), giant horsetail(FACW), and lady fern (FAC). Other plant Vegetation species observed within the wetland boundary included red alder(FAC), red elderberry (FACU), large-leaf avens (FACW-),American speedwell (OBL), bedstraws (FACU), trailing blackberry(FACU), sword fern (FACU), and foxglove(FACU). All of the dominant species are hydrophytes meeting the wetland vegetation parameter. Soils within the wetland range from silt loam to sandy loam. Soils were very dark gray (10YR 3/1)from 0 to 9 inches and dark grayish brown (10YR 4/2)from 9 to 20 inches. Soils Redoximorphic concentrations were present below 9 inches. This profile description meets NRCS hydric soils indicator F3(Depleted Matrix)therefore achieving the hydric soils criteria. The wetland boundary was flagged at the limits of those areas dominated by hydrophytic vegetation and hydric soils characteristics. Hydrologic conditions were also very helpful in determining the boundary since the investigation was conducted early in the growing Rationale for season(May 17, 2010). Plant species observed in the surrounding uplands included big- Delineation leaf maple(FACU), salmonberry(FAC+), giant horsetail (FACW)trailing blackberry (FACU), large-leaf avens(FACW-), bull thistle(FACU),foxglove(FACU), and a brome species. Where the gradient becomes steeper down-slope of the wetland, the ground is scoured, lacking any vegetation and hydric soils. Wetland C is a Category III slope wetland with higher scores for Water Quality and Habitat in the broad categories of functions (Water Quality-14; Hydrologic-6; Habitat-17). Ecology Rating! The BPJ functions assessment results suggest the primary functions provided by this BPJ Functions wetland include Nutrient and Toxicant Removal and Production of Organic Matter and its Export. General Habitat Suitability and Native Plant Richness are provided at lesser levels.
