include permanent signing, overlaying the existing pavement to improve the condition rating,
rumble strips and pavement markings. The are of the project that lies within Mason County is
from approximately MP 314.5 to MP321.7.
Within Waketickeh/Jorsted and/or its associated wetlands is exempt from the requirement of substantial development
because the development is categorized under WAC 173-27-040(2)as being category
B-normal maintenance

Substantial Shoreline Development Permit Exemption
Please find the enclosed Joint Aquatics Resources Permit Application (JARPA) for an
exemption from a Shoreline Substantial Development Permit for the above referenced
project proposed by the Washington State Department of Transportation (WSDOT). This
project is located on State Route 101, in Mason and Jefferson Counties. Also enclosed
you will find a Mason County Application, vicinity map and a check for$450.00 for the
processing fee.
The proposed project is within 200' of Jorsted River, Jorsted Creek, Waketickeh Creek,
and the Hamma Hamma River. Construction activities include:
• Prelevel and overlay of the existing pavement.
• Permanent signing.
• Striping and pavement markings.
• Pavement grinding.
• Rumble strips.
• Guardrail work.
Based upon our knowledge of the project and the language in the Mason County
Shoreline Management Master Program, we believe this project is exempt from the
Shoreline Substantial Development Permit requirement. We interpret this work to be
exempt under WAC 173-27-040(2)(b) as normal maintenance or repair of existing
structures or developments, including damage by accident, fire or elements.
Bid advertisement for this project is scheduled for November 2007.

designated shorelines of the state comply with its administrative procedures(WAC 173-14)and the provisions of the
Mason County Shoreline Management Master Program.The purpose of this Act and local program is to protect the

must summarize the proposed work here. Attach a separate sheet if additional space is needed.
This project is classified as a paving project on US 101 beginning at MP 306.85 and ending at MP 321.70. The area of the
project that lies within Mason County is from approximately MP 314.50 to MP 321.70. Work shall include pavement repair,
extending guardrail runs, upgrading guardrail terminals, prelevel, pavement grinding on 2 existing bridge decks within the
Mason County project limits and at the beginning and end of the project for the asphalt butt joint. Other items of work will
include permanent signing, overlaying the existing pavement to improve the condition rating, rumble strips and pavement
markings.
PREPARATION OF DRAWINGS: See sample drawings and guidance for completing the drawings. ONE SET OF ORIGINAL OR GOOD QUALITY REPRODUCIBLE
DRAWINGS MUST BE ATTACHED. NOTE: Applicants are encouraged to submit photographs of the project site,but these DO NOT substitute for drawings. THE CORPS
OF ENGINEERS AND COAST GUARD REQUIRE DRAWINGS ON 8-112 X 11 INCH SHEETS. LARGER DRAWINGS MAYBE REQUIRED BY OTHER AGENCIES.
7b. Describe the purpose of the proposed work and why you want or need to perform it at the site. Please explain any specific needs that
have influenced the design.
This proposed work provides for rehabilitation of the existing pavement to increase the pavement condition rating. The
pavement condition rating is projected to drop below the adopted standards.
7c. Describe the potential impacts to characteristic uses of the water body. These uses may include fish and aquatic life,water quality,
water supply, recreation and aesthetics. Identify proposed actions to avoid, minimize, and mitigate detrimental impacts and provide
proper protection of fish and aquatic life. Identify which guidance documents you have used. Attach a separate sheet if additional
space is needed.
We anticipate no impacts to characteristic uses of Jorsted River,Jorsted Creek,Waketickeh Creek, or the Hamma Hamma
River. Work being performed within 200 feet of these waterbodies will be minimal. To ensure that no petroleum projects or
other construction materials enter the river, a Spill Prevention Control and Countermeasures Plan will be developed and
implemented. A Biological Assessment will be performed, and any conservation measures recommended for protection of
threatened or endangered species will be included in the contract.
