Four float footers will support each float. Seven 10" to 12" diameter creosote treated pilings will be replaced with nine 10" diameter galvanized steel pilings. A drop hammer pile driver mounted on a barge will be used to drive piles. A six-inch thick block of wood will be used between hammer and pilings to attenuate noise (See B.E.). 6f. As a result, DNR may allow your request, deny your request, or propose terms that may affect your proposed use of state-owned aquatic lands. The specific nature of the terms will depend on the site-specific conditions at the location of your proposed lease. Rest-A-While proposes to remove seven derelict creosote piles and install nine steel piles, three 8 ft. x 14 ft. floats, seven 6 ft. x 20 ft. floats, and one 6 ft. x 7.5 ft. float. All floats will have polytub floatation and pressure treated wood decking with central grating strips. Grating strips will be four feet wide on 8-foot floats and two feet wide on 6-foot floats. In addition, floats would have approximately 2.7-foot stoppers to prevent grounding. The project is proposed as replacement of a float system that was removed in 2010. It is recommended that the proposed project not be authorized as currently proposed due to the following habitat stewardship concerns: • This project would result in approximately 1,220 square feet of new overwater cover on State Owned Aquatic Land (SOAL). Although the proponent indicates that this is a replacement project within an existing footprint, floats have not been present at this location for approximately five years. Since floats were removed in 2010 and no previous use authorization exists, the proposed floats would constitute new overwater cover. In addition, no information regarding the dimensions of the old floats was provided to allow a comparison of footprints. Based on historic photos, it appears that the proposed float footprint exceeds what was present prior to removal. It is preferred that placement of new overwater cover on SOAL be avoided to the maximum extent practicable. Floats placed here would regularly ground out during low tides. Although stoppers are proposed to prevent floats from crushing benthic habitats, it appears that only 7 inches of space would be maintained between the substrate and floatation tubs. Current stewardship standards require that at least 1.5 feet be maintained between improvements and the substrate to allow unimpeded movement of sediments, currents, and fish. It is preferred that new improvements not associated with existing facilities be placed in water that is deep enough to prevent regular grounding. In addition, motorized vessels should not be moored or operated in water more shallow than 7 feet to prevent scouring of benthic habitats. It appears that floats would need to be located at least 500 feet waterward to reach depths sufficient to meet current stewardship standards. This would require a long access pier and result in floats being placed on privately owned tidelands. It is unclear how much new overwater cover would be required over SOAL to achieve an appropriate alternative configuration or whether permission could be gained to place improvements in privately owned areas. Heavy use by anglers, divers, and recreational boaters in this area may further complicate waterward relocation of the project. • A vegetation survey would likely be required for placement of any access pier or other improvements to determine whether native submerged aquatic vegetation is present. The Biological Evaluation prepared for this project indicates that macroalgae is present in the project area but does not specify what species. There is a historic presence of eelgrass in the vicinity and kelp has been documented in adjacent areas. Any new improvements on SOAL would need to avoid aquatic vegetation to the maximum extent possible. • The area at the mouth of Sund Creek is depositional and will continue to accumulate sediments over time. It appears that dredging was carried out at some point in the past and it is likely dredging would be needed in the future to maintain the functionality of any moorage floats placed at this location. However, dredging is only permitted on SOAL under special circumstances and the need for dredging should be avoided by placing new overwater structures in naturally deep water. It is preferred that new moorage be placed in areas that maintain sufficient water depth to accommodate moorage and are not actively aggrading. The proposed location is also not suitable for overnight moorage which has previously been provided according to the park website. • The proponent indicates that a barge-mounted impact hammer and a wood block would be used to install new steel piles. However, information regarding pile removal methods was not provided. The existing creosote piles are derelict and should be removed regardless of project authorization and DNR's Best Management Practices (BMPs) for pile removal should be followed. In addition, any vessel used for pile Wei Wei Kyowashin Rest-A-While RV Park April 1, 2015 Page 3 of 4 removal activities should not ground or operate over beds of submerged aquatic vegetation at any time. • The existing gangway is derelict and resting on the substrate. It is recommended the gangway be removed at the time of creosote pile removal. If an alternate moorage configuration is authorized, any gangway placed on SOAL must be fully grated with material having at least 60% open space. • Project plans indicate that pressure treated wood would be used for float decking, framing, and optional fascia boards. Treated wood is permitted for use as above-water structural framing only on SOAL and cannot be used for float decking or fascia boards. If an alternate float configuration were to be authorized on SOAL, a revised design using approved, non-toxic decking material would be needed. Treated wood fascia boards should not be used. • It is unclear how much open space would be provided by proposed grating materials. If the rating has at least 60% functional open space, sufficient grating is proposed on 8- ft. floats. However, proposed grating on 6-ft. floats is insufficient to meet current stewardship standards. Grating strips are proposed on only 30% of the deck surface on 6-ft. floats. If an alternate float configuration is authorized, all floats must be grated so as to provide at least 30% ambient light transmission. The 6-ft. floats would need to incorporate grating with at least 60%open space over at least 50% of the deck surface. Conclusions It is not recommended that proposed float and pile replacement project be authorized as proposed. The proposed project would result in new overwater cover on SOAL at a location where floats and vessels would frequently ground at low tide. It is recommended that either no moorage be placed at this location or that moorage be extended into water deep enough to prevent grounding and scouring of substrate. It is noted that placement waterward may be infeasible at this location due to the heavy recreational use and potential need to place floats on privately owned tidelands. In addition, this area provides critical or priority habitat for a variety of species, including juvenile salmonids and rockfish. If moorage is pursued at this location, the proponent should consider alternate project designs that meet habitat stewardship standards. The proponent should also be aware that the existing inwater improvements are on SOAL and, if authorized by a new lease, will be subject to additional stewardship measures. Sediment Quality Unit was not consulted at this time due to significant stewardship concerns regarding project design. However, sediment sampling may be required if a new lease is authorized at this location.
