Sund: ? 1 At your request, Mason County Department of Community Development staff conducted a site visit on January 3, 1997 to your property located at the above address. The purpose of the visit was to observe storm damage to your existing boathouse at the RV park, and to document the approximate location and size of the structure. This informaiton will be placed in the property file together with photos taken by Planning staff to document the structure. The findings follow below; please note that all measurements are approximate: Findings: (please see attached sketch for additional detail) The existing boathouse is approximately rectangular, 76 x 124 feet in size, except that on its southeast . corner there is a "cutout" approximately 38 x 24 feet in size. A large metal tank is located in this "cutout" (non-building) area. The longest axis of the structure is north-south. According to the current owners, the structure was constructed in two main phases - - the southern half in the 1930 's, and the northern half in the 1950 's. It is the roof of the northern half which has collapsed under the snow/ice load of the winter storm of late December 1996 . There is a deck over the water (on pilings) along the waterward side of the structure, as well as a boat haul-out cradle. Two 18 foot long floats are attached to the deck area by a movable stairway. The building appears to have been constructed partly on fill , and partly on pilings. The tide was high at the time of the site visit, so it is unclear as to what percentage of the structure is actually on pilings over the water. On the west (landward) side, it appears that there has been shoreline modification over the years; on the shoreward site of the building, there is a concrete bulkhead along the . RV park shore. The shoreline immediately south. of the building (fill?) appears to be eroding due to the winter storm wave action. The nature of shoreline features immediately adjacent to the structure can best. be understood by consulting the attached sketch of the building and the shoreline in its vicinity. Recycled The Mason County Shoreline Master Program is the regulation which guides development within 200 feet of shorelines of the state (in this case Hood Canal) . In this case, your boathouse facility is considered an existing nonconforming structure which predates the regulations which would govern its setback from the shoreline. Section 7 . 13 . 020 Applicability to Nonconforming Development permits normal maintenance and repair of nonconforming structures, as well as work on nonconforming "structures damaged by accidents, f ire and the elements . " This means that you may restore the structure to its pre-storm state, but may not enlarge the structure or increase its nonconformity as part of this work. A copy of the applicable portion of the Chapter is enclosed. Please note that there is a one-year time limit . Under Section 7.13 .010 Applicability to Substantial Development, the proposed repairs would be exempt from a Substantial Development Permit, as "Normal maintenance or the repair of existing structures or developments, including damage by accident, fire or elements . " Because a portion of the building in question is constructed on pilings over the water, an Environmental Checklist will need to be completed for SEPA review. The fee for this review is $110 . 00 . A blank Building Permit application and an Environmental Checklist are enclosed. During the site visit, you indicated interest in constructing a rock protective bulkhead along the shoreline on the southern boundary of the boathouse building. This will need a Miscellaneous Permit, SEPA review, and may require Shoreline Substantial Development Permit, if the value of the work exceeds $2, 500 . The value determination is made by the Building Department during plan review. The Shoreline permit process is initiated through the Planning Department; the necessary forms and information on the process are included with this letter- Mr. Hugo Flores is the Shoreline Planner for your area, his card is enclosed with this letter, you may wish to contact him with any questions about the above information. ONE END OF THE STRUCTURE FAILED AND WAS REMOVED PRIER TO MY INSPECTION. THE REMAINING SECTION OF THE BUILDING IS ALSO DAMAGED. MOSTLY THE ROOF, MOST ALL OF THE RAFTERS ARE DEFLECTED AND SOME HAVE FAILED, COMPLETETY SPLITTING THE RAFTER IN HALF. IT APPEARS THAT ALL OF THE RAFTER AS WELL AS THE BEAMS SUPPORTING THEM ORIGINALLY WERE OVER SPANNED. ALL FAILED RAFTERS WILL NEED TO BE REPLACED. AS FAR AS THE MEMBERS BEING OVER SPANNED,ALL WILL NEED TO BE EITHER UP GRADED IN SIZE OR THERE SPANS SHORTENED. WHICH EVER OPITION IS USED A ROOF FRAMING PLAN WILL NEED TO BE SUBMITTED TO THE OFFICE ALSO IF THE SPANS ARE SHORTENED A FOUNDATION PLAN WILL ALSO NEED TO BE PROVIDE. THIS IS BECAUSE IF SPANS ARE SHORTEN THIS WILL INCLUDE THE ADDITION OF NEW POSTS AND BEAMS AND THE POSTS WILL REQUIRE FOOTINGS. - J
