Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, RJ4aA Allan Borden Land Use Planner Mason County Planning Department 10/25/2013 Page 1 of 3 SP12013-00065 Site Inspection 10/25/2013 Case No.: SP12013-00065 Comments: Pre-inspection for Ronald & Olivia Anderson on Aug. 29, 2013: The purpose of the pre-inspection was to evaluate site conditions on the subject parcel for residence, septic, and well. The parcel [Tract 7 along Munson Blvd.] is square-shaped (N to S) with a 530 feet width and 400 feet depth; the 5.10 acre property has general slope towards the southwest of 5 percent; and it is accessed by the Munson Blvd. easement from the south and Lilac Ln. from the east. There is native shrub and tree vegetation on the property. The applicant wants to know the standards to follow for further development of the residence and garage, well and septic. These findings state regulations in effect at the time of inspection, unless noted otherwise. Development Regulations standards: _Y The site is in Rural Residential 5 zone. Standard building setbacks are 25-foot front yard setback, and 20-foot side property line setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. _Y_ An administrative variance may be requested to reduce these setback distances from property lines, to as low as 5 feet (side yard) or 10 feet (front yard or rear yard), if the size, shape, or features of the property constrain development from the proper setbacks. This process requires application and review at the time of the building permit submittal. Resource Ordinance Standards: _N_ Slope or Landslide hazards: Slopes 8 to 10 percent or less are adjacent to or within 300 feet of a proposed project were observed; slumping or seepage conditions that could contribute to sliding were not observed. The applicant will not need a geologic special report during development review. _N_ Wetland critical area: Planning staff confirmed that this parcel does not contain certain wetlands and no wetland development standards apply to this property. _N_ Stream setbacks: Stream critical areas (recognized by state, county, or tribal agencies) were not observed during the inspection. The development setbacks from these features would not apply to a proposed improvement on the subject parcel. 10/25/2013 Page 2 of 3 SP12013-00065 I Site Inspection 10/25/2013 Case No.: SP12013-00065 _N_ Shoreline setbacks: The typical shoreline designation for the Tahuya Peninsula area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. Since the shoreline area is not close to the subject parcel, the development setbacks from these features would not apply to a proposed improvement on the subject parcel. Regarding a new residence and / or garage, a proposed structure would be well away from the property lines. A request for development closer than these setback standards would require an application for a Development Regulation Variance from the side or front setbacks. The well located near the southeast corner where Munson and Lilac intersect would provide a large area for this improvement. A septic system can be close to a proposed residence or other structure, but should be at least 100 feet from a existing or proposed wellhead. A well and septic system can provided needed septic and water supplies for a seasonal , as you decide on your permanent residence and its location. General process: When future site development is proposed, a permit must include a site plan, showing all setbacks from property lines, roads, buildings, and existing and proposed improvements; this site plan will be needed for permit review.
