This report is based on a reconnaissance inspection of existing site conditions.No
scientific measurements,tests or calculations were performed. The findings and report
are limited to the normal standard of care of the industry. If construction is planned
and/or implemented using these documents as a reference,no warranty is made by Agua
Tierra concerning conformity of the construction to the conclusions and
recommendations of this report unless the plans are prepared and/or reviewed, and the
construction work inspected by a representative of Agua Tierra.
Agua Tierra's work included:
• Review of existing ecological and biological conditions at the project site;
• Review of the client's reported/proposed projectplans;
• Review of potential habitat impacts from the proposed project; and
• Recommendations of Best Management Practice's(BMP's)to reduce/minimize
any noted potential habitat impacts.
Recommendations were made based on background information provided and/or reported
by the client,observed on site by Agua Tierra, and provided by natural resource agency
staff and/or databases. Conditions not known to exist are not reflected in the report. The
observations,interpretations,and conclusions herein are based on generally accepted
assessment and/or design practices commensurate with the scope,budget, and schedule
of this work. In addition,conditions may change at the site due to human influences,
floods,groundwater regime changes,or other factors. This warranty is in lieu of all
others,either expressed or implied.
This report has been prepared for the exclusive use by Agua Tierra's clients,the client's
authorized representative/s,and regulatory agencies. It may be used by others only with
the expressed written permission of Agua Tierra. The report has not been prepared for
use by other individuals,entities,or other sites.
Final acceptance,concurrence, and approval of findings included in this report are the

LILLIWAUP POST OFFICE PROJECT
HABITAT MANAGEMENT PLAN
1.0 INTRODUCTION
Agua Tierra Land and Water Services, Inc.prepared this Habitat Management Plan
(HMP)at the request of Len Williams,Foster and Williams Architects. The HMP is
required by Mason County in compliance with Mason County Resource Ordinance
17.01.110 Fish and Wildlife Conservation Areas(Sections J 1 and J2).
The project proposes the construction of a United States Postal Service Post Office
facility and associated parking area located on Highway 101 in Block 26 and 56 and Lots
13-18,Lilliwaup, Mason County, Washington. This HMP will address impacted areas
within the 100 foot Fish and Wildlife Habitat Conservation Area buffer associated with
Hood Canal. The subject property is mapped in a portion of T23N,R3 W, Section 30
(W.M.)and is recorded by the Mason County Assessor's Office as Tax Parcel
#323305156013. Unless otherwise stated,all observations provided in this report relate to
this property.
2.0 PROJECT DESCRIPTION
The proposed development involves the construction of a 1,456 square foot post office,
and rock retaining wall and parking area(approximately 10,000 square feet). The total
development area associated with the project is approximately 11,400 square feet.
Approximately 9,000 square feet of parking area and sidewalks lie within the 100 foot
shoreline buffer. The proposed site plan is included on the Site Map in Appendix A.
3.0 PROPERTY SITE ASSESSMENT
Celina Abercrombie, Restoration Specialist for Agua Tierra,conducted a site
investigation on February 2,2005.
The property is located along Highway 101 in a rural residential community in Lilliwaup
and is approximately 0.82 acres in size. Per the Mason County Assessor's office,no exact
parcel dimensions are available. Existing features include an old post office and septic
tank within the northern portion of the site,a paved access road to an upland residence
within the central portion of the site,and a large gravel parking area where the majority
of new construction is proposed within the southern portion of the site(Site Map,
Appendix A). Representative photographs are included Appendix B.
Undeveloped areas onsite include a forested area within the western portion of the site
dominated by Douglas fir(Pseudotsuga menziesii),red alder(Alnus rubra),big-leaf
maple(Acer macrophyllum), Western redcedar(Thuja plicata),cascara(Rhamnus
purshiana), Oregon-grape(Mahonia nervosa),evergreen huckleberry(Vaccinium
ovatum), sword fern(Polystichum munitum), salal (Gaultheria shallon),and trailing
blackberry(Rubus ursinus). Invasive and non-native species are present throughout the

remainder of the site and include Himalayan blackberry(Rubus discolor), scotch broom
(Cytisus scoparius),and roadside grasses.
Hood Canal is located to the east of the proposed project area. Highway 101 is located
between Hood Canal and the proposed project area.
Original native soils for the property are mapped as Rough mountainous land,Hoodsport
soil material (USDA, 1960).
Surrounding areas are rural residential.
4.0 APPLICABLE SETBACKS
This site is within the jurisdiction of Mason County. Ordinance#77-93 section 17.01.110
Fish and Wildlife Habitat Conservation Areas was revised by Mason County on 1110105.
This Ordinance identifies buffers and setbacks for streams, lakes, and marine shorelines.
Applicable setbacks for this ro'ect are as follows:

4.1 REASONABLE USE AND AVOIDANCE
A variance has been requested and approved by Mason County to construct a new post
office within the Fish and Wildlife Habitat Conservation Area buffer associated with
Hood Canal. The proposed development is located approximately 50 feet at the closest
extent from the Ordinary High Water Mark(OHWM). The proposed post office will
provide the town of Lilliwaup and the surrounding area with improved postal service.
The proposed project footprint is located as far away from the shoreline of Hood Canal as
possible. Potential project impacts are discussed in Section 6.0 of this report.
5.0 SPECIES INFORMATION
5.1 Description Of Species and Utilization Of The Area
Bald Eagle (Haliaeetus IeucocephalusZ-Listed
The Washington State Department of Fish and Wildlife(WDFW) lists wintering and
nesting bald eagles as occurring within %-mile of the project area(Ament,2005).
Wintering bald eagles can be expected to be present between October 31 s'and March 31 st
and nesting activities generally occur between January l"and August 1 Sa'. Stands of
second growth coniferous forests were observed within the vicinity of the project site.No
snags,old growth trees with dead or broken tops,or trees with exposed lateral limbs were
observed within or surrounding the project area.No nests or roosts were observed within
the vicinity of the project area. This species was not observed during field investigation.
The proposed project is not expected to impact bald eagles or their habitat.
Marbled Murrelet(Brachyramphus marmoratus)—Listed
The Washington State Department of Fish and Wildlife(WDFW)lists marbled murrelets
as occurring within '/2-mile of the project area(Schirato,2005). Foraging marine waters

are located within the vicinity of the project area.No old growth coniferous forest was
observed surrounding the project area. Marbled murrelets were not observed on the day
of field investigation. The proposed project is not expected to impact marbled murrelets
or their habitat.
Northern Spotted Owl (Stria occidentalis caurinaZ—Listed
The Washington State Department of Fish and Wildlife(WDFW)does not list Northern
spotted owls as occurring within the project area(Salter, 2005).No old growth forest was
observed within the vicinity of the project area. This species was not observed during
field investigation. The proposed project is not expected to impact spotted owls or their
habitat.
Bull Trout (Salvelinus confluentus)-Listed
The Washington State Department of Fish and Wildlife(WDFW)and the U.S. Fish and
Wildlife Service(USFWS)documents bull trout as occurring within the project area. Bull
trout are generally associated with large, deep freshwater pools. They require very cold
water for spawning,incubation and rearing. Suitable habitat for bull trout is present
within Hood Canal.No in-water or over-water work is associated with this project. The
proposed project is not expected to impact bull trout, forage species or their spawning
habitat.
Puget Sound Chinook(Oncorhynchus tshawytscha)—Threatened
Puget Sound chinook are documented as occurring in Hood Canal. Chinook habitat
occurs within Hood Canal and its major tributaries. Forage species habitat is present
within the vicinity of the project area.No in-water or over-water work is associated with
this project. The proposed project is not expected to impact Puget Sound chinook, forage
species,or their spawning habitat.
Hood Canal Summer Run Chum(Oncorhynchus keta)—Threatened
Hood Canal Summer Run Chum habitat occurs within Hood Canal. Forage species
habitat occurs within the vicinity of the project area. The proposed project is not expected
to impact Hood Canal Chum, forage species,or their spawning habitat.
Forage Species within Project Area
Forage species likely to occur within the project area include Surf smelt(Hypomesus
pretiosus), Pacific oyster(Crassostrea gigas),Dungeness crab(Cancer magister),and
subtidal geoduck(Panopea abrupta).No in-water or over-water work is associated with
this project. The proposed project is not expected to have any adverse impacts on forage
species or their habitat.
5.2 Recovery or Management Plans Compliance
No specific species recovery or management plans apply to the management of the listed
fish species identified above. Interim conservation guidance for Bull trout has been
developed by USFWS (USFWS, 1998). Management recommendations for bald eagle are

included in WDFW's Management Recommendations for Priority Species(Rodrick,
1991). Overall,the project is in compliance with the recommendations in this document.
6.0 POTENTIAL DEVELOPMENT IMPACTS
The proposed project footprint is approximately 50 feet from the OHWM impacting
approximately 9,000 square feet of Fish and Wildlife Habitat Conservation Area
minimum buffer setback. Parking areas and sidewalks are proposed within the Fish and
Wildlife Habitat Conservation Area buffer. No buildings are proposed within the 100 foot
shoreline setback.
Vegetation Disturbance
Gravel,and invasive and non-native vegetation dominate the proposed project footprint.
Himalayan blackberry(Rubes discolor), scotch broom(Cytisus scoparius),bracken fern
(Pteridium aquilinum),rose species(Rosa spp.),common tansy(Tanacetum vulgare),
and roadside grasses are present within the Fish and Wildlife Habitat Conservation Area
buffer. Approximately 9,000 square feet of native and non-native vegetation will be
removed during project installation. As a mitigation measure, approximately 2,500 square
feet of invasive species will be removed from the northern portion of the site and 6,500
square feet in native plantings are recommended for the project(see Section 7.2 of this
report for details).
Water Quality
An increase in stormwater runoff is anticipated from asphalt installation. A bioswale will
be installed within the eastern portion of the site adjacent to Hwy 101. An underground
stormwater filtration and storage unit will be installed under the proposed parking area.
Per Mason County's site inspection letter dated November 16,2004,the utilities
(bioswale/infiltration pond)will not need to be addressed in the HMP since they do not
encroach more than 50 feet into the buffer. Mitigation measures identified within this
report will reduce potential water quality impacts.
Soil Disturbance
Soils on-site are dominated by gravel and were previously disturbed within the project
area. The total amount of impervious surface associated with the proposed project in the
shoreline buffer is 9,000 square feet.
Salmonid Habitat
None of the proposed project actions will destroy or adversely modify salmonid habitat.
No in-water or over-water work is associated with this project. Any and all proposed
actions are not likely to jeopardize the continued existence of the listed species.Native
plantings will have a net beneficial impact on the buffer and habitat.
Noise Pollution
An increase in noise from construction equipment is anticipated during daylight hours.
This will not likely adversely impact the listed fish species that may occur in the vicinity
of the project. This will not likely adversely impact bald eagles or marbled murrelets, or

their habitat.No roosts were observed or documented within the radii of concern(1,300
feet for screened sites or 2,600 feet for visible roost sites).
7.0 MITIGATION MEASURES
7.1 Recommended Best Management Practices(BMP's)
Recommended BMP's for this project are as follows:
• Equipment/machinery will be checked daily for leaks and necessary repairs.
• Refueling and lubrication of equipment will occur off-site.No fuel, lubricating oils,
chemicals, or hazardous substances shall be stored overnight within the project area.
• Chemicals will not be applied when there is a possibility of rain.
• Native vegetation on-site or surrounding the project area will be protected to the
maximum extent possible.
• Proponent shall comply with all permits and other requirements of the government
authorities or agencies.
• Construction will take place during dry weather within a 160-day time frame during
daylight hours.
7.2 Native Perimeter Plantings
It is recommended that a minimum of 6,500 square feet of native plantings be installed
within the northern and southern portions of the site,and approximately 2,500 square feet
of invasive vegetation including Himalayan blackberry(Rubus discolor)and scotch
broom(Cytisus scoparius)be removed within the northern portion of the site
immediately adjacent to the existing access road to the upland residence.Native plantings
will have a net beneficial effect on habitat. The recommended mitigation areas are
identified on the Site Map in Appendix A.
Planting densities are to be as follows:
Trees— 10 feet on center
Shrubs—5 feet on center
Grroundcover—3 feet on center
Ferns—3 feet on center
The overall transplant densities have been selected to eventually provide a moderately
dense, structurally diverse plant community in the buffer area.Natural volunteer
vegetation of the species listed for planting shall be counted towards the desired densities
of restoration plants. Volunteer vegetation not listed above may substitute for the
specified plants with the approval of the reviewing Mason County staff,provided the
plants are not invasive,undesirable species such as reed canarygrass,non-native
blackberries,or English ivy.
Native plant species that may be used within the buffer areas include:
Trees: big-leaf maple(Acer macrophyllum),Douglas fir(Pseudoisuga
menziesii)
Shrubs: vine maple(Acer circinatum), evergreen huckleberry(Vaccinium

Plants should be monitored for a minimum of 80%survival and growth of all transplants
and natural volunteer substitutes for a period of 3 years.Natural volunteer substitutes are
subject to approval by Mason County Department of Community Development.

Planting Procedure
Planting pits for transplants shall be 1.5 times the depth and twice the diameter of the
transplant root balls. Remove the plant from the container and scarify the sides of the root
ball. Place plant in the planting pit. Backfill the planting hole to finish grade. Water
during and after planting. Example drawings are provided in Appendix D.
Overall,plant species can be placed randomly throughout the identified revegetation area
at the densities previously discussed. It is recommended that the shrub species be planted
in clusters(example: 10 salal all in same area,each plant spaced 5 foot on center).
Timing
It is recommended that the vegetation area replanting occur during winter dormancy. Site
conditions permitting,the optimum time for planting most native plant material appears

spring(February-March). Plants installed early in the dormant season tend to be subject
to winter kill and die back. Conversely,plants installed during the late spring and early
summer have been observed to be much less drought tolerant during the dry summer
period.
Soil Amendments
In areas where soils may be higher in gravel content,a topsoil or mulch amendment may
be necessary to ensure the success of mitigation plantings.
Maintenance and Exotic Plant Control
Maintenance shall consist of irrigation,replacement of dead/dying or undesirable
transplants with appropriate vegetation,and weeding of noxious and invasive weeds.No
post-planting applications of fertilizer are anticipated.
Occasional deep irrigation of the mitigation plantings during the summer months of the
first two years is recommended.
8.0 CONCLUSION
The proposed development involves the construction of a 11,400 square foot post office
and parking area. Proposed parking areas and sidewalks will be located approximately 50
feet from the OHWM of Hood Canal impacting approximately 9,000 square feet of Fish
and Wildlife Habitat Conservation Area buffer. Several listed species may occur within
the project vicinity. Preservation Measures, Best Management Practices(BMP's),and
Native Plantings have been identified to avoid,minimize, and mitigate for construction
impacts on site.

MASON COUNTY
LISTED
Wintering bald eagles(Haliaeetus leucocephalus) occur in the county from about October 31 through
March 31.
There is one bald eagle wintering concentration located in the county along the Lower Hamma River.
There are 30 bald eagle nesting territories located in the county.Nesting activities occur from about
January 1 through August 15.
There are four communal winter night roosts located in the county.
Bull trout(Salvelinus confluentus) occur in the county.
Marbled murrelets (Brachyramphus marmoratus) occur in the county.Nesting murrelets occur from
April 1 through September 15.
Northern spotted owls (Stria occidentalis caurina) occur in the county throughout the year.
Major concerns that should be addressed in your Biological Assessment of project impacts to listed
species include:
1. Level of use of the project area by listed species.
2. Effect of the project on listed species' primary food stocks,prey species, and foraging
areas in all areas influenced by the project.
3. Impacts from project activities and implementation(e.g., increased noise levels, increased
human activity and/or access, loss or degradation of habitat)that may result in
disturbance to listed species and/or their avoidance of the project area.
DESIGNATED
Critical habitat for the northern spotted owl has been designated in Mason County.
Critical habitat for the marbled murrelet has been designated in Mason County.
