The purpose of this application is to provide for adequate oversight and review of such development proposals, in order to assure that such uses are developed in harmony with surrounding land uses, and in a manner consistent with the intent of the Development Regulations for Mason County; Ordinance No. 82-96. DATE R 5�lrrli APPLICANT SPECIAL USE PERMIT Criteria: 1) Will the proposed use be detrimental to public health, safety, and welfare? There are no characteristics of the proposed use that could be detrimental to public health, safety, and welfare. In fact, the addition of the proposed facility will provide improved access to postal services for area residents, and will improve the safety of that access. Currently,these services are provided from an old store facility that is inadequate and, in some ways, unsafe. It provides poor accessibility for the handicapped, and vehicular access that is subject to dangerous parking approaches from the highway. The proposed use will provide improved public health, safety, and welfare. 2) Will the proposed use be consistent and compatible with the intent of the Comprehensive Plan? The zoning of the parcel,which is currently divided into several lots, is RC2 for some lots and RR5 for others (there will be a parcel combination or boundary line adjustment done prior to development). In the RC2 zone, a post office is a permitted use. In the RR5 zone, a post office is allowed by special use permit, as an "essential public facility". The Comprehensive Plan has foreseen the need for these kinds of public facilities to be sited in residential zones. In addition,the overall intent of the Comprehensive Plan is to protect the integrity of the rural lands while locating essential public facilities where they are needed geographically. The Lilliwaup Post Office will be located adjacent to existing commercial development,which protects the surrounding rural lands,while locating the public facility for easy access where other public services are located. 3) Will the proposed use introduce hazardous conditions, at the site, that can not be mitigated through appropriate measures to protect adjacent properties and the community at large? The proposed use will introduce no hazardous conditions of any type. 4) Is the proposed use served by adequate public facilities, which are in place, planned as a condition of approval or as an identified item in the County's Capital Facilities Plan? The proposed site is served directly by State Highway 101. Water service will be provided by an existing well, serving other portions of the Lilliwaup commercial area. Sewage will be handled by an existing septic system just off site. Storm water treatment and disposal will be handled on site, and has already been engineered, based on soil studies already completed. All necessary public facilities are currently in place to serve this project. 5) Will the proposed use have a significant impact upon existing uses on adjacent lands? The most significant impact to be anticipated in adjacent areas is the improvement of unsafe and other adverse conditions which are currently caused by the provision of postal services in the existing store facilities. No other impacts to adjacent lands are anticipated. 6) If located outside of an Urban Growth Area, will the proposal result in the need to extend urban services? No urban services will need to be extended to serve this project.
