Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, A &�' Allan Borden Land Use Planner Mason County Planning Department 6/10/2008 1 of 3 SP12008-00070 Site Inspection 6/10/2008 Case No.: SP12008-00070 Comments: Inspection for Richard & Ann Van Eck on Apr. 28, 2008: The inspection evaluated the subject parcel along Horseshoe Dr. near the Blacksmith Lake development for the building of future garage. The parcel has a general slope of 8 to 12 percent from the west into the low area that is a wetland area associated with and to the southwest of Blacksmith Lake. A manufactured home and driveway parking area are in the west one-third of the parcel; that home is about 175 feet from the wetland area towards the east and the parking area is about 150 feet from the wetland edge. These findings state regulations in effect at the time of inspection, unless noted otherwise. The site is in the Rural Residential 5 zone. Standard building setbacks are a 25-foot front yard setback, and 20-foot side and rear yard lot line setbacks. These setbacks are measured from any structures or projections above grade, such as roof overhangs or gutters, balconies, stairs, decks, fuel tanks, storage buildings, or heat pumps. An administrative variance may be requested at the time of the building permit submittal to reduce these setback distances from property lines, to as low as 10 feet (front / road), if the size, shape, or features of the property constrain development from the proper setbacks. Resource Ordinance - Streams or Wetlands: Planning staff confirmed that the parcel contains certain wetlands, which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance; the drainage flowing from the wetland is considered part of the immediate wetland area. These wetlands are situated in the east half of the parcel; the upland area outside of the wetland is about 250 feet deep to the west property line. The wetlands are likely Category III wetlands with medium plant diversity and connected to areas north and south. As part of the proposal review, you need to have aqualified biologist prepare a wetland report that delineates the wetland edge, characterizes the wetland category, and determines the proper vegetation buffer using the information from this Wetlands chapter. Proposed development near the wetlands shall have the determined vegetative buffer, and buildings must be set back an additional 15 feet from the outer edge of that buffer. If you cannot meet the proper setback distances, you and the biologist may propose an enhancement (improving an area) or restoration (replanting an area previously altered) effort as part of the site plan for a new structure to meet the development standards. 6/10/2008 2 of 3 SP12008-00070 J Site Inspection 6/10/2008 Case No.: SP12008-00070 The wetland and vegetation buffer are currently in good condition with limited trails existing through them. Removing vegetation for buildings near the access and away from the wetland area is not likely to affect this critical area. When planning the location of all proposed improvements, consider the proper buffer and setback from the wetland edge in that site plan. Resource Ordinance - Streams or Shoreline setbacks: These cr tical areas were not observed during the inspection; the development setbacks from these features would not apply to a proposal on the subject parcel. Re9burce Ordinance - Slope or Landslide hazards: Although itfere is a small rise in the southwest part of the upland area, there is a general slope from the west that does not exceed 10 percent associated with the low natural topography adjacent to the wet area.
