Pigott 335 NE Horseshoe Dr. Belfair, WA 98528-8764 RE: Storm Activity Response Site Address: 411 NE Horseshoe Dr., Belfair, WA Project Description: Storm activity Parcel No.: 22309-75-00260 To Whom It May Concern: A site inspection was conducted on January 16, 2008, by Mason County staff, to review the site and damage that had occurred due to the initial contact and request by the homeowner, Jack Pigott, through the Emergency Operations Center after the December 2007 storm. No one was home at the time of the inspection. No obvious signs of structural damage from the exterior could be seen. A full inspection should be scheduled only if structural or interior damage was done. Please contact Larry Waters, Building Inspector, to schedule an appointment for a complete inspection to determine the full extent of damage that was caused. From my understanding Mr. Pigott apparently did some cleaning out of a streambed and culvert that was affected by the storm. There was a new bridge and culvert put in by the Pacific Northwest Salmon Center as part of a legit Salmon Enhancement Project. Then when the storm hit both the culvert and streambed were clogged. He called Neil Werner at the Salmon Center who supposedly told him to do what he needed to do to clean it up, so he did. Supposedly Mr. Werner(Salmon Center) was going to take care of all the permits and get the HPA from F&W but he never followed through(see a-mails from Gloria Rogers concerning her conversations with Neil Werner. I have tried to talk with Neil about the whole thing but nothing. This is one of the cases I was going to follow-up on when I got back from the vacation in November. I don't know what to advise you on this one it is an old case that never made it on to the books. I did go out there and talk with Mr. Pigott about it and looked at the site the streambed looked pretty good and there was a legit Salmon Enhancement project out there right before the storm hit. This maybe one of the cases you might want to let go but that's your call. If you do pursue it you might want to start with Neil Werner at the Salmon Center and maybe get help from Gloria Rogers. He was supposed to get with her and do the paperwork for the HPA. My take on it is that Mr. Neil Werner dropped the ball. Sorry that's all I have on it. BCCA140 Miscellaneous Action 3/12/2008 None HOLD JMS 3/12/2008 JMS Have talked with Mr.Pigott and with Mr.Neal Werner concerning the dredging in the stream complaint.Mr.Pigott referred Mr.Werner to me because of the Salmon Enhancement work that was done prior to the storm.Hace talked with Mr.Wenner also left him a messdage on 03/12/08 stating that either Mr.Pigott or Mr.Werner will have to fill out a SEPA,get an MEP(Mason Environmental Permit)and and HMP for the work after the storm and in order to do any continual work in the stream brought about by the storm. The current HPA, though valid through 2009, is only for work described in the original plans. Mr. Piggot is working beyond the scope of the original project so without a valid HPA. It was my hope to bring him into compliance with a HPA for the remainder of the work. Please let me know what the status of this project is. Thank you.
