Box 186 Shelton,Washington 98584 (360)427-9670 BUILDING PARKS& RECREATION FAIR/CONVENTION CENTER ADMINISTRATION June 28, 1995 a Jack Napper PO Box 2221 Silverdale, WA 98383 RE; RV usage Dear Mr. NapP er After receiving your letter, I have cancelled the RV permit. The only time that Mason County requires a RV permit is when the usage exceeds seasonal or recreational. It is not necessary that the RV be parked at the road as there are no regulations prohibiting the storage of RV's on personal property, it is the continued use and full time occupancy that triggers the need for a permit. If you have any questions, please don't hesitate to contact me at (360)427-9670 ext 356, Monday through Friday between the hours of 9:00am to 5:00pm. MASON COUNTY DEPARTMENT of GENERAL SERVICES Mason County Bldg. Box 2221 Silverdale, WA 98383 Dear Jack: RE. Continuing Violation of Uniform Building Code Legal Description: Lot 34 of Survey 7117 Parcel No.: 22309-75-00340 As you are aware, our office investigated a complaint of an illegally occupied RV on property which is owned by you and as a result, an after the fact permit was applied for in an effort to bring the site into compliance. The permit has been ready since 5-18-95. The violation file has been referred back to me for further action since it was never issued and therefore the violation has not been resolved. Mason County Ordinance 138-92 states that for each separate day or any portion thereof during which any violation of the code occurs or continues shall be deeded to constitute a separate offense. Certainly, it would not benefit Mason County to pursue this matter at this point in time since the violation is so close to being resolved without giving you a reasonable amount of time to comply. Compliance has been attempted by applying for the after the fact permit however, until the permit is actually issued, the violation status remains. Please make the necessary arrangements to secure this permit prior to June 9, 1995. If you should have any questions regarding the permit process or our authority in respect to permit requirements and violation actions please feelfree to contact Tami Griffey (360) 427-9670 Ext. 356. Sincerely, U, a Christine Herth Building cc: Property File Mike Clift, Deputy Prosecuting Attorney Mike Byrne, Building Official Environmental Health Policies Revised 0.5/ 93 ALTERNATIVES FOR DEVELOPING RECREATIONAL LOTS Purpose of Policy • Certain parcels have site characteristics that render development of the y land either unsuitable or cost-prohibitive for full time residential use. Many of these parcels can be used safely for camping and other recre- ational activities.that are controlled and part-time in nature. • Mason County Department of Health Services believes that property owners should have as broad a range of options as possible for maximizing the use of parcels that are either unsuitable for, full time residential use, or where such uses are cost-prohibitive to the owners. • The purpose of this policy is to describe acceptable methods of sewage disposal for developmental alternatives other than full time residential use. 1. Use of Parcel Without Toilet Facilities A. No permits are required because no toilet facilities are involved. B. Feces must be disposed in approved facilities off-site. C. Investigations by the health department will be made on a complaint basis. The extent to which camping activities can be allowed has practical limitations. The severity of limitation will vary, depend- ing on the size and environmental sensitivity'of the property, and the nature and intensity of surrounding land uses. D. Camping may take place in tents or recreational vehicles. If a tent is used, a port-a-potty should be utilized for sewage collection. V The port-a-potty contents must then be disposed at an approved sewage disposal facility. If recreational vehi _to are -Aor _ otties or built-in RV holding tanks should be used t forsewage V q» 1Z(jrjj dis- posal. often RV's have self-contained holding tanks, so that the ve- (9 hicles can be driven of the operty and heir holding t nks empt/e 66 t,,V du m statis. Recreational vehicles that rely on the use of their built-in holding tanks for sewage disposal must be able p to be pulled or driven on and off the property conveniently. When this is not the case, there is too great a tendency for estab- lishment of a non-permitted greywater (wash water) sump or discharge. E. The intensity of property use must be restricted. Port-a-potties and built-in RV holding tanks are not effective in disposing sewage that y has been generated in any significant quantity. Therefore, use of the property for camping by large groups must be avoided.g Ca d v1 rat n,5 zo l c S P i Page 2-34 : 1r Y •, .a R , . . 1` Jon= p '' ,' .. .. ew ry t c ? ',+ _ + ,_ yy ` ii— 1 s .. — .,:4 x r 1[` Ar At At " / i
