PURPOSE AND LOCATION This assessment summarizes the results of our geotechnical consulting services for the above noted property(see Site Map below). There is a plan to develop the property with a single-family dwelling. The development is shown on Figure 2 in the Appendix. The site is located on Allyn View Drive which is accessed from E WA-3 via E Allynview Drive. The parcel is 0.50 acres in size(from the Mason County Assessor).The building site on Figure 2 is from the Mason County GIS and information from the client. The parcel is an irregular pentagon with a curved face following the end of the Allyn View Drive cul-de- sac and a somewhat elongated acute tip to the northeast. The southern property line runs east-west and the eastern property line runs north-south. The highest elevation of the parcel is nearly 215 feet at its western tip at the cul-de-sac,and drops to just over 170 feet in elevation at its southeastern corner. The residence is at the 200-foot contour on the slope which descends to the east-southeast. Our understanding of the project is based on information from the client. The development will require grading and removal of timber and other vegetation. Driveways will be developed to the house and a separate parking area. Water and sewage are community sourced. Erosion control needs to be addressed to prevent site degradation and sediment transport. No slope stability analysis was prepared for this property as no slopes on or near the property within 300'of the development met the criteria of a 40%slope with vertical relief of ten or more feet or any of the other criteria requiring a geotechnical report. This is as defined in Mason County Ordinance 8.52.140 Geologically ha;ardour areas(A)Classification. This assessment follows from .58 2.140(E)Category d. This assessment also follows the protocol of the Mason County Submittal Checklist Geologic Assessment. SITE CONDITIONS The parcel is located in an area of moderate to intense urban density of single-family residences associated with a nearby golf course and rapid residential development below the client parcel to the east. The visit was visited on March 26,2024 by Curtis D Cushman L.G.,L.E.G of AAG. The purpose of a site investigation is to physically observe the property and adjacent properties to identify any recognized geologic conditions. Visual observations were documented. Site-specific features were identified, vegetation noted,and local geology noted. The parcel has extensive vegetation of opportunistic shrubs and trees,many of the latter juvenile. Clearing will be required. The topography of the residential building site shows that it is open to the east. Natural drainage is to the east. Contours from the Mason County GIS are included on the site plan Figure 2. The residence and access are also shown. No evidence of deep-seated slope instability was observed onsite. The juvenile fir trees seen near the site are straight and vertical. The slope is under 30%across the parcel. Age:Pleistocene Lithology:continental glacial till Age-Lithology:Pleistocene continental glacial till A gravelly sand unit is seen everywhere on the client parcel,in general exposures,and notably immediately below the parcel where earthmoving has exposed the column. The material is suitable for development of a residence and,when penetrated,is good for drainage by infiltration. Likely SP—Poorly graded gravelly sand(ASTM classification). The Liquefaction Susceptibility Map of Mason County, Washington by Palmer, Magsino, Poelstra, Bilderback, Folger, and Niggemann (September 2004) maps the site area as having a VERY LOW liquefaction potential.. The Site Class Map oftfason County, Washington by Palmer,Magsino,Bilderback,Poelstra,Folger,and Niggemann(September 2004)maps the site area as Site Class C. This well describes what is seen on site. There is a slope somewhat less than 20 percent at the northwestern part of the parcel,new the eu-de-sac. The sand seen would be best designated as SP—Poorly graded sand with gravel.Gravel is a common component. GROUND WATER CONDITIONS(2A) No evidence of active surface erosion was observed. No surface water flow was observed onsite. No ponding of water was observed throughout the site. No seeps or springs were observed an site. DEPTH TO WATER(28) There are no nearby wells. The closest in at E 171 Blackwell.Street approximately 500 feet to the northeast and 40 feet lower in elevation than the center of the client parcel. The well log(See in the Appendix) shows a very mixed column of sedimentary elastics and nothing described as"wet"until-144 feet below collar. Phreatic water is unlikely at the proposed residential building site. QUANTITY OF SEEPAGE(2C) Groundwater seepage was not observed at the parcel. Wetland vegetation was not observed. UPSLOPE GEOMORPHOLOGY(2D) The client parcel is on the eastern flank of a ridge near its top,part of the ridge-and-groove topography characteristic of glacial scouring. The LiDAR Imagery in the Appendix shows these features. There is a continuation of the moderate rise to the ridge crest at 270-feet in elevation at approximately 580 feet to the east. This poses no hazard to development. UPLAND WATER BODIES AND WETLANDS(2E) There are none. DEPTH TO COMPETENT SOIL(3) The material is suitable for construction.The material compacts well and glacial deposits are near-surface. PAST SLOPE INSTABILITY(4) No indication of past instability was discerned at the parcel. HISTORY OF LANDSLIDE ACTIVITY(5) There are no mapped landslides or other mass-wasting deposits locally. There are a handful along Sherwood Creek and one on E Grapeview loop,both to the south. These are over'l4 of a mile from the client parcel. Across Case Inlet there is a larger landslide. None of these mass-wasting events relate to the client parcel. There was no evidence on-site of incipient failures and there were no cracks,soft spots or partial detachments seen. POTENTIAL FOR LANDSLIDE ACTIVITY(6) There are no LHAs associated with this parcel. Landslide potential is extremely unlikely on any local scale. Landslide activity should not be a factor in the development and the development should not create any landslide hazard. The DNR Landslide Hazard Zone shows landslides following the Belfair quadrangle geologic map which is the source of the G1S landslide mappings. The DOE Landslide Hazard designation(from the Coastal Zone Atlas)is"Stable." The DNR 2007 Hazard Zone and the DNR 2009 Landform are both"Low." GEOTECIINICAL REPORT RECOMMENDATION(7) No geotechnical report will be needed for these parcels. LANDSLIDE HAZARD DETERMINATION(S)(A-D) The only landslide hazard area is nearby as described above. There are no other associated buffers or setbacks found within 300 feet of the parcel. SITE MAP(9) The site map is on Figure 2 at the end of this report. LANDSLIDE I[AZARD DETERMINATION The following notes are general and may not be applicable in part to this property. All ground surfaces, pavements and sidewalks should be sloped away from the proposed residence and any associated structures. Surface water runoff should be controlled by a system of curbs,berms,drainage swales,and/or catch basins and directed onto splash blocks at least 5 feet from the footings,then dispersed overland flow onto lawn or plantings. We recommend that conventional roof drains be installed. Footing drains shall be installed for the proposed structure. The roof drain should not be connected to the footing drain. For footing drains,the drain invert should be below the bottom of the footing. Drainage may also be done by capturing the drain water then directing it by tightline to a dispersion facility at an adequate and approved location,such as a natural drainage or infiltration trench. This technique is feasible. PLACEMENT OF COMPACTED FILLS AND FOOTINGS RECOMMENDATIONS FOR SITE PREPARATION There is little geotechnical site preparation to be noted. There is no 50-foot vegetation buffer. Removal of juvenile and opportunistic trees will be required for this parcel. All deleterious material will then be removed and sub-soils reached for the footings for the construction of slab and/or footings. Any material that is excavated may be stockpiled and later used for erosion control and/or landscaping. Surfrcial material unsuitable for these tasks should be removed from the project site. No foundation elements shall be constructed on"untested"fill material. If demonstrated to be acceptable,the sand/gravel sedimentary material on site may be suitable for re-usc as structural fill. Where placement of fill material is required,the exposed subgrade areas should be compacted to a firm and unyielding surface prior to placement of any fill. Over-excavation in any building area should be backfilled with structural fill, compacted to the density requirements described in the "Structural Fill" section of this report. RECOMMENDATIONS FOR STRUCTURAL FILL All fill material should be placed as structural fill. In general, the structural fill should be placed in horizontal lifts of 8 inches to allow adequate and uniform compaction of each lift. Fill should be compacted to at least 95 percent of MDD(maximum dry density as determined in accordance with ASTM D-1557)to grade. The final appropriate lift thickness will depend on the fill characteristics and compaction equipment used. Material placed for structural fill should be free of debris,organic matter,trash,and cobbles greater than 6 inches in diameter. The moisture content of the fill material should be adjusted as necessary for proper compaction. Onsite soils may be considered for use as structural fill only if industry standards are satisfied. Fill material requirements are found on page 9-26 to 9-30 of the WSDOT Standard Specifications 2010. In general,a native soil (sand, silt, and gravel)encountered on a site must have less than 10 percent fines(material passing the US No.200 sieve)to be suitable for use as structural fill. Footing design for this material will be by the Engineer of Record. BUFFERS There are no geotechnical buffers to be observed for this residence. CLEARING AND GRADINC.PLAN The site is undeveloped. Clearing will be for some trees and lower-story vegetation. Clearing may be done by commonly approved standards. Grading will be required as needed for residence and access. All job site safety issues and precautions are the responsibility of the contractor providing services and/or work. EROSION CONTROL.PLAN It is our opinion that the potential erosion hazard of the site is not a limiting factor for the proposed developments. The slope at the site is moderate but a dangerous discharge of water is unlikely. Simple erosion control methods will reduce or eliminate any potential erosion risk. Trees and understory growth on steeper slopes should not be disturbed. However, removal is possible, understanding that the less vegetation present of a slope,runoff will more easily cause erosion. Revegetation as needed should occur immediately following construction. With adequate vegetation,the erosion risk is lessened. No hazard trees appear to be present but may be removed following all standards and safety regulations. The possibility of down-slope contamination is unlikely if proper control methods are employed. A silt fence shall be installed as shown on Figures 2 and 3 and other control methods,such as swales and baled straw are practical. No re-contouring of the site will occur. Surface drainage should be directed away from all slope faces. Straw,hay,or jute matting shall be used to cover the exposed soils until permanent vegetation is established. All slopes should be seeded as soon as practical to facilitate the development of a vegetative cover,or otherwise protected. Surface water should be captured and directed off-parcel. A revegetation plan should not be required. When residential plantings or any plantings on the periphery of the residential area and the slopes are planned, native species should be considered as the primary vegetation in areas away from lawn and ornamental plantings. Shallow rooted species, such as grass, should be planted closer than 10 feet from underground drainages. Densely rooted evergreen shrubs are preferable than tree species on slopes greater than 15%gradient. Tall trees may become unstable in wet soils under high wind conditions.In general,the steep sides of the bluff should be left in a natural condition unless erosion or sloughing eventually pose a hazard to the residence. CONCLUSIONS The building site is acceptable for development based on the requirements of Mason County.There is no evidence of soil erosion or deposition onsite to suggest that there will be high erosion on-site. Proposed activities and site conditions for development do not warrant a more comprehensive Geotechnical Report. We recommend no further action is needed unless areas of concern are unearthed during any future construction. To minimize erosion and sedimentation,we recommend that vegetation be cultivated in areas around the building location following construction. Grass should be used within 10 feet of footings and over any utilities. Otherwise, native vegetation is preferred. The owner and builder must assure that silt and other debris during construction do not enter into the local watersheds. Silt fences or bcrms may be needed.See Figure 3 for general erosion notes and for a silt fence. Changes to the Mason County Code may require our firm to revisit the subject site prior to development, if six months has elapsed,to ensure the conditions are in agreement with our original report. REPORT LIMITATIONS AND GUIDELINES FOR USE We have prepared this report for the exclusive use of Dr. Jim Parker and his authorized agents for the residential parcel in Mason County,Washington.This report does not specify setbacks for: line-of-sight setbacks,FWHCA setbacks,eagle tree setbacks,wetland setbacks,or property line setbacks. Within the limitations of scope,schedule and budget,our services have been executed in accordance with generally accepted practices in the field of geotechnical engineering in this area at the time this report was prepared. No warranty or other conditions,expressed or implied,should be understood.
