This report presents the results of our work. 1.1 LOCATION The project location is noted below and supporting figures appear as Attachments. • Address: Lot between 191 & 181 N Canal Hide Away, Hoodsport, WA 98548 • County/Parcel: Mason/323305106007 • Public Land survey: Township 23N, Range 3W, Section 30 • Parcel Size: <0.5 Acres 1.2 PROPOSED LAND MODIFICATION PROJECT We understand the proposed work to include the following land use modifications: • Construction of a single family residence • Construction of a retaining wall per geotechnical report recommendations • Installation of 1 septic tank and drainage field • Installation of steps to beach Due to site constraints all development is proposed to occur within the FWHCA. The parcel is undeveloped land.The eastern property line forms the shoreline of Hood Canal(designated as a Type-S Shoreline in the Mason County Shoreline Masters Program). The eastern portion of the property, which is the widest and only buildable portion of the property, is generally flat except for ie last approximate 10 feet closest to the bulkhead and the Hood Canal.The property is bisected by an easement(20 feet ide)running north—south through the center of the property.From the easement the property slopes upward to the west. The parcel is generally triangular in shape.The longest axis is east-west.The north-south dimension of the parcel narrows incrementally toward the western end. Supporting maps and figures appear as Attachments. 2.1 FISH AND WILDLIFE HABITAT CONSERVATION AREAS Hood Canal a Type 1 (S)marine shoreline and its associated buffer are located along the eastern edge of the property. 2.2 EXISTING TOPOGRAPHY The net slope of the property is downward to the east and the Hood Canal shoreline. The western portion of the site includes the steepest grade(70%). The eastern portion of the site is flat to gently sloping downward to the east. At about 10 feet from the bulkhead and shoreline the slope increases to approximately 15%. Eastward(waterward)of the bulkhead the shoreline gently slopes to the water. 2.3 EXISTING SOILS Soils for the study area are mapped on the website: websoilsurvey.nres.usda.gov. Mapping shows soil series: • Hoodsport gravelly sandy loam, 30 to 45%slopes 2.4 EXISTING VEGETATION The site has been heavily managed. As such,the building site is primarily barren with the exception of three Douglas firs (DBH>15 in). The slope area is dominated by non-native vegetation. tive vegetation includes:Douglas fir(Pseudotsuga menziesii)and sword fern(Polystichum munitum). Non-native vegetation includes: Aaron's beard(Hypericum calycinum) and Scotch broom(Cytisus scoparius). ".5 SURROUNDING LAND USES .urrent surrounding land use is residential. 3.0 APPLICABLE SETBACKS Mason County stated in a letter dated 07/26/2007 that the building set backs in the critical areas ordinance can not be met at this location.The letter states that any new construction will require a variance and must be at least 15 feet from the bulkhead. The proposed site plans satisfy this requirement. 4.0 REASONABLE USE AND AVOIDANCE Property shape and an on-site slope hazard area create design challenges and limit buildable area. Given the site constraints the applicant identified the proposed building site as the most practicable location. The proposed building site is within the buffer of Type S Marine Shoreline.Due to the size and shape of the parcel and critical area restrictions, impacts to the buffer appear to be unavoidable. The project is surrounded by areas that have already been impacted from prior permitted,though now nonconforming land uses. Dungeness Crab <0.25 mi./Hood Canal Pandalid Shrimp >0.25 mi./Hood Canal Pacific Oyster <0.25 mi./Hood Canal Hardshell Inter-tidal Clam <0.25 mi./Hood Canal Hardshell Subtidal Clam >0.25 mi./Hood Canal Subtidal Geoduck >0.25 mi./Hood Canal Fall Chum >0.25 mi./Unnamed stream,Hood Canal Summer Chum >0.25 mi./Unnamed stream,Hood Canal Coho Salmon >0.25 mi./Unnamed stream,Hood Canal Resident Coastal Cutthroat >0.25 mi./Unnamed stream,Hood Canal Estuarine Zone >0.5 mi./Lilliwaup Bay Wetlands >0.5 mi./Lilliwaup Bay OSPREY osprey nest(identified in 1993)is located approximately 0.5 miles from the project area.No impacts are proposed that would affect suitable osprey habitat.The project is not expected to adversely impact ospreys. 5.2 BAND-TAILED PIGEON concentration of band-tailed pigeons is located approximately 0.25 miles from the project area.No impacts are roposed that would affect suitable band-tailed pigeon habitat.The project is not expected to adversely impact band-tailed pigeons. 5.3 DUNGENESS CRAB AND PANDALID SHRIIVIP Dungeness crab and pandalid shrimp occur offshore of the project area.No in-water or over-water work is associated with this project.The proposed project is not expected to have any adverse impact on Dungeness crab or pandalid shrimp or their habitat. 5.4 OYSTER,CLAM,AND GEODUCK Pacific oyster,Hardshell Intertidal Clam,and Subtidal Geoduck occur offshore of the project area.No in-water or over- water work is associated with this project.The proposed project is not expected to have any adverse impact on Pacific oysters,Hardshell Intertidal Clam,or Subtidal Geoduck or their habitat. 5.5 SALMONID HABITAT No in-water or over-water work is associated with this project.The proposed project is not expected to adversely impact Fall Chum, Summer Chum,Puget Sound Coho,or Resident Cutthroat Trout,their forage species, or their spawning habitat. 5.6 WETLANDS AND ESTUARIES tlands and estuarine zones were identified within a mile of the subject parcel.During field work no wetland conditions indicators were present on-site or in the surrounding area.There will be no direct impacts to either wetlands or estuarine zone from the purposed project. vcdowmtanAmocap(d)\AT GLOBAL\_AT PROJECTS\HMP_MIT_RESTOREW B-MNGMNT PLANS\MA.SON\McC"w-OBUNcGmw_HMP(2).&c 3 6.0 PROPOSED PROJECT IMPACTS The impacted portion of the FWHCA Shoreline buffers measures approximately 1650ft2. The entire project area is located within the FWHCA buffer. Specific anticipated impacts are listed below. egetation Disturbance Vegetation disturbance will be minimal and consists of the following: removal of two of the three existing Douglas fir's on site; removal of these trees in necessary to utilize the buildable area. Lawn/grass will also be disturbed. ;oil Disturbance Approximately 1650ft2 of soil will be disturbed within the FWHCA buffer. Disturbances will include compaction, addition of impervious surfaces,removal of topsoil, and construction runoff. Noise/Light/Human Activity Disturbance Impacts include: • Temporary construction related noise/activity during daylight hours. • The surrounding areas are residential and so increased disturbance by human activities will be minimal. Water Quality The project should not adversely impact the water quality of the Hood Canal if the recommended mitigation measures are followed. 7.0 MITIGATION MEASURES 7.1 IMPACT AVOIDANCE AND MINIMIZATION MEASURES In order to minimize and/or avoid indirect impacts during construction we recommend: • Best Management Practices(BMP)for erosion control(Attachment); and • Maintain a minimum 10 foot no entry zone between the project area and the bulkhead. MITIGATION RECOMMENDATIONS The following mitigation strategy is proposed: • Soil enhancement; and • Install native vegetation within Mitigation Area. .3 MITIGATION AREA The Mitigation Area is located on-site and measures approximately 975ft2.The area is immediately east of an existing bulkhead. Its location is between the proposed impact area and the protected resource to maximize its benefit; 1:1 mitigation areas were not practicable due to site conditions/constraints. A proposed site plan,planting details, and other supporting figures appear as Attachments. 7.4 OBJECTIVES AND PERFORMANCE STANDARDS Specific objective and performance standards are listed in the table below. Actual final numbers will vary. Quantities were estimated based on: • Estimated project impact area; • Prescribed planting densities; and • Correction factor/s estimated for existing or retained and salvaged plants. Monitoring enables early adjustments to installed work, if required,to insure project success and provide for amendments to the HMP. Ordinance requires the applicant to provide performance monitoring by a qualified biologist or like professional. • The applicant is required to submit an annual and/or final report to the County. • Duration(number of years)of monitoring anticipated: 3 Years. Monitoring shall include annual inspection and reporting sufficient to reflect site conditions and progress toward achievement of performance standards identified in the table above:Mitigation Objectives and Performance Standards. The findings and report are limited to the normal standard of care of the industry. If construction is planned and/or implemented using these documents as a reference,no warranty is made by Agua Tierra concerning conformity of the construction to the conclusions and recommendations of this report unless the plans are prepared and/or reviewed, and the construction work inspected by a representative of Agua Tierra. Agua Tierra's work included: • Review of existing ecological conditions at the project site; • Review of the client's reported/proposed project plans; • Review of potential habitat impacts from the proposed project; and • Recommendations for Best Management Practice's(BMP's)and mitigation measures to minimize any noted potential adverse habitat impacts. commendations were made based on background information provided and/or reported by the client, observed on site by Agua Tierra, and provided by natural resource agency staff and/or databases.Conditions not known to exist are not reflected in the report.The observations, interpretations, and conclusions herein are based on generally accepted assessment and/or design practices commensurate with the scope,budget,and schedule of this work. A mitigation area of 975ft2 has been recommended to mitigate for impacts to the FWHCA buffer.Minimization measures A Best Management Practices(BMP's)have also been identified to avoid,minimize,and mitigate for anticipated lverse impacts. If the project and mitigation measures are implemented as described we believe this project can be completed while causing no-net loss to the Fish and Wildlife Habitat Conservation Areas on site. The following recommended schedule is offered for completing the HMP process.
