Dear Applicant: As part of this department's review of your permit application, a Resource Lands and Critical Areas (RLC) site inspection was performed on your property. Below you will find comments made regarding the proposed development and its critical values. This information is based on County and State regulations as they exist to date. The Comprehensive Plan designation of the area is Rural. The proposal at this time is to drill a well for residential use as the existing passive water delivery system is not functioning. The only critical area identified on the site that would impact or be impacted by the proposed well drilling is a type 3 stream just to the South of the residence. Currently under the Mason County Resource Ordinance, Fish and Wildlife Habitat Conservation Areas Chapter there is a 165 setback / buffer from type 1 - 3 streams. This buffer / setback is measured horizontally from the ordinary high water mark of the stream. The original proposal was to drill the well NW of the residence, approx. 110 feet to the North of the type 3 stream, however it was explained that this would require a habitat management plan and possibly a variance. It appears that is will not be a significant hardship to move the drilling site outside of the 165 foot buffer / setback of the stream and avoid this additional process. Two stakes were driven at 165 feet to the North of the stream to identify the buffer area. This checklist is an important opportunity for identifying early in the permit process whether there will be any environmental regulations affecting the proposed development.
