Dear Applicant: As part of this department's review of your permit application, a Resource Lands and Critical Areas (RLC) site inspection was performed on your property. Below you will find comments made regarding the proposed development and its critical values. This information is based on County and State regulations as they exist to date. Mcerrell Rick Mraz 1 Land Use Planner Mason Co y Planning Department 3/20/02 1 of 3 RLC2002-00021 Resource Lands & Critical Area Site Evaluation 3/20/02 Case No.: RLC2002-00021 Comments A field inspection of the subject property was conducted on 3/19/02 to evaluate critical areas issues relevant to the construction of a single-family home. Discussion also included septic and driveway placement. The parcel contains frontage on Ericson Lake. Ericson Lake is regulated as a Category III wetland per the provisions of the Mason County Resource Ordinance. The Resource Ordinance requires setbacks from such wetlands. The size of the setback depends on the category of wetland. The setback for category I I I wetlands is 65', which is comprised of a 50' undisturbed vegetative buffer + a 15' building setback. Future site plans associated with any building permit application should show these buffer and setback distances. During the site inspection, a dry drainage was noted that entered the property from southeast. This drainageway originates east of Tahuya-Blacksmith Road as a woodland flowway. The flowway was carrying water beneath the road but upon exiting the culvert the water percolated into the soil No water was observed to enter the subject property during the inspection. However, the drainage pattern on the parcel does show evidence of overland flow, albeit without a defined channel. The drainage lacks the definite features to qualify as a jurisdictional stream per the definitions in the Resource Ordinance and per the stream typing criteria established by Washington Department of Natural Resources. As it enters the subject property, the drainage broadcasts into a poorly defined pattern of eroded topsoil. During extremely high flows surface water may enter Ericson Lake, however, the morphological features of the nearshore uplands indicate that surface water generally percolates before reaching the lake. This drainage will require management to prevent stormwater problems for the parcel. During the site visit, discussion included capturing and tightlining this drainage to the lake. This proposal is acceptable and conforms to County regulations provided that the tightline ends at the wetland buffer of the lake. Thus, the drainage plan would need to incorporate the aspect that the last 50' of redirected drainageway would remain natural. Other discussion included consideration of regulatory requirements for placement of a small dock on the lakeshore. This activity would require a Mason Environment Permit and review under the State Environmental Policy Act. It would also require review, permits or exemptions from other agencies possibly including U.S. Army Corps of Engineers, the Washington 3/20/02 2 of 3 RLC2002-00021 Resource Lands & Critical Area Site Evaluation 3/20/02 Case No.: RLC2002-00021 Department of Ecology, and the Washington Department of Fish and Wildlife. A JARPA form is enclosed for your use. This form is a joint agency application for projects like your dock. When you are ready to go forward with the dock proposal you are required to distribute copies of this form to the respective agencies. The WDFW contact in your area is Jeff Davis (360) 895-3965. Please note that the dock may also require a Mason County building permit. Discussion also considered movement of logs in the lake. This was a highly speculative discussion since the actual location of the logs with respect to property boundaries was unknown. Removal or movement of the logs is also a permit-required activity, similar in procedure to the above-described dock proposal. However, given that the northern cove of Lake Ericson receives much windblown driftwood, it seems unlikely that this removal will have any long-term effect. In addition, to be permittable, removal must avoid any impact to the nearshore wetland buffer and to aquatic life in the lake. The driveway access for the parcel will cross a steeply sloped area. A steep slope trends downward from the road toward the proposed building site at an angle in excess of 21.8 degrees. The slope meets the criteria for a Landslide Hazard Area per the provisions of the Mason County Resource Ordinance No. 77-93. Applications for development within 300 feet of a Landslide Hazard Area require a geotechnical report to assess slope stability and address specific efforts to remediate the hazard. Enclosed is a copy of the Landslide Hazard Areas chapter of the Resource Ordinance. Please note the distinction between a geologic assessment and a geotechnical report. This project will require a geotechnical report. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure no significant environmental impact. I have enclosed several document and applications for your reveiw. Included is a copy of the Wetlands chapter of the Resource Ordinance, a SEPA checklist for the dock proposal, a JARPA form (also for the dock proposal) and a copy of the Landslide Hazard Areas chapter.
