PRE-INSPECTION TO DETERMINE LOCATION OF NEW CONSTRUCTION Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Kell McAbov Land Use Planner Mason County Planning Department 7/7/2016 Page 1 of 4 SP12016-00042 Site Inspection 7/7/2016 Case No.: SP12016-00042 Comments: Pre-inspection for GUISAR for the purpose of determining shoreline setbacks for placement of manufactured home. Zoning: The zoning designation for the site is Rural Residential 5 (RR5). Standard setbacks for this zone are a 25-foot front yard setback and a 20-foot setback for side and back yards. The front yard refers to the lot line adjacent to the property access, including access easements. The setbacks are measured from structures above grade such as roof overhangs (roof gutters), and other structures/appurtenances, including heat pumps etc. When the lot width is less than 100 feet, setbacks would equal 10% of the lot width. An administrative variance can be applied for to get a reduction in the required setbacks (minimum of 5 feet for sides, minimum of 10 feet for front and rear) if the lot meets certain criteria. Other setbacks can apply when critical areas are present, see below. Geological/landslide hazards: The property slopes downward at about 20% from Tahuya-Blacksmith Rd. and then levels out for over 100 feet toward the shoreline of Erickson Lake. Hazard zone is mapped as "Low". No geotechnical assessment required. Shorelines: Shoreline Designation under the Mason County Shoreline Master Program (MCSMP) 17.50.070 is Urban. Minimum building setback is 15' per the MCSMP 17.50.060 Residential Development table. However the Mason County Resource Ordinance (MCRO) has stricter provisions: per 17.01.110 D.2. The following are special provisions for buffers and setbacks on lots created prior to December 5, 1996, and which are located on a Type 1 water that is a saltwater or is a freshwater lake. As stated in Table 3, there shall be a standard 100-foot buffer for a total of 100 feet as measured from the ordinary high water mark (OHWM). Provided, however, that in the following circumstances, these special provisions apply instead of the standard buffer and setback requirement. a. Special provision for view protection on subject lots. Applications for single-family residential construction and meeting the following conditions shall have buffers and setbacks as described below: 1) Where existing residences are on both sides of and within 150 feet of the lot line of the subject lot, and no more than 200 feet from the shoreline OHWM, the setback on the subject lot is determined by an imaginary common line drawn across the 717/2016 Page 2 of 4 SP12016-00042 Site Inspection 7/7/2016 Case No.: SP12016-00042 subject lot which connects the shore-side roof lines of the first adjacent existing residences. (See Figure 1). The common line set back may be more or less than 100 feet from the OHWM. The existing residence adjacent to and south of subject property is located 75 feet from the shoreline. The house north of subject property (separated by an undeveloped parcel, but within 150 feet of property line) is located 85 feet from the shoreline. This gives a common line setback of 80 feet for the subject property. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Waterward of the common line for 15 feet is an area that may be used for lawns, patios or landscaping (development at grade level can include decking). From that point waterward is the buffer zone regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Buffer alterations for view corridors are allowed with emphasis placed on limbing and with selective timber removal minimized to the extent possible. Proposed alterations shall be the minimum to afford views within the buffer and shall minimize shrub vegetation removal and ground disturbance while maintaining the large mature trees. Under this provision, no more than 10 percent of trees in the buffer less than six inches in diameter at breast height may be cut without specific authorization from Mason County, which may allow removal up to 20 percent. View corridor improvement actions which include the cutting of trees larger than six inches in diameter at breast height will require Mason County approval prior to cutting, replacement with native tree and/or shrub plant species, and are limited to 15 percent of such trees in the buffer. The cutting down of more than 15 percent of such trees requires a Mason Environmental Permit from Mason County. 5. The felling of danger trees within buffers provided the following conditions are met: a. When it is demonstrated to the satisfaction of the Mason County Director of Community Development or his 7/7/2016 Page 3 of 4 SP12016-00042 Site Inspection 7/7/2016 Case No.: SP12016-00042 or her designee ("Department"} that an imminent threat exists to public health or safety, or the safety of private or public property. Landowner shall provide to the Department a written statement describing tree location, danger it poses, and proposed mitigation.
