It has been noted that land clearing has taken place in an area that progresses from a well-drained upland into a protected Category HI wetland vegetation zone. In accordance with the Mason County Resource Ordinance Section 17.01.200(I), this restoration plan addresses the issue of restoring the disturbed area. The purpose of this plan is to restore wildlife habitat and ecological functions upheld by the Wetland Vegetation Zone. Extent of Disturbance The current owners attempted to increase the amount of usable land by clearing and grading native vegetation throughout the subject parcel. Although no clearing or grading occurred within the Category III wetland, a section of the Wetland Vegetation Zone was inadvertently encroached upon. Clearing efforts encroached into an estimated 5,000 square foot section of the protected zone. Measures necessary for restoration An on site investigation was completed on October 9,2003 to determine the surrounding native vegetation and establish a restoration plan for the site. The surrounding area consists of a combination of salal, evergreen huckleberry, sword fern, and Oregon grape shrubs, with predominately Douglas fir overstory trees. It is recommended that supplemental native plantings be installed within the wetland restoration zones to achieve the following densities: Trees- 10' on center Shrubs-5' on center Ferns- 3' on center These densities have been selected to provide a moderately dense, structurally diverse plant community in the restoration area. There is currently an abundance of natural volunteer native vegetation that can be counted towards the target densities of restoration plants. All planting should occur during winter dormancy. The optimum time for planting is during February and March. Planting will occur exclusively within the impacted section of the Wetland Vegetation Zone. Congruent with supplemental planting, exotic species should be eradicated from the Wetland Vegetation Zone. Species most likely to invade this area are Himalayan Blackberry and scotch broom. Although none were observed on the day of the inspection, it is recommended that an exotic species control effort be completed quarterly throughout the year for at least three years. Location of Proposed Mitigation Action A plot map is attached which provides a spatial representation of the project area in relation to property and wetland boundaries. Schedule for Restoration The restoration of the identified area will commence in February and be completed in March of 2004. Fiftyage-3 Douglas fir seedlings will be planted within the impacted g g g P p section of the Wetland Vegetation Zone. Because of the level of volunteer shrub recruitment occurring on site, minimal shrub planting may be necessary. It would take roughly 200 shrubs to fulfill the planting density goal. It is expected that at least half of this has already been achieved through volunteer recruitment. Monitoring Monitoring of the site will begin the first fall following tree plantings and maintained on a seasonal basis. The information gathered will provide the following: 1) condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any disturbance caused by the development and its effect on protected zones and associated aquatic habitat;4) any occurrence of exotic species within the restoration zones; 5) any corrective measures that may be deemed necessary to provide desired conditions within the buffer. This monitoring will be in effect for the duration of three years. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development.
