Test Plot Data Forms,Wetland Rating Forms/Maps Critical Areas Report Tax Parcel.422055200005 1.0 INTRODUCTION West Fork Environmental was contracted to delineate and establish buffers for critical area habitat at 90 Standstill Drive North, Hoodsport, Washington (Figure 1). A wetland study was requested for an application to place a manufactured home and septic on the property. This evaluation identified critical areas, including wetlands and streams that occur near the project area. 2.0 SITE DESCRIPTION AND LAND USE The 0.29-acre parcel is currently undeveloped and located east of Standstill Lake. It is identified as tax parcel number 422055200005 (Figure 1). The property is in Section 5 of Township 22 North, Range 04 West near Lake Cushman. The property appears to have been in recreational use in the past (Figure 2). Neighboring parcels contain storage sheds and RVs. Current conditions on the subject parcel. 3.0 METHODS On January 23, 2025, a field evaluation was conducted on the subject property to identify critical area habitat. West Fork walked the property to describe current hydrologic, soil and vegetative conditions. Habitat was assessed utilizing the Routine Determination Method described in the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region (US Army Corps of Engineers 2010) by staff trained in evaluating these areas. Potential wetland features were examined for the presence of indicators of wetland hydrology, hydrophytic vegetation and hydric soils. In addition to the on-site visit, National Resource Conservation Service (NRCS) soil survey data, National Wetland Inventory(NWI) maps,and GIS data from Mason County's public GIS mapping tool were utilized to aid in the determination. 3.1 Wetland Methods Under Mason County Municipal Code Title 8.52.110—Wetlands: "Classification. The following shall be classified as wetland areas. Areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands generally include swamps, marshes, bogs and similar areas. 3 Critical Areas Report Tax Parcel:422055200005 However, wetlands may include those artificial wetlands intentionally created from non- wetland areas created to mitigate conversion of wetlands, if permitted by the county." Hydrophytic vegetation includes plant species that are adapted to prolonged periods of soil saturation. Plant species were identified using taxonomy in a Field Guide to the Common Wetland Plants of Western Washington & Northwestern Oregon by Sarah Spear Cooke, Editor, the U.S. ACOE Wetland plant list and Plants of the Pacific Northwest Coast by Jim Pojar and Andy MacKinnon, Editors. Vegetation at each plot is described with the ACOE National Wetland Plant List indicator status described below': • Obligate Wetland (OBL)—highly likely to be in a natural wetland • Facultative Wetland (FACW)—most likely to be present in a natural wetland • Facultative (FAC)—can be present in both a natural wetland and non-wetland environment • Facultative Upland (FACU)—may be present in a natural wetland, but most likely to be seen in non-wetland conditions • Obligate Upland (UPL)—most likely to occur in non-wetland conditions Soil test pits were excavated to 16-20 inches below the surface to evaluate soil characteristics and hydrological conditions.Soil color was evaluated using the Munsell Color Chart(Munsell Color, 1988).We characterized the soil profile and assessed hydric soil indicators as outlined in the Regional Supplement datasheets. Hydric soil forms where soils are saturated, flooded or ponded for long enough during the growing season to develop anerobic conditions in the upper 12 inches. In general, low chroma colors form in the soil matrix and brightly colored redoximorphic features are indicative of a fluctuating water table. In addition, organic material in the upper surface layers provide indicators of hydric soils. Wetland hydrology indicators were assessed in the study area using the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region Version 2.0 (US ACOE 2010) standards to evaluate indicators of depth to water table, presence of indicators showing seasonal presence of water such as depressions or drainage pathways, oxidized rhizospheres, water stained leaves and position on the landscape. The ACOE standard for wetland hydrology includes 14 or more consecutive days of water in the upper 12 inches below the soil surface during the growing season, in a minimum of 5 years out of 10. Wetland hydrology indicators were evaluated using the wetland determination data forms at each plot. The Washington State Wetland Rating System-2014 Update Version 2.0 (Hruby and Yahnke 2023) was used to rate the wetland to determine buffer width.The edge of an onsite wetland was located using GPS waypoints recorded on a handheld Garmin GPSMap 64 for mapping purposes. A Laser Tech TruPulse200x laser rangefinder was used to measure horizontal distance from the wetland edge to the top of the slope on the property.Then a 300-foot reel tape was used to measure to the proposed home site. 'ACOE National Plant List(https://cwbi-app.sec.usace.army.mil/nwpl_static/v34/home/home.html) 4 Critical Areas Report Tax Parcel:422055200005 4.0 RESULTS 4.1 Office Review using Online Resources 4.1.1 USDA NRCS Soils Soils mapped on the subject parcel are Hoodsport gravelly sandy loam, 5 to 15%slopes (Figure 4). HOODSPORT SERIES The Hoodsport series consists of moderately well drained, moderately deep soils formed in glacial till on plains and foothills from sea level to 500 feet.The average annual precipitation is about 60 inches.The mean annual temperature is about 50 degrees F. TAXONOMIC CLASS: Medial-skeletal, mixed, mesic Typic Haploxerands TYPICAL PEDON: Hoodsport very gravelly sandy loam,forested. RANGE IN CHARACTERISTICS: Mean annual soil temperature is estimated to range from 47 degrees to about 53 degrees F.These soils are usually moist, but they are dry in some part between 8 and 24 inches for 45 to 60 cumulative days.The particle-size control section averages more than 50 percent coarse fragments.The soil ranges from moderately acid to very strongly acid. Depth to the strongly cemented till, ranges from 20 to 40 inches. GEOGRAPHIC SETTING: Hoodsport soils are on rolling to hilly glaciated uplands at elevations from sea level to 500 feet.They are in a mild marine climate; summer is dry and cool and most of the precipitation falls as rain in the late autumn, winter, and early spring.They formed in noncemented glacial till underlain by strongly cemented basal till. Mean January temperature is 40 degrees F.; mean July air temperature is 60 degrees F.; and a mean annual temperature is 50 degrees F., and mean annual precipitation ranges from 55 to 65 inches.The 28 degrees F. freeze-free season is 216 days and the 32 degrees F.freeze-free season is 161 days. DRAINAGE AND PERMEABILITY: Well drained. Runoff is medium; permeability of the B2 horizon is moderate; of the C1 horizon, rapid; and of the C2 horizon, very slow. USE AND VEGETATION: Used primarily for woodland and a few areas of pasture. Native vegetation is Douglas-fir, red alder, and western hemlock with an understory of salal,evergreen huckleberry, salmonberry,thimbleberry,trailing blackberry, red huckleberry, Oregon grape, red elderberry, tinging nettle, western bracken fern, and western sword fern. 4.1.2 Mason County GIS Online Map The Mason County online GIS shows a wetland north of the subject property stretching from N Lake Cushman Road in the east to a cul-de-sac at the end of North Standstill Drive N (Figure 5). 4.1.3 National Wetlands Inventory Mapper (NWI) The NWI mapper shows seasonally flooded palustrine emergent (PEM1C) and scrub-shrub (PSS1C) wetland north of the property. A riverine wetland (R4SBC) runs through the wetland polygon towards Lake Standstill (Figure 6). 5 • Critical Areas Report Tax Parcel:422055200005 4.1.4 Washington Department of Natural Resources FPARS The online mapping tool shows a Type F stream to the center of the wetland polygon north of the property.Type N streams feed the wetland from the north and east (Figure 7). 4.1.5 Washington Department of Fish and Wildlife Priority Habitats and Species (PHS) Database The WDFW Priority Habitats and Species database does not show any threatened or endangered species mapped on the parcel but the area does fall in a masked township for Northern spotted owl (Figure 8). Freshwater emergent wetland is mapped north of the property. 4.1.6 Precipitation The standard rainfall analysis below is based on records for the three months prior to field survey. Normal precipitation conditions were present in the months prior to our fieldwork (Table 1). The 10-days before our survey had 0.0 inches of rain which was lower than usual for January precipitation (Figure 9). Table 1.Monthly precipitation data for Mason County,Washington. The parcel has been used recreationally in the past and has a level cleared area to a vegetated slope near the wetland.Two test plots were described to determine the wetland edge.The wetland edge was delineated immediately north of the property following an abrupt change in slope and vegetation. 4.2.1 Wetland A Wetland A extent appears consistent with Mason County GIS and NWI depiction of habitat. The wetland is surrounded by residential and recreationally used properties. Hydrology: Wetland hydrology was observed during the site evaluation (Al - surface water). Sources of hydrology to the wetland include streamflow from mapped Type N streams, direct precipitation, and surface runoff from the upland (Appendix). Vegetation: Hydrophytic vegetation was observed in Wetland A near the property and included red osier dogwood (Cornus sericea, FACW) and willow spp (Solix sp, FACW). Nearby upland forest upslope of the wetland included Douglas fir (Pseudotsugo menziesii, FACU), western red cedar (Thuja plicata, FAC), Oregon grape (Mahonia nervosa, FACU), salal (Gaultheria shallon, FACU), evergreen huckleberry (Vaccinium ovatum, FACU), with sword fern (Polystichum munitum, FACU). 6 Critical Areas Report Tax Parcel:422055200005 Soil:Soils sampled in Wetland A were flooded at the time of survey.The upper 8"was a mucky black 10YR 2/1 with a grayish brown 10YR 5/2 silty loam at 8-16" with brownish yellow 10YR 6/8 redoximorphic features. Upland soils on the slope were characterized as a brown 7.5YR 4/4 gravelly sandy loam 5.0 WETLAND FUNCTIONAL VALUES Wetlands provide valuable ecological functions including stormwater storage, groundwater recharge, improvement of water quality, flood protection, erosion control and habitat for fish and wildlife species among other functions. Wetland functions were assessed using information gathered while rating the wetland using Washington State Department of Ecology's Western Washington State Wetland Rating System-2014 Update V2.0(Hruby and Yahnke 2023). Wetland A was rated as a Category II wetland with 7 habitat points(Table 2,Appendix D). Table 2.Summary of Wetland Rating Scores (data forms in Appendix). Unit Wetland Rating Form Scores Total Score Category Water quality Hydrology Habitat Wetland A 9 6 7 22 II 6.0 REGULATORY CONSIDERATIONS The required wetland buffer is described in Mason County's Municipal Code for wetlands(8.52.110(E)). 6.1 Standard Wetland Buffer Table 8.52.110(B): Ratings of Impact from Land Uses describes that in this case, a "high" impact from the proposed land use is expected due to <1 acre parcel size. Wetland A is a Category II wetland requiring a 150-foot buffer (habitat score of 7) under 8.52.110—Wetlands. All critical area buffers require an additional 15-foot structure setback. (B) Wetland Buffers. (i)Buffer Widths. Wetland buffers(plus a fifteen foot structural setback)shall be required for all regulated wetlands.Any wetland created,restored, or enhanced as compensation for approved wetland alterations shall also include a buffer required for the category of the created, restored, or enhanced wetland. The buffer widths are established by adjusting a base width for the category of wetland at the site for the habitat value as scored by the wetland rating system and for the land use intensity of the proposed activity.All buffers shall be measured horizontally from the wetland boundary as surveyed in the field. The width of the wetland buffer shall be determined by the following process: a. The wetland is categorized according to wetland ratings system category as shown in Table 8.52.110(A), b. Table 8.52.110(B)rates examples of different land uses for intensity of impacts to wetlands; c. The width of the buffer is determined based on the habitat value scored by the wetland on the wetland rating system and on the land use intensity of the proposed use as shown in Tables 8.52.110 C,D, E,or F. d. Regulated buffers shall not extend across legally established public roads or hardened surfaces to include areas which are functionally isolated from the critical area. Buffer reductions under this provision are allowed only when the functional disconnection has been documented through a report 7 Critical Areas Report Tax Parcel:422055200005 by a qualified professional that demonstrates the area is functionally isolated. The county shall consider the hydrologic,geologic,and/or biological habitat connection potential and the extent and permanence of the physical separation. (iv) Wetland Buffer Reduction. The width of the buffer may be reduced for proposed land uses with high-intensity impacts under the following conditions: a. For wetlands that score moderate or high for habitat(five points or more for the habitat functions), the width of the buffer may be reduced to that required for moderate-intensity impacts provided that: 1.A relatively undisturbed, vegetated area corridor at least one hundred feet wide is protected between the wetland and any other priority habitats as defined by the Washington State Department of Fish and Wildlife. Protection of the entire corridor shall be assured by a conservation easement or equivalent legal protection; 2. Measures to minimize the impacts of the land use shall be applied. Examples of these measures are shown in Table 8.52.110(G). b. For wetlands that score less than five points for habitat, the buffer width can be reduced to that required for moderate-impact land uses provided that measures to minimize the impacts of the land use shall be applied. Examples of these measures are sho wn in Table 8.52.110(G). 6.3 Mason Environmental Permit A Mason Environmental Permit (MEP) will be required for this project because impacts are proposed within the wetland buffer. 7.0 PROPOSED MITIGATION The site plan was designed to minimize impacts on the wetland buffer. The septic is proposed as far towards N Standstill Drive North as possible. The manufactured home is proposed a minimum setback distance from the western property line and from the septic tank. As measured in the field,the north edge of the manufactured home is proposed 73 feet from the wetland edge. A vegetated buffer on the slope behind the home is maintained in mature forest with shrub and fern understory.Currently the area immediately north of the proposed home (53 x 83 ft) is not vegetated and was previously used for recreational purposes.This section describes a mitigation proposal to offset unavoidable impacts to wetland buffer habitat. 7.1 Mitigation Sequencing MCC 8.52.110 (6) outlines mitigation sequencing steps to prevent and minimize impacts to wetland habitat (A) and rectify impacts when they cannot be avoided (B). Figure 3 shows that a large portion of the property lies within the wetland buffer. Unavoidable impacts from the home in the wetland buffer of 1,280 sq ft will be mitigated through a buffer enhancement planting plan (Figure 11). (6)Mitigation for Wetland Impacts. (A)If wetland or wetland buffer impacts are proposed, the following sequence of review must be considered. (i)Avoid the impact all together by not taking a certain action or parts of an action; (ii)Minimize the impact by limiting the degree or magnitude of the action and its implementation, by using appropriate technology, or by taking affirmative steps to avoid or reduce impacts; (iii)Rectify the impact by repairing, rehabilitating or restoring the sensitive areas; (iv)Reduce or eliminate the impact over time by prevention and maintenance operations; 9 Critical Areas Report Tax Parcel:422055200005 (v)Compensate for the impact by replacing, enhancing or providing substitute areas and environments and replace the ecological processes and functions of the resource; (vi)Monitor the impact and taking appropriate corrective measures. (e)As a condition of any permit allowing alteration of wetlands and/or wetland buffers, the county shall require that the applicant engage in the restoration, creation or enhancement of wetlands and their buffers in order to offset the impacts resulting from the applicant's actions. The project considered mitigation sequencing as follows: (i)The proposed home and septic avoid direct impacts to wetland habitat. The septic and home have been located as close to N.Standstill Drive N as possible given the lot configuration to avoid impacts. (ii)The proposed project is located in an area previously used as recreational space and minimizes any removal of native vegetation.The existing mature forest at the wetland edge will not be impacted. (iii)The project is proposed in a previously disturbed area. Minimal impacts to native vegetation will be required for the project.A planting plan is proposed to increase wetland buffer function and restore native vegetation where it was previously cleared. (iv)All areas of intact forest and native vegetation will be retained.The residential use will be centered near the road to avoid impacting wetland habitat. (v)A buffer enhancement planting plan is proposed to compensate for unavoidable impacts in the wetland buffer habitat(Figure 11).The additional planting will increase the density of native plants between the home site and critical area habitat providing habitat for wildlife and increasing functionality of the wetland buffer. (vi)The landowner will monitor the success of the buffer enhancement planting plan for 3 years to ensure plants establish. 7.2 Existing Conditions An intact mature forest is maintained between the wetland edge and on the slope north of the property. The wetland buffer on the leveled portion of the property was previously cleared and currently does not contain native vegetation. 7.3 Ongoing Maintenance The home site is proposed in a disturbed portion of the property near N Standstill Drive N. The native forest in the inner wetland buffer will continue to provide wildlife habitat, screening, and other functions north of the proposed residence. 7.4 Proposed Mitigation Plan Buffer enhancement is proposed to mitigate unavoidable wetland buffer impacts from the project and includes planting native vegetation in a disturbed area north of the proposed project (Figure 3). Trees, shrubs, and ferns will be planted in the designated planting area (3,030 ftz, 25 feet from slope towards home and across the property width) within the wetland buffer to enhance the native vegetation cover. Plants will be sourced from a native plant nursery. 10 Critical Areas Report Tax Parcel:422055200005 The goal of the planting plan is to revegetate a previously cleared portion of the buffer with native plants to increase species diversity, increase screening between the wetland and the home, and provide additional habitat structure for wildlife. The plants listed below were selected based on the surrounding native vegetation that was observed during our site visit and to increase species diversity. If the desired species are not available, then plants with similar ecological functions are acceptable. Small tree spacing of approximately 18 feet and shrub spacing of approximately 8 feet following Mason County guidance is recommended. A general guide to planning location in provided below and may be adjusted as desired onsite. In general, taller species are recommended in the northern portion of the planting area and lower growing shrubs (snowberry and thimbleberry) are recommended at the southern edge. Table 3. Planting should occur in fall to spring (October through March)to ensure the best establishment timing for new plants. 7.4.2 Monitoring The landowner will conduct monitoring of the planting area for three years to evaluate planting success and vegetative cover. An assessment of conditions will be recorded at the end of the construction phase and used to compare subsequent monitoring. Photo points will be established to document the general appearance of the vegetation in the buffer enhancement planting area. Observations of wildlife use will be recorded (direct observations, nesting,tracks, or other signs). 7.4.3 Performance Standards Planting success will be based on 80% plant survival following each monitoring event. Success can also be based on having a cover of at least 60% native tree and shrubs by the end of the 3-year monitoring period. 7.4.4 Maintenance and Contingency The landowner will be responsible for performing the required maintenance duties on the site to ensure plant survival. Maintenance duties will include watering, upkeep of wildlife repellent, competing vegetation management, and replanting replacements for plants that have died. Site maintenance will involve the following: • Plants that die will be replanted • Weeding and continuous removal of any competing non-native vegetation • Mulching with wood chips is suggested to retain water and reduce invasive plants • Wildlife browse protection may be required, particularly on cedar trees. 7.4.5 Cost and Performance Bond Estimated cost of the buffer enhancement project.The landowner should collaborate with Mason County to determine if a bond will be required for this project.
