The maximum pile size is twenty (20) feet in diameter, with a minimum ten (10) feet firebreak around each pile. 6. Each pile must be at least one hundred (100) feet from any structure and at least fifty (50) feet from standing timber. 7. Do not burn if wind is blowing more than seven (7) MPH. 8. Observed two log piles actively burning on the site upon arrival. Began conversation with Mr. Lloyd Segar. Mr. Segar was asked where the required water truck was for this site. He responded that these piles had been burning for a day and a half and they had not had any problems. He also stated that, in the past he had burned in Kitsap County and that the Fire Marshal there never even came out to check the site. I explained to him that it is a Mason County Regulation, and Washington State Law, requiring a water truck or trailer with a minimum of 300 gallons of water on site while burning. He responded that the water would not be available until Monday because of a mounting tank. I then asked about the 24-hour fire watch, which is required. He responded that someone down the driveway would be fire-watching. I explained to him that the individual needed to be on site not down the driveway. He was not happy with my comment. There was a female person running the excavator. I told Mr. Segar to direct her to cease piling material on the fires as they needed to be put out. The conversation was becoming heated so I left the site. I proceeded down Bear Creek Dewatto Road looking for an area in which I could find cell phone reception. I drove beyond Sand Hill Road and was still unable to find reception. I was attempting to call the Fire Chief at District 2 and request a crew to stand by or complete extinguishing the fire until the water issue could be resolved. I could not find an area with cell service. I returned to the address within 15-20 minutes of initially leaving and found the piles burning with no one around. I drove down the driveway to the first manufactured home and found that there was no one home (no fire watch). I then radioed Fire Com and requested tender support—Code Yellow—to put the fires out. Fire District 2 responded. I strongly recommend legal action be brought to this permit holder. Leaving the fire burning without fire watch is a misdemeanor by State Law—REF WAC 173-425-050 and 060. The site conditions were very dry and there was a steady 5-MPH breeze blowing out of the southwest. The applicant should be responsible for the costs associated with extinguishing this fire.
