Replace the front porch to access the existing front door of the single-family residence within the location of the previous porch. The previous porch consisted of a set of stairs,paver stone and gravel patio.The previous porch&patio extended past the property ROW.This replacement porch will be within 1-foot of the ROW. 2.Describe the reasons for the variance. The house was raised 7-feet to account for future flooding associated with King Tides. In approximately December 2022,the property owners experienced flooding in their home due to the King Tides.This variance is necessary to replace the front porch where it was previously located.A front porch is needed to provide access to the existing front door and the electrical panel(which is now 7-ft higher than it was prior to raising the house).The front door is approximately 6.4-feet from the property line,and the septic tank is 6.3-feet from the�property line. 3.No variance shall be granted unless the County makes findings of fact showing that certain circumstances exist. Please address each of the following standards and how the proposal pertains to these circumstances. a. That the strict application of the bulk,dimensional or performance standards precludes or significantly interferes with a reasonable use of the property not otherwise prohibited by County regulations; The existing single-family residence, septic system, and shed were all previously installed in a way that does not meet the 10-foot minimum setback from the right of way on the front of the parcel.The original stairs were over the property line, as they were longer than the proposed replacement deck which only extends 4-feet from the house. b. That the hardship which serves as a basis for the granting of the variance is specifically related to the property of the applicant,and is the result of unique conditions such as irregular lot shape,size,or natural features and the application of the County regulations,and not,for example,from deed restrictions or the applicant's own actions; This is a narrow,small parcel(0.18 acres size),located on the north side of Highway 106 adjacent to the Hood Canal with slopes greater than 40%from the highway to the property.The existing property line and right-of-way are less than 10-feet from the existing SFR. c. That the design of the project will be compatible with other permitted activities in the area and will not cause adverse effects to adjacent properties or the environment; The project is currently developed with a single-family residence,driveway,on-site septic system,and other ancillary features typical of this type of development.Nearby local properties along Highway 106 have similarly sized parcels which support SFR and a variety of associated developments that do not meet the set-back requirements such as sheds,septic systems,porches,and houses.This porch DocuSign Envelope ID:EC9744A3-DBE2-44C2-ABAB-8184B80B4CAF is necessary to provide access to the existing front door and the electrical panel. d.That the variance authorized does not constitute a grant of special privilege not enjoyed by the other properties in the area,and will be the minimum necessary to afford relief; The replacement porch would be similar to other existing porches on local parcels in the surrounding area.The front porch was designed as the minimum footprint to provide access to the existing front door and electrical panel. e.That the public interest will suffer no substantial detrimental effect; This is a private,gated property to which the public has no access.If the public were to enter this property it would be trespassing. There is a privacy fence separating the road from the house,so this porch would be minimally visible by someone driving by the property. f.No variance shall be granted unless the owner otherwise lacks a reasonable use of the land. Such variance shall be consistent with the Mason County Comprehensive Plan,Development Regulations,Resource Ordinance and other county ordinances,and with the Growth Management Act.Mere loss in value only shall not justify a variance. The homeowner cannot get final occupancy for the residence until there is a way to access both the front door and electrical panel.This precludes use of the property.
