Dear Grace:
This is in response to Mason County DNS # 90-91, a bulkheading
project at Arcadia Point. The property that wishes to bulkhead is
the location of pigeon guillemot colony, a state protected
species. The guillemots use cliffs and marine shorelines such as
those at Arcadia Point for nesting. Bulkheading destroys the
natural marine processes that develop wetlands and cliff nesting
areas such as these of concern. The Department can not support
ecosystem destroying processes such as the rampant bulkheading of
our state' s marine ecosystem.
One solution to the bulkheading would be to require further
shoreline setbacks_ The current Mason County guidelines allow
bulkheading to protect existing family dwellings_ In the case of
the Arcadia Point application the hillside has sloughed behind
the existing bulkhead_ This surely indicates that the erosion is
being caused by the other erosion factors than wave action. If
wave action is not causing the erosion then the bulkheading would
not protect the existing residence and fails to meet the county' s
requirements. -
Further I would recommend that an Environmental Impact Statement
should be required on this site. The bulkheading has potential
for negatively impacting. the guillemot colony in addition to
other environmental impacts. The EIS should be prepared by soil
scientists and hydrologists to determine the cause of the ero-
sion. A wildlife biologist should then evaluate the predicted , .
bulkheading changes and the effect they will have on the main-
tenance and expansion of this colony..

RE: Withdrawal of DNS #90-91
TO ALL INTERESTED PARTIES:
A Determination of Nonsignificance ( #90-91 ) for an erosion control
concrete bulkhead was issued on July 9, 1990 by Mason County
Department of General Services.
Applicant -Steve Wilson.
Agent completing the checklist - Pacific Northwest Bulkhead.
Location - SE 240 Arcadia Point Road, Shelton. Sec 28, Twn 20 N,
R 2 W. Town of Arkada, Block 6 & tax 639T.
The DNS is hereby withdrawn by Mason County because there is new
information concerning impacts to a state protected species on the
site. The DNS was procured by misrepresentation or lack of material
both in the checklist and the site plan. The site plan which was
submitted fails to show the residence in relation to the proposed
bulkhead. The existing bulkhead on the site was approved as an
erosion control bulkhead in November 1987 for the protection of the
existing residence and is located on Totten Inlet below the
residence. The bulkhead which is proposed at this time does not
appear to be necessary for the protection of the residence and the
erosion appears to be occurring from the top and face of the bank
not at the toe where wave erosion would occur. If you have any
