development in the county. Upon review of your application, I have determined that the contents of
the application are incomplete or do not provide enough detail for review.
Therefore, review of your application will not proceed until the necessary information is provided (see

NOTIFICATION OF INCOMPLETE APPLICATION

Comments: After coordinated review of the already-completed project under the
provisions of the State Environmental Policy Act (SEPA) and with the
assistance of Washington Department of Fish and Wildlife, Mason
County Planning Division staff have determined that the existing
structure is not consistent with the Mason County Shoreline Master
Program (SMP) use regulations and policies regarding bulkheads. Per
SMP policy #6(a), bulkheads should only be allowed when evidence is
present that serious wave erosion threatens an established use or
existing buildings. While some wave action probably caused ravelling
along the nearshore, the erosion was minor and did not warrant a 4-6,
high rock wall running nearly the entire length of the property. Other
SMP policies and use regulations also conflict with the effects of the
existing bulkhead, specifically policies #1, 2, & 4, and use regulations
# 1, 2, 3, & 5. Modification of the existing structure will not create
conditions satisfactory to achieve compliance. Therefore the structure
must be removed in its entirety. A new proposal may be forwarded
upon complete removal of the existing bulkhead and will be reviewed
accordingly. The case has been referred to Kristin French, Mason
County Code Enforcement Planner. She will contact you regarding a
removal schedule and/or Hearing Examiner proceedings.

contact me. A copy of the bulkhead chapter of the SMP is enclosed for
your use.
