X 2) Shoreline Management Act -- The proposed project must be consistent with all applicable policies and other provisions of the Shoreline Management Act, its rules, and the Mason County Shoreline Master Program. X 3) Construction Debris Removal -- All construction and demolition debris must be removed from the beach after project completion. Proper disposal of construction debris must be on land in such a manner that debris cannot enter or cause water quality degradation of State waters. X 4) Fisheries H.P.A. -- Applicant shall secure a Hydraulic Project Approval from the Washington State Department of Fish & Wildlife must be granted prior to construction and follow the specifications and conditions of that permit. X 5) Temporary Erosion Control -- Temporary erosion control measures must be implemented to prevent water quality degradation of adjacent waters or wetlands, and the drainage pipes from upland areas shall be routed to an outlet that is part of the bulkhead design. X 6) ALL CONSTRUCTION -- ALL CONSTRUCTION MUST MEET OR EXCEED ALL LOCAL CODES AND UBC REQUIREMENTS X 7) Changes to Approved Plans -- Changes to.approved building plans that effect compliance to the the Uniform Building Code and/or Mason County Regulations must be approved by Mason County prior to constructionX 8) ALL INSPECTIONS" -- All inspections for this project to be performed and reports submitted to the Mason County Building Department by the engineer of record establishing compliance to the design specifications. M.S.C.E., M.B.A. Geotechnical/Civil Engineer September 23, 1998 Mr. and Mrs. Jerry Dahl 1809 Shorewood Drive Bremerton, Washington 98312 Subject: Dahl Property Replacement Rock Bulkhead NE 830 Dewatto Beach Drive, Tahuya, Hood Canal, Washington This engineering report presents the results of a geotechnical evaluation of the Dahl property at NE 830 Dewatto Beach Drive, Tahuya, Hood Canal, Washington. This evaluation was required by owner concerns regarding failing existing timber/debris bulkhead. References: • Location Map • Dahl property map • Site plan and replacement bulkhead designs by D. Bruce, P.E. • Photographs Assessment: This engineer performed an on-site geotechnical assessment of the Dahl property at NE 830 Dewatto Beach Drive, Tahuya, Hood Canal, Washington. The Dahl property currently contains a failing bulkhead consisting of decaying timber logs and concrete debris (see photographs). This existing residence is approximately fourteen feet (14') set back from the existing bulkhead. Tidal sea surge erosional forces, combined with the poor/mediocre original bulkhead construction, have resulted in significant undermining and loss of property immediately behind the failed bulkhead. The properties on either side of the Dahl residence contain functional bulkheads. Currently, the Dahl residence revealed no evidence of any geotechnical distress. However, the rate of property loss due to the failing bulkhead will soon affect the Dahl structure itself. Property loss is on-going and will continue. • Continued property loss will threaten the Dahl structure itself. • A proper replacement bulkhead is required. • This engineer recommends a rock bulkhead placed in the same alignment as the existing failed bulkhead. This proper bulkhead will comply with the attached engineered designs, and incorporate a standard drainage zone. • This replacement bulkhead will be approximately fifty-five feet (55) long, and have a total height of seven feet (7'), including eighteen inches (18") base rock embedment. • This engineer is to inspect and document the new wall installation, as well as the drainage measures recommended herein. .t If there are any questions, do not hesitate to call.
