The residence is approximately 15 feet from the former bulkhead face. High tides am eroding the fill at this time. This approval is an expedited HPA to replace the bulkhead in the location of the former bulkhead. A site review was done on November 11, 1998. Surfstnelt and sandlance have not bean documented in the area at this time. Beach substrate is primarily 2-3 inch gravel. PROVEXONS 1. Tr"TNC LIM TAT1ONS: The project may begin Immedfs►tety and%hall be completed by Marsh 14,1999. 2. Work shall be accomplished per plans submitted to the Washington DepartmeW of Fists and Wildlife, except as modified by this Hydraulic Project Approval. These plans reflect design criteria per Chapter 220-110 WAC. A copy of these plans shall be available on site during construction. 3. The existing timber/ecology block bulkhead shall be removed from the beach and deposited upland such that it does not enter waters of the state. 4. The waferward face of the rock bulk-head shall be located'no further wat=ward than the face of the timber/ecology block bulkhead which failed in October 1998. 5. Base rocks shall ba buried a minimum of 18 inches below the preprojeet natural beach grade. 6. Rock for the bulkhead shall be composed of clean,angular material of a sufficient durability and size to pmvent its being broken up or washed away by high water or wave action. 7. All upland drainage tightiines shall be incorporated into the bulkhead near beach grade to prevent erosion of the shoreline. 8, Project activities shall not occur when the project area, including the work corridor(excluding the area occupied by a grounded barge), is inundated by tidal waters. Equipment shall operate from the barge. Construction material shall be stockpiled on the barge or on the bank. 10. Bed material, other than material excavated for base rocks, shall not be utilized fnr pmjoct construction or fills, 11. Excavated materials shall not be stockpiled below the ordinary high water line. 12. Beach area depressions created during project activities shall be reshaped to preproject beach level upon project completion, 13, All trenches, depressions,or holes created in the beach area shall be backfilled prior to inundation by tidal waters. Trenches excavated far base rocks may remain open during construction. However, fish shall be prevented from antering such trenchea. 14. Eelgrass and kelp shall not be adversely impacted due to any project activities(e.g., barge shall not ground, equipment shall not operate, and other project activities shall not occur in eolgrass and kelp). 15. All natural habitat features on the beach larger than 12 inches in diameter,including trees, stumps, logs, and large rocks, shall be retained on the beach following construction. These habitat features may be moved during construction if necessary. 16, All debris or deleterious material resulting from construction shah be removed from the beach area and bed and prevented from entering waters of the state, All manmade debris on the beach shall be removed and disposad of upland such that it does not enter waters of the state. 17. Project activities shall be.conducted to minimize siltation of the beach arei and bed.
