Laura Westervelt Biologist April Fleming Biologist Frank Dahl-Dewatto Bulkhead Replacement Ecological Land Services,Inc Shoreline No Net Loss and Mitigation Report 1 June 4,2021 INTRODUCTION Ecological Land Services, Inc. (ELS) has been contracted by Frank Dahl to conduct a no net loss assessment (NNL) that addresses potential impacts associated shoreline armoring improvements at 890 Dewatto Beach Drive, Tahuya, Washington. The project area consists of two lots, a residential shoreline lot and an adjacent undeveloped shoreline lot, Mason County Tax Parcel Numbers 323283100110 and 323283100080, that lie in a portion of Section 28, Township 23 North, Range 3 West of the Willamette Meridian (Figure 1). The project is located within the 200-foot shoreline jurisdiction and requires completion of the no net loss report to satisfy the requirements of Mason County Code, Title 17.50, Shoreline Master Program (MCCSMP). Mitigation sequencing is required to address the potential impacts associated with replacing the bulkhead and to achieve no net loss of buffer function and habitat for the shoreline community. MASON COUNTY SHORELINE MASTER PROGRAM This project is being reviewed under the updated MCSMP that was adopted in 2017 because it is within 200 feet of the shoreline of Hood Canal. The entire project area lies within 200 feet of the shoreline, so it is under shoreline jurisdiction and requires a no net loss report under Mason County Shoreline Master Program (MCSMP). The required buffer width is 150 feet, which extends to the middle of the two lots, beyond where the existing house is located. Under the current administrative process, projects proposing construction of structural shoreline stabilization must complete a shoreline report to document existing conditions and show that there will be no net loss of buffer function per Section 17.50.340 of the MCSMP. SITE DESCRIPTION The site is composed of two adjacent lots, one developed with a single-family residence, the other undeveloped, located at the end of NE Dewatto Beach Drive in the Tahuya area of Mason County, Washington (Figure 1). They are long, rectangular lots that extend northwest across NE Dewatto Beach Drive to the shoreline Hood Canal (Figure 2). The lots slope down from southeast to northwest. Both lots are forested on the southeast end and the eastern lot is developed on the northwest side of NE Dewatto Beach Drive with a single-family residence near the shoreline. A gravel parking area is located at the top of the slope above the residence with stairs leading down the slope to the terrace the residence is on and continues to the shoreline (Photoplates 1 to 3). The western lot is undeveloped and slopes down to a terrace adjacent to the parking area and then slopes down again to the beach. A landslide occurred on this lot in 2019 (Photoplates 2 and 3). The east side of the site contains a rip rap and creosote log bulkhead that ends along the western property line and does not extend onto the west side of the site (Photoplate 2). Properties to the east are similarly developed with homes near the water with armored shorelines. The beach slopes gently to the water and is comprised of unvegetated cobble and shells with some driftwood occurring at the OHWM (Photoplate 2). Frank Dahl-Dewotto Bulkhead Replacement Ecological Land Services,Inc Shoreline No Net Loss and Mitigation Report 2 June 4,2021 L_ The site has a shoreline environmental designation of Shoreline Conservancy and require a 150- foot shoreline buffer which extends from the OHWM of Hood Canal and covers most of the site, extending past the existing residence and NE Dewatto Beach Drive. The developed portion of the buffer consists of residential development and impervious surface made up of decking, roof, paved walkway and stairs. There are some areas of ornamental vegetation on the south side of the existing residence and are considered part of the developed portion of the eastern lot. The west half of the site contained a mix of native and invasive vegetation on the slope where the landslide occurred. Vegetation on the slope was composed of native upland shrub vegetation with scattered ferns and English ivy. DEVELOPMENT PROPOSAL The proposal involves replacing approximately 50 feet of deteriorating creosote log bulkhead with rip rap and constructing approximately 40 feet of new rip rap bulkhead at the toe of the shoreline slope on the west half of the site. The replacement and construction of bulkhead is necessary to prevent continued erosion from further degrading the slope adjacent to and under the house (Coastal Solutions 2021) (Figure 3). In order to do so, equipment will be brought in from the upland and along the beach east of the project area (Photoplate 4). Woody debris will be stockpiled nearby while the bulkhead is constructed. The drainage onsite will not be changed. Once is complete, woody debris will be placed back in front of the bulkhead. Construction methods In order to install the new rip rap bulkhead, construction equipment will be brought down from the upland to the east and driven along the beach to access the site (Figure 4). Work will be performed during the window at which forage fish are least likely to be spawning (August 1st to February 15th). There are areas of sand lance mapped on this section of beach (Figure 5). If work must be performed outside of this window, forage fish surveys will be conducted to determine if forage fish eggs are present. Work will not begin until it is confirmed that there is no active forage fish eggs or larvae on the stretch of beach that will be impacted. Upon completion of the new bulkhead and woody debris has been replaced, the excavator will be driven back off the beach and leave the site through the upland beach access east of the site. Beach nourishment in the form of washed gravel of similar size to the existing substrate will be spread over the beach where the excavator disturbed the surface. The beach will quickly return to pre-construction conditions because no marine vegetation will be impacted. Geotechnical Recommendations The geotechnical analysis indicated that there is limited structural integrity of the creosote log bulkhead leaving it at high risk of being breached (Coastal Solutions 2021). It is therefore recommended that a new rock bulkhead be constructed to "...provide a more predictable erosion control structure..." and "...protect the existing upland features at the site." The bulkhead is recommended to be placed landward of the MHHW and at or near the OHWM. Frank Dahl-Dewatto Bulkhead Replacement Ecological Land Services,Inc Shoreline No Net Loss and Mitigation Report 3 June 4,2021 ENVIRONMENTAL AND HABITAT CONDITIONS Shoreline Environment This site is located along the east side of Hood Canal (Figure 1). This section of shoreline is composed of cobble beach with oyster shells (Photoplate 2). Maps obtained for this project indicate the presence of patchy fringe eelgrass in this section of Hood Canal, but none was observed in the wrack during the site visit (Ecology 2014) (Figure 7). This section of shoreline is composed of developed residential lots with nearly 100 percent armoring along the OHWM consisting of log, rip rap and concrete bulkheads that extend east along the shoreline (Photoplates 2 and 4). There is no armoring to the west for several hundred yards. The east side of the site is armored, and the west side of the site is not (Figure 2) (Photoplate 2). The bulkheads on the properties to the east are constructed of rock (Photoplate 2). These bulkheads appear to have been constructed waterward of the OHWM. State and Federally Listed Species and Critical Habitat State and federally listed species found within or near the site included salmonid species, rock fish species, and birds. Habitat features are available for the federally listed endangered, threatened, or sensitive species in the vicinity of this project except for listed bird species (USFWS/NOAA Fisheries 2021). None of the species identified during online research were observed during the site visit conducted on February 17, 2021. A species will be considered for designation as a State Candidate if sufficient evidence suggests that its status may meet the listing criteria defined for State Endangered, Threatened,or Sensitive. 4)Washington Department of Fish and Wildlife,PHS website 5)NOAA 2019,USFWS 2019 Washington Department of Fish and Wildlife, Priority Habitats and Species The Washington Department of Fish and Wildlife Priority and Habitat and Species (PHS) website (WDFW 2021) identifies the presence of hardshell clams along this section of Hood Canal (Table 2). There is also breeding areas for Pacific sand lance mapped along with the presence of Pandalid shrimp and waterfowl concentrations (Figure 5) (Table 2). Estuarine and marine wetlands are mapped within this portion of Hood Canal; however, none were observed on or near the site. No terrestrial habitat or wildlife occurrences are mapped on this or the adjacent lots. Table 2. It also maps high geo-hazard on the shoreline slope. The mapped floodplain unit extends from the shoreline of Hood Canal to the toe of the shoreline slope (Figure 6). This portion of the floodplain is composed of a gradual sloping beach with no marine vegetation. Washington Department of Ecology, Coastal Atlas The Washington Department of Ecology (Ecology 2014), Coastal Atlas Mapping tool identifies patchy eelgrass fringe in this section of Hood Canal (Figure 7). No other significant features were noted on the coastal atlas map. Research and Site Investigation Fish Hood Canal is part of the Puget Sound, so it provides habitat for listed fish species appearing on Table 1. The cobble beach is un-vegetated and the wrack did not contain any vegetation debris. The shoreline ba nk is sparsely vegetated with immature native trees and shrubs that provide some shading of the shoreline at the toe of the slope (Photoplate 2). There is tree canopy providing shade over the floodplain section of the shoreline during the morning hours. Birds Research conducted for this project shows that the site is not within habitat or management areas for marbled murrelet, streaked horned lark, and yellow-billed cuckoo (IPaC 2021). The upland along this section of Hood Canal is developed with residential homes within 10 feet of the shoreline. There are no habitat features or known habitat for the listed bird species on or in the vicinity of this project area. The trees on the lot may be utilized by local raptor species including bald eagles. Buffer Functions The project area lies within Shoreline Conservancy designation and is zoned Rural-Residential, which allows 1 dwelling unit per 5 acres. The eastern lot within the project area is residentially developed. Lots to the east are also residentially developed and have bulkheads on the beach. Vegetation on the shoreline slope is composed of native shrubs and a madrone tree. The grade of the shoreline slope is also a factor which reduces the ability of the buffer to slow and infiltrate runoff before reaching the shoreline. The width of buffers necessary to protect a critical area from degradation is related to the functions of the critical area and the buffer itself (Castelle, et al. 1992). Buffers function to protect water quality of critical areas including shorelines by removing sediment and excess nutrients from runoff and the function depends on the type of soils, vegetation, and characteristics of the runoff. The function of buffers is also based on width and slope. The buffer function on this site is a result of historic residential use and natural topography. Adding native vegetation will serve to shade the floodplain and prevent further erosion of the slope. MITIGATION SEQUENCING This project area lies within the 200-foot shoreline jurisdiction of Hood Canal. Rock armoring techniques are proposed near the OHWM. As part of the mitigation process, projects are required to address mitigation sequencing to assess whether the project can avoid, minimize, rectify, or reduce impacts before identifying compensation or mitigation measures. In order to accommodate the proposal for work on the beach, the project must address potential impacts to the shoreline environment and 150-foot buffer. Sediment recruitment is expected to be reduced by installing a bulkhead at the toe of an actively eroding bluff. Removal of the dilapidated creosote log bulkhead and removal of invasive English ivy will improve the habitat function of the buffer. By planting native species on the slope, maintaining woody debris, and nourishing the beach with washed gravel, the project achieves a no net loss of shoreline and buffer functions. Frank Dahl-Dewatto Bulkhead Replacement Ecological Land Services,Inc Shoreline No Net Loss and Mitigation Report 6 June 4,2021 Avoiding Impacts: The project proposes to replace a failing creosote bulkhead with rip rap and construct a new rip rap bulkhead in order to prevent erosion and structural failure. The new bulkhead will be placed landward of the OHWM, which avoids new impacts to the intertidal area. Filter fabric and quarry spalls will be placed between the rock and exposed soil, which avoids erosive and stormwater impacts to the shoreline from upland runoff. Work will be prioritized during late summer when forage fish are not spawning to avoid impacting their breeding habitat. Should work commence during spawning season, the project will follow WDFW work windows and spawning inspections will be utilized for approval of work. Minimizing Impacts: The project is minimizing impacts by proposing to replace an existing bulkhead in the same footprint and locating the new bulkhead landward of OHWM. Work windows will also minimize impacts to forage fish spawning and habitat. Work will be performed during the work window opening for the site, which is August 1 through February 15. Performing work during this work window will limit the impact of the project on protected salmonid species because forage species are less likely to be using this section of shoreline during this period. Excavating equipment will be brought in from the upland. Rectifying the Impacts: The project rectifies some temporary construction impacts by removing the creosote log bulkhead from the beach and planting the upland slope. The project cannot rectify all impacts associated with a new bulkhead. Reducing or Eliminating the Impacts: The project cannot reduce or eliminate the impacts by preservation and maintenance. Compensating for the Impacts: The project cannot avoid, rectify, or reduce the impact to the shoreline buffer but has minimized the impact to the extent possible by proposing to replace a failing creosote log bulkhead. The replacement rip rap bulkhead and new rip rap bulkhead will be placed landward of the OHWM, avoiding impacts to the intertidal area. The shoreline will be restored where excavation impacts the substrate surface. Once construction activities are completed, the shoreline buffer will return to pre-construction condition with the implementation of the restoration plantings. IMPACT ANALYSIS Shoreline Impacts The shoreline of Hood Canal will be temporarily impacted by onsite construction activities because the equipment will disturb the beach substrate near the OHWM. Constructing a rip rap bulkhead serves to better dissipate and slow wave action which causes toe erosion and threatens the house. The shoreline bluff currently deposits sediment onto the beach which will be eliminated with the addition of the bulkhead. Removing the old creosote log bulkhead will be a positive impact on available habitat. There will be no impact to the shoreline buffer or upland vegetation because work will be performed from the beach. No upland vegetation removal is expected to occur and there will be no marine vegetation impact because the beach is unvegetated. Woody debris that is scattered around the OHWM will be retained and replaced Frank Dahl-Dewatto Bulkhead Replacement Ecological Land Services,Inc Shoreline No Net Loss and Mitigation Report 7 June 4,2021 upon completion of construction. By adding beach nourishment to the area as needed, sediment recruitment should be maintained, achieving a no net loss of function. Noise generated during construction, which will include use of equipment and workers to install the rock, may temporarily influence use of the shoreline environment by wildlife species. This area is already developed and there is noise currently generated by adjacent homes. There will likely be an increase in noise generated during construction, but once construction is completed, noise will return to current levels. Shoreline Buffer Impacts The project proposes to replace a dilapidated creosote log bulkhead with a rip rap bulkhead and extend it to the west along the currently unarmored portion of the project area. The buffer is currently comprised of residential development so impacts or loss of function to the buffer will be minimal with implementation of the mitigation plan. The project will only temporarily increase the amount of noise and light generated on this lot but will return to normal post- construction. With mitigation, water quality onsite will not change, the lot will not generate any new pollutants or sediments that will have a negative impact on the shoreline environment. It will also not change the conditions or use of the area. Cumulative Impacts The eastern side of the site currently has shoreline armored with a rip rap bulkhead and a creosote log bulkhead while the shoreline on the western side of the site is unarmored. The creosote log bulkhead is failing and at risk of being breached and the western side of the site is actively eroding, threatening the residence. Replacing the creosote log bulkhead and building a new rip rap bulkhead along the unarmored portion of the site is proposed above MHHW and at or near OHWM. Driftwood will be temporarily relocated until construction is complete. Drift cells may be altered by installation of the rock bulkhead. Habitat availability will not be permanently altered because no vegetation will be removed, and woody material will be moved back into place upon completion of construction. Sediment recruitment will be reduced by armoring the toe of an actively eroding feeder bluff, but regular addition of washed beach nourishment will serve to mitigate this impact. Installing a new rock bulkhead on a natural shoreline bank will result in cumulative impacts, however,the house needs to be protected and a rock bulkhead is the only feasible option. No Net Loss Evaluation Because the project proposes to construct a new bulkhead in addition to replacing the old log/timber bulkhead and leaving the rip rap bulkhead, planting of native vegetation is proposed to achieve no net loss of buffer function of the shoreline environment. Creosote material will be removed from the beach to reduce contamination and 200 square feet of invasive English ivy will be removed from the slope. During construction activities, best management practices will be utilized to protect the shoreline environment. The project will take place during the dry season to minimize rain events, which Frank Dahl-Dewatto Bulkhead Replacement Ecological Land Services,Inc Shoreline No Net Loss and Mitigation Report 8 June 4,2021 move exposed soils. Exposed soil will be protected from wind and rain during the construction process. The replacement and new bulkhead will be installed above the OHWM. Table 3 describes the impact area in terms of temporary and permanent impacts from construction. Upon implementation of the mitigation plan, the project may result in a net gain of habitat availability (Table 3). Table 3: Impact Analysis* Temporary Permanent Invasive Mitigation Area Net Habitat Gain Impacts Impacts Removal 520 sq ft 180 sq ft 200 sq ft 600 sq ft 920 sq ft *Numbers are estimated and approximate SHORELINE MITIGATION PLAN The project proposes to plant 600 square feet of shoreline buffer to compensate for 180 square feet of new impervious surface in the shoreline buffer (Figures 9 and 10). The planting effort focuses on establishing an area of native cover near the OHWM and on the slope where the landslide occurred. The species selected and the location of the plants have been selected to stabilize the slope with deep roots and can thrive in dry rocky soils. Goals, Objectives, and Performance Standards Project Goal: Establish an area of native vegetation near the OHWM to compensate for the new bulkhead. Obiective 1: Establish and maintain native cover. Performance Standard 1 (a): The project will maintain 90 percent survival of planted during the first 2 years of monitoring. Years 3 through 5 will maintain 85 percent survival or until individual plants cannot be identified. Plant species number will be recorded annually and compared with as-built conditions for inclusion in monitoring reports. Obiective 2: Control invasive species. Performance Standard 2 (a): During monitoring Years 1 through 5, invasive species will be removed and suppressed within the planting area as often as necessary to meet a performance standard of no greater than 10 percent cover by invasive species. Invasive species include, but are not limited to, English ivy. Percent cover will be recorded annually and included in monitoring reports. Specifications for Planting The plants specified for installation are intended to create a naturally vegetated buffer that will screen both noise and light from upland development and provide shade and wildlife habitat for the shoreline. Plants will be obtained from a native plant nursery and will likely be either 1-gallon or plugs, depending on availability and cost. They will be installed immediately following purchase to prevent desiccation. Plant Materials 1. Potted plants will be purchased from a local plant nursery or conservation district sale. The plants will be specified sizing and condition as described. 4. No damaged or desiccated roots or diseased plants will be accepted. Planting Specifications Planting will begin at any time after construction is complete. Plants will be installed per the attached planting plan. Table 4 summarizes the total plant species, spacing, size, and quantities for the planting area. Plants indicated on the planting plan are subject to availability from local nurseries and may be substituted with similarly performing native plants. The final location of the plants may differ from the planting plan, as site conditions dictate, and any changes will be documented on the as-built drawing prepared after completion of plant installation. Table 4. Plant the specified species during the fall as listed in Table 4. Space the plants somewhat irregularly and in groups to create eventual dense heterogeneity in the planting area, leaving enough space between each group to allow for access for weed removal. Plant the potted stock with a tree shovel or comparable tool. 2. Place the plants in the planting holes and position the root crowns so that they are slightly below, the level of the surrounding gravel. Planting just below the surrounding soil will create a shallow depression around each plant for retention of water. 3. Firmly compact the soil around the planted species to eliminate air spaces. 5. Irrigate all newly installed plants as site and weather conditions warrant. Maintenance Plan Maintenance of the common line setback mitigation area will occur for five years and will involve removing invasive plant species, irrigating planted species, and reinstalling failed plantings, as necessary. The maintenance may include the following activities: 1. Remove and control invasive vegetation around all newly installed plants a minimum of two times during the growing season for the first five years. Irrigate planted species as necessary during the dry season, approximately July 1 through October 15. ELS recommends that watering occur at least every two weeks during the dry season for the first three years. The most successful method of watering plants is using a temporary above-ground irrigation system set to a timer to ensure the plants are regularly watered. 3. Replace dead or failed plants as described for the original installation to meet the minimum annual survival rate and percent cover performance standards. Monitoring Plan The buffer area will be monitored annually for a 5-year period following plant installation. Monitoring is proposed at the end of the growing season in Years 1, 2, 3, and 5 (Year 4 skipped). Monitoring reports will be submitted to the Mason County Department of Community Development (MCDCD) by December 31st of each monitored year. The goal of monitoring is to determine if the previously stated performance standards are being met. The planting area will be monitored once during the growing season, preferably during the same two-week period each year to better compare the data. Individual monitoring units may be established within the mitigation area to track the changes occurring over the monitoring period. Vegetation Vegetative monitoring will document the developing species. The following information will be collected in the buffer mitigation area: ■ Frequency of herbaceous species (3.28-foot quadrant). • Frequency of sapling/shrub species (10-foot radius). • Frequency of tree species (30-foot radius). • Species composition of herbs, shrubs, and trees, including non-native, invasive species. • Photo documentation of vegetative changes over time. Monitoring Report Contents The annual monitoring reports will contain at least the following: • Location map and representational drawing. • Historic description of project, including dates of plant installation, current year of monitoring, and restatement of goals, objectives, and performance standards. • Description of monitoring methods. • Documentation of plant cover and overall development of plant communities. • Assessment of non-native, invasive plant species and recommendations for management. • Photographs from permanent photo points. • Summary of maintenance and contingency measures proposed for the next season and completed for the past season. Contingency Plan If the performance standards are not met during any monitoring year or by the fifth year following project completion, a contingency plan will be developed and implemented. The applicant will be required to complete a contingency plan that describes (1) the causes of failure, (2) proposed corrective actions, (3) a schedule for completing corrective actions, and (4) whether additional maintenance and monitoring are necessary. FEMA FLOODPLAIN HABITAT ASSESSMENT Habitat Narrative Primary Constituent Elements This habitat narrative includes a discussion of the primary constituent elements (PCEs) for the species that appear on the endangered, threatened, and sensitive list for this area of Hood Canal as they appear in the FEMA floodplain habitat assessment guidance (FEMA 2013). The PCEs include those associated with fish and mammal species utilizing Hood Canal as part of their life cycle as they would be the most likely species found in floodplain areas of saltwater shorelines. Primary Constituent Elements The primary constituent elements for the critical habitat of Puget Sound salmon and steelhead in or adjacent to Hood Canal include: • Freshwater spawning sites with water quantity and quality conditions and substrate supporting spawning incubation and larval development. • Freshwater rearing sites with: o Water quantity and floodplain connectivity to form and maintain physical habitat conditions and support juvenile growth and mobility, o Water quality and forage supporting juvenile development, o Natural cover such as shade, submerged and overhanging large wood, log jams, and beaver dams, aquatic vegetation, large rocks and boulders, side channels, and undercut banks. • Estuarine areas free of obstruction and excessive predation with o Water quality, water quantity, and salinity conditions supporting juvenile and adult physiological transitions between fresh-and saltwater, o Natural cover such as submerged and overhanging large wood, aquatic vegetation, large rocks, and boulders, side channels, o Juvenile and adult forage, including aquatic invertebrates and fishes, supporting growth and maturation. • Nearshore marine areas free of obstruction and excessive predation: o Water quality and quantity conditions and forage, including aquatic invertebrates and fishes, supporting growth and maturation, o Natural cover such as submerged and overhanging large wood, aquatic vegetation, large rocks and boulders, and side channels. • Offshore marine areas with water quality conditions and forage, including aquatic invertebrates and fishes supporting growth and maturation. This section of Hood Canal floodplain is composed of unvegetated cobble beach at the toe of steep slopes with some armoring present onsite and to the east. The upland area is residentially developed and vegetated with native forest vegetation which provides shade to the beach during morning hours. The beach does have driftwood at the toe of the shoreline slope, at the edge of the mapped floodplain and so provides some protection or feeding areas for the listed species. Frank Dahl-Dewatto Bulkhead Replacement Ecological Land Services,Inc Shoreline No Net Loss and Mitigation Report 12 June 4,2021 1 The only other available primary constituent elements available on or adjacent to this site are the nearshore and offshore marine areas. The nearshore area on onsite has overhanging large wood to the west, significant aquatic vegetation coverage, large rocks and boulders, or side channels that would prove valuable to the listed fish species. Water Quality This section of Hood Canal does not appear on the 303(d) list (Ecology 2018a). There is one water quality improvement project for the area including dissolved oxygen, inorganic nitrogen, and total organic carbon. Water Quantity The floodplain is mapped on the site and is composed of gradually sloping beach with no vegetation in the intertidal zone. The floodplain extends to the toe of the shoreline slope in this area. The floodplain area in the immediate project vicinity lacks freshwater habitat and other features that would be important in the life cycle of the listed species, except that it provides saltwater habitat for the listed fish that utilize Hood Canal. Vegetation Communities and Habitat Structures The shoreline along this section of Hood Canal is composed of cobble that gradually slopes down waterward from the toe of the slope (Photoplate 2 and 4). There are trees and shrubs growing on and on top of the shoreline slope to the west of this project area but are unable to shade the shoreline all day long due to the height of the bluff. There are no habitat features or known habitat for the listed bird species particularly within the mapped floodplain. Nearby trees may be utilized by local raptor species including bald eagles but are located outside the floodplain. Floodplain Refugia The beach has driftwood at the toe of the shoreline slope within the mapped floodplain. The driftwood has the potential to provide some protection or feeding areas for the listed species. Driftwood will be temporarily moved and replaced at the end of construction so habitat availability will not be permanently altered. FLOODPLAIN HABITAT EFFECTS DETERMINATION The mapped floodplain area is composed of an unvegetated beach of Hood Canal. New rock armoring will be positioned near the OHWM and equipment will move through the mapped floodplain of Hood Canal. The beach will be temporarily impacted by construction but will quickly return to re-construction conditions upon completion. Driftwood will be replaced at the toe of the bulkhead following construction. There are no primary habitat features and therefore few primary constituent elements within the mapped floodplain that would support listed fish species. Because there are no constituent habitat features in the floodplain area, the proposed project will have no direct, indirect, or interrelated/interdependent effects on the floodplain habitat. The excavator will come from the upland and pass through the floodplain to access the work area, but construction activities will not impact native marine or riparian vegetation. Puget Sound Chinook ESU, Puget Sound Steelhead DPS, and bull trout are designated as threatened under the Endangered Species Act, and the critical habitat is designated. These species utilize Hood Canal where it lies on this site, but there will be no effect on the floodplain habitat or their use of the habitat because even though the work will be performed from the beach it will be scheduled outside of forage fish breeding seasons and will be restored with beach nourishment upon completion. There are also no habitat areas for the listed birds and mammals within the mapped floodplain. Therefore, this project may affect, but is not likely to adversely affect, the floodplain habitat of listed species or critical habitat. LIMITATIONS ELS bases this report's determinations on standard scientific methodology and best professional judgement. In our opinion, local, state, and federal regulatory agencies should agree with our determinations. However, the information contained in this report should be considered preliminary and used at your own risk until it has been approved in writing by the appropriate regulatory agencies.
