Other buildings and structures are approved per dimensions and setbacks on site plan mped on Oct. 6, 2014. Setbacks are measured from the furthest projection of the structure. X 2) Water uality is not to bed raded to the detriment of the aquatic environment as a result of this project. X 3) All construction and demolition debris must be removed from the shore area after project completion. Proper disp of construction debris must be on land in such a manner that debris cannot enter or cause water quality degradation of State waters. X If 4) Temporary erosion control measures must be implemented to prevent water quality degradation of adjacent waters or nds. Silt fencing, straw, or surface matting must be installed and maintained until upland vegetation has become established. X 5) Prior to final approval, all upland areas disturbed or newly created onstruction activities shall be seeded, vegetated or given an equivalent type of erosion protection (silt fencing or straw matting). X 6) Parking shall be sufficient for 3 standard parking stalls (9 feet by 20 feet) and 1 handicap parking stalls (12.5 feet by 20 feet) in the gravel area with sufficient man uvering aisles. Handicap stalls shall be of a smooth surface at level or ramped to entry, located closest to the building entry, and shall be sign ith the International Symbol of Access. Screening from adjacent residential properties is required. X COM2014-00135 Page 2 of 9 7) Plumbing fixtures, including water closet and lavatory, shall be provided in accordance with the 2012 International Building Code (IBC), Chapter 29 as amended by Washington State. Plumbing fixtures shall be accessible to persons with disabilities in accordance with IBC, Chapter 11. Separate facilities facilities shall be required for each sex except that one unisex restroom may be provided when the total occupant load is 15 or less. Restroom facilities may be located in a building located on the property where the accessible path of travel does not exceed 500-feet. Plumbing fixt es need not be provided for unoccupied buildings or facilities. X 8) This project is a proved to modify and change the use of an existing 50-ft x 40-ft garage originally constructed under Mason County building permit number BLD2005-00521. In addition the existing 12-ft x 14-ft structure constructed without a permit is included. The existing structures have outstanding corrections that must be completed. They include as follows: r 1) The final inspection of BLD2005-00521 performed on August 29,2005 specified that truss bracing was not installed. Install bracing as required. An inspection performed by a Mason County Building Inspector shall be required and approved. 2) The 14-ft x 16-ft structure shown on the site plan was constructed as an exempt storage building allowed for use as accessory to a residential T dwelling. The applicants propose to use the structure to store plant nutrients as part of the business operations.Construction of the structure shall comply with prescriptive building code requirements or an engineered design shall be required and the building modified as designed. Arrange for a site meeting with a Mason County Building inspector to discuss compliance requirements and approval for use. This permit DOES NOT include approval for other structures, including factory assembled structures, that would require a separate building permit and pproval under Mason County Code chapter 14. X 9) This roject is NOT approved to create marijuana extract within the facility. A separate permit shall be required, approved, and issued prior to installing extraction equipment and/or performing extraction. To obtain a permit for an extraction operation contact Mason County Department of Community Development to obtain information required to obtai ermits. X COM2014-00135 Page 3 of 9 10) The structure is subject to inspection by the Mason County Fire Marshal. All corrections deemed necessary by the Fire Marshal, to assure the mini m fire and life safety requirements as adopted by Mason County and Washington State may be required. r X ADDRESSABLE FIRE ALARM REQUIRED: The parcel is not provided with an approved water supply capable of supplying the required fire flow. As a result mitigation shall be required including installation of an NFPA 72 addressable fire alarm system. A separate fire-protection permit application must be submitted to Mason County Dept. of Community Development, approved, and issued prior to the in Ilation of the fire protection system(s). The addressable fire alarm system shall be maintained and inspected annually. X PORTABLE FIRE EXTINGUISHERS: Install 2A10BC fire extinguishers with a maximum travel distance of 75 feet in any direction mounted no more than 60 inches above the floor to the top of the,�hit. Portable fire extinguishers shall be maintained and inspected annually. X KEY BOX REQUIRED: A key box/knox box is required to be installed in accordance with the 2012 International Fire Code Section 506. Please contact the local fire district r more information and to discuss inspections for installation of the lock box system. X 11) Chemicals or substances which are considered physical hazards or health hazards are considered hazardous materials. Storage of hazardous materials shall comply with requirements and specifications of the International Fire Code. Including but not limited to: * Provide an inventory of the hazardous materials, located in a conspicuous location. The inventory shall include informatio that clearly identifies the physical and health hazard properties of the hazardous materials. • Safeguards shall be provided to minimize risk of unintentional reaction or release that would endanger people or property. " Spill containment systems or means to render a spill harmless shall be provided where a spill may occur. • Safeguards shall be provided to minimize risk of exposing combustible hazardous materials of sources of ignition, fire, or physical damage. In addition, in the hazardous materials inventory, identify written operating and safety procedures, procedures for changes, and an emergency plan and ac ent procedures. X COM2014-00135 Page 4 of 9 12) Temporary growing structures constructed in accordance with Washington State Chapter 19.27 RCW and WAC 51-50-007 do not require a building permit. Provisions of the construction code do not apply to temporary growing structures used solely for the commercial production of horticultural plants including ornamental plants, flowers, vegetables, and fruits. "Temporary growing structure" means a structure that has the sides and roof covered with polyethylene, polyvinyl, or similar flexible synthetic material and is used to provide plants with either frost protection or increased heat retention. A temporary growing structure is not considered a building for purposes of the building and fire code. Buildinq4epartment and fire-life-safety review shall not be required for temporary growing structures that meet the definition specified in WAC 51-50- X 13) The site and buildings shall be accessible to persons with physical disabilities in accordance with ICC A117.1. Accessible routes within the site shall be provided in accordance with IBC Section 1104 and not less than 60% of all entrances shall be accessible. PARKING: Accessible parking spaces shall be located on the shortest accessible route of travel form adjacent parking to an accessible entrance in accordance the 2012 International Building Code Section 1106. Spaces shall be constructed in accordance with Section 1101.2/ICC A117.1. Accessible parking spaces shall be provided in accordance with Table 1106.1 as follows: 1 to 25 total parking spaces requires not less than one accessible parking space 26 to 50 total parking spaces requires not less than two accessible parking spaces Construction and design shall be completed in accordance with ICC All 7.1, Section 502. Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance. Car parking shall be not less than 96-inches wide and access aisles not less than 60-inches wide shall be properly marked. Parking surfaces shall be firm, stable, and slip resistant material and shall not be steeper than 1:48. Accessible parking spaces shall be clearly identified by signs containing the International Symbol of Accessibility placed not I s than 60-inches above ground surface, measured from the bottom of the sign. X 14) All interior wall and ceiling finishes shall be in compliance with chapter 8 of the 2012 International Fire code. All rooms shall have a finish of a minimu of a class C with a flame spread index of 76-200 and smoke development index 0-450. X 15) Storage ra ks greater than 5'9" and up to 8'0" in height shall be installed in accordance to manufacturer specifications for seismic attachment. When seismic attachment is not provided by the manufacturer an engineered design and attachment details shall be required. Installation specifications or engineer's design shall be available during inspections performed by the Mason County Building Department. Storage racks greater than 8-ft in height shall require an engineer's design addressing seismic conditions and attachment. In addition, storage racks 8-ft all or more shall require special inspection performed by the design professional or an approved representative. The special inspection report a engineered design shall be provided to the Mason County Building Department for approval prior to the final occupancy inspection. X COM2014-00135 Page 5 of 9 16) Means of egress doors shall be readily distinguishable from the adjacent construction and finishes such that the doors are easily recognizable as doors. Egress doors shall be side-hinged unless specifically exempted in the International Building Code, Section 1008.1.2. Door hardware used for exit doors shall be provided with lever hardware and be readily openable from the egress side without the use of a key or special knowledge or effort. Unlatching of any door leaf shall not require more than one operation. Manually operated flush bolt or surface bolts are not approved. The main exterior door or other doors are permitted to be equipped with key-operated locking devices from the egress side when the following applies: 1) The locking device shall be readily distinguishable as locked; 2) A readily visible and durable sign shall be posted on the egress side or adjacent to the door stating: THIS DOOR TO REMAIN UNLOCKED WHEN THE BUILDING IS OCCUPIED. The sign shall be in letters that are 1-inch high on a contrasting background; and 3) The se of the key-operated locking device is revocable by the building official for due cause. X 17) This prof ct is approved for compliance to the 2012 International Energy Conservation Code as amended by Washington State (IECC/WSEC) as follows: All heated spaces, not used for growing plants shall be provided with insulation: ENVELOPE: Prescriptive options in accordance with Section C 402.2 as follows: Roof: R-49 in the attic Wall insulation: min R-21, Slab insulation R-0 Fenestration including doors and windows, including store door(s) shall have a U-Factor as follows -fixed/non operable windows .38 and operable windows U-0.40or less, entrance doors U0.60 or less and skylights U-0.50 or less. Solar heat gain coefficient(SHGC) 0.40 or better except skylights SHGC 0.35 or better. Doors: U-0.37 or less and roll-up or sliding doors min. R-4.75. MECHANICAL EQUIPMENT, including heating equipment and fans (IECC/WSEC C403) Air conditioning units shall have an efficiency rating of 13.0 SEER or better. Fans, inlcuding heat rejection fans, shall comply with IECC/WSEC Section C403.2.12. Provide compliance information to the Mason County Building Dept. prior to the final inspection and during inspection. LIGHTING: New lightil2g, not used as task lighting for plant growth or maintenance shall comply with the 2012 IECC/WSEC. Provide a schedule demonstrating complia to IEC/WSEC Section C405 demonstrating compliance as needed. X COM2014-00135 Page 6 of 9 18) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are DaPntial risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at 1-800-6 82. The person signing this condition is either the homeowner, agent for the owner or a registered contractor according to WA state law. X 19) All approved plans are required to be on-site for inspection purposes. If inspection is called for and laps are not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour wi e charged and collected by the Mason County Building Department prior to any further inspections being performed or approvals granted. (IFC Chapter 50) X 22) The use, handling and storage of hazardous materials or mmable and combustible liquids in excess f 10 allons is not allow g ed without the approval of the Mason County Fire Marshal. X 23) ALL CONSTRUCTION MUST MEET OR EXCEED ALL LO AL CODES AND THE INTERNATIONAL CODE REQUIREMENTS AND OCCUPANCY IS LIMITED TO THE PERMITTED AND APPROVED CLASSIFICATION. ANY CHANGE OF USE OR OCCUPANCY CU ANCY WOULD RESULT IN PERMIT REVOCATION. CHANGE OF USE MUST BE APPROVED PRIOR TO CHANGE. x 24) The demolition and disposal of debris must meet the regulations of Mason County and Olympic Region Clean Air Agency (ORCAA). It is unlawful for any person to cause or allow the demolition (or major renovation) of any structure unless all asbestos containing materials have been identified and removed from the area to be demolished. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. For further information regarding this ordinance and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access connecting from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any construction which is proposed to be located within 25' of a Mason County road right of way, it is suggested to contact that office to review future planned work which may affect your proje X 26) Changes to appro ed building plans that affect com liance to the current Washington State Energy Code (WSEC), ventilation requirements), Building/Plumbin echanical Codes and/or Mason County Regulations shall be approved prior to construction. X 27) CONSTRUCTION P OCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the i ternational codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Buildin pector shall be made prior to requesting additional inspections. X COM2014-00135 Page 7 of 9 28) If the tank size is between 125 and 500 gallons you must follow these guidelin 1. Tank is to be 10 feet from any buidling, public way or property line. 2. If the tank is exposed to probable vehicular damage, provide protect i ollards. 3. All weeds, grass, brush, trash and other combustible material shall be kept a minimum of 10 feet away from LP containers. X 29) All property lines shall be clearly identified at the time of foundation inspection. X 30) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant veh Mason County ordinances and building regulations. X 31) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action fo a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit ho have prevented action from being taken.
