Mr.Pennock,
Mason County Public Health received two applications for septic designs and two
applications for building permits for the above mentioned property. These permits cannot be
approved based on the fact that the proposed project is considered an expansion on the
property-
The building permits propose abandoning apartment units 102 and 103 and replacing them
'with two new mobile home sites. Our records indicate the existing apartments are 1 bedroom
units,or 2 bedrooms total for spaces 102 and 103. This is based on older site plans, septic
records, and the County Assessor's records. The septic designs submitted are for 4 bedrooms
each, totaling 8 bedrooms. The building permits submitted are for 3 bedrooms each,totaling
6 bedrooms. Because bedrooms proposed to be added do not match the number proposed to
be abandoned,it is considered an increase in sewage flow or expansion.
According to the Mason County Critical Aquifer Recharge Area Ordinance,this property,
based on its acreage, is limited to approximately 3,700 gallons per day in sewage flow. The
site plan submitted with the building permit and existing records indicate this site is already
over the allowed gallons per day and therefore cannot be expanded. This decision can be
appealed to the hearings examiner.
The Critical Aquifer Recharge Area Ordinance states:
"New construction which relies on on-site systems shall not be allowed to exceed a density of one dwelling unit
per acre,or an equivalent waste-water volume,except for the development of one dwelling on lots existing or
vested by December 5, 1996,where the on-site septic system can comply with all Environmental Health
Department Standards. For the purpose of this section,the sewage flow of one single family dwelling equals one
volume of sewage equals 450 gallons per day. An exception to this may be made where a sewage treatment
system or plant is used that processes the effluem so that the total of contaminants is equivalent to or less than
that which would be produced by one dwelling unit per acre in suitable soils using individual on-site septic
systems. The intensity of non-residential development that is allowed in compliance with this standard shall be
calculated from Table 1. Alternative calculations for activities not included in Table I a may be proposed,but
the calculation method and conclusions must he approved by the County Environmental Health Department"
Table 1 defines a mobile home in a park is calculated at 300 gallons per day.
