FINDINGS The proposed FPA is compliant with the following conditions: The proponent has paid the prescribed fees. The proponent has filed a complete, signed application. A map has been received that complies with the requirements of 11.05.120: (I) Harvest boundaries and tree retention areas. (II) The approximate location of any structures. (III) The location of all existing and proposed streets, right-of-ways,easements, skid roads, haul roads, and landings within the proposal. (IV) The location of future land development including stormwater management facilities and vegetation to be retained for site landscaping, open space, wildlife habitat, screening, and/or buffers. (V) Site topography at contour intervals of 40 feet. (VI) Critical areas and critical area buffers regulated pursuant to the Critical Areas Ordinance. (VII) Drainage ways and culverts. (VIII) Site area targeted for further harvest including proposed timing. (IX) North arrow and scale shall be shown on all site plans. The scale shall be no smaller than one inch to 200 feet. That this FPA is in conformance with the following Mason County ordinances: 11.05 That the proposed FPA involves 2.5 acres on a single parcel. That the notifications required by 11.05.060 have been made if applicable. Note: Harvest unit is greater than 500 ft from a State Park. The site has no evident critical slope issues. The site slopes from North to south with a gentle slope across the property. We don't see any distinct water channels or washout areas on the site. The perimeter buffers should contain any runoff based on the site soils and the ability for site water to infiltrate into the existing soils. The site has an existing access and will not require any more road building. Existing vegetation will be pilled around the clearing edges to prevent run off and filter water from creating any wash. The unchanged topo should allow the existing run off to discharge in the same manner of the past. Once seeded the soils should contain any runoff buy way of natural infiltration. The site access enters from a privately maintained road. (N.E.Toonerville Dr.)And will have no impact on Mason county R/W This project will clear—2 Acres other than existing home site and is meant to provide pasture for horses for personal use. Clearing limits will be marked by the use of orange ribbon around the clearing limits. Logging/clearing will be done with shovel to lesson soil disturbance or channeling. Weather shouldn't be a factor due to the soils and topo of the existing site. Cleared area will be seeded by owner once cleared. Description of logging method and expected use after logging i a t Element 1: Mark Clearing Limits �� { To protect adjacent properties and to reduce the area of soil exposed to construction,the limits of construction will be clearly marked before land-disturbing activities begin. Trees that are to be preserved,as well as all sensitive areas and their buffers,shall be clearly delineated, both in the field and on the plans. In general,natural vegetation and native topsoil shall be retained in an undisturbed state to the maximum extent possible. Applicant should describe how clearing limits will be marked prior to logging and note on the site plan. Element2: Establish Construction Access Construction access shall be established and access points shall be stabilized to minimize the tracking of sediment onto public roads. If sediment is tracked off site, public roads shall be cleaned by shoveling or sweeping at the end of the day to prevent sediment from entering surface waters. Applicant should describe where the construction access will be,obtain a Road Access Permit if it is a new location,and construct access to minimize sediment tracking. Element 3: Control Flow Rates Downstream properties and waterways shall be protected from erosion due to increases in stormwater runoff volume,velocity and peak flow rate. The applicant needs to clearly identify where runoff will leave the site so potential downstream impacts can be evaluated. This element will be"not / applicable"(N/A)for most FPA!;because the increase in runoff and/or erosion due to logging will be J/ negligible. If no BMPs are proposed,the applicant needs to describe rationale:e.g.,flat topography, highly permeable soils,large vegetated buffers at site perimeter, logging method,or others. Page 3 of 7 i FPA Stormwater Minimum Requirements Guide to Preparing Required County Submittals (last update:09/2017) Element 4: Install Sediment Controls Stormwater runoff from disturbed areas shall pass through a sediment removal Best Management Practice(BMP)before leaving the site or prior to being discharged to an infiltration facility. In most cases,an FPA will not require the construction of an infiltration facility. Whenever possible,sediment laden water shall be discharged into onsite, relatively level,vegetated areas. If no BMPs are proposed,the applicant needs to describe rationale. More complex sediment control/treatment BMPs,such as infiltration facilities,should be used if sediment controls are not(or not anticipated to be)adequate for the site-specific construction activities. These BMPs are primarily used on: ■ Larger sites(i.e.greater than 5 acres),or, ■ Sites that have continual soil disturbance and are difficult to temporarily stabilize,or, ■ Sites at higher risk of erosion(i.e.slopes),or, • Sites where the downstream environment is particularly sensitive and more stringent discharge controls are required. Element5: Stabilize Soils Exposed and unworked soils shall be stabilized with the application of effective BMPs to prevent erosion throughout the life of the project. In general,cut and fill slopes will be stabilized as soon as possible and soil stockpiles will be temporarily covered with plastic sheeting. All stockpiled soils shall be stabilized from erosion, protected with sediment trapping measures,and where possible, be located away from storm drain inlets,waterways,and drainage channels. This element will be"not applicable"(N/A)for most FPAs unless there is new road construction that includes cuts and fills. If no BMPs are proposed,the applicant needs to describe rationale. Element 6: Protect Slopes All cut and fill slopes will be designed,constructed,and protected in a manner that minimizes erosion. This element will be"not applicable"(N/A)for most FPAs unless there is new road construction that includes cuts and fills. If no BMPs are proposed,the applicant needs to describe rationale. Element 7: Protect Drain Inlets All storm drain inlets and culverts made operable during construction shall be protected to prevent unfiltered or untreated water from entering the drainage conveyance system. Storm Drain Inlet Protection(BMP C220)will be implemented for all drainage inlets and culverts that could potentially be impacted by sediment-laden runoff on and near the project site. This element will be"not applicable"(N/A)for most FPAs unless there is new road construction that includes cuts and fills. If no BMPs are proposed,the applicant needs to describe rationale. Element 8: Stabilize Channels and Outlets Where site runoff is to be conveyed in channels,or discharged to a stream or some other natural drainage point,efforts will be taken to prevent downstream erosion. The general project description ,�// n and site plan should identify where runoff will leave the site at natural drainage points. Element9: Control Pollutants All onsite pollutant sources shall be handled and disposed of in a manner that does not cause contamination of Stormwater. Good housekeeping and preventative measures will be taken to ensure that the site will be kept clean,well organized,and free of debris. Applicant should describe all potential pollution sources and how they will be managed. Element10: Control De-Watering This element will be"not applicable"(N/A)for most FPAs. Element11: Maintain BMPs All temporary and permanent erosion and sediment control BMPs shall be maintained and repaired as needed to assure continued performance of their intended function. Maintenance and repair shall be conducted in accordance with each particular BMPs specifications. Visual monitoring of the BMPs will be conducted at least once every calendar week and within 24 hours of any stormwater or non- stormwater discharge from the site. If the site becomes inactive,and is temporarily stabilized,the inspection frequency will be reduced to once every month. All temporary erosion and sediment control BMPs shall be removed within 30 days after the final site stabilization is achieved or after the temporary BMPs are no longer needed. This element will be"not applicable"(N/A)for most FPAs if Element 3's 3—8 are N/A or very minimal. Page 5 of 7 FPA Stormwater Minimum Requirements Guide to Preparing Required County Submittals(last update:09/2017) , Element 12: Manage the Protect Erosion and sediment control BM Ps for this project have been designed based on the following principles(not all will be applicable): ■ Design the project to fit the existing topography,soils,and drainage patterns. ■ Emphasize erosion control rather than sediment control. ■ Minimize the extent and duration of the area exposed. ■ Keep runoff velocities low. ■ Retain sediment on site. ■ Thoroughly monitor site and maintain all ESC measures. • Schedule major earthwork during the dry season. In addition, project management will incorporate the key components listed below(again,not all will be applicable): Seasonal Work Limitations • From October 1 through April 30,clearing,grading,and other soil disturbing activities shall only be permitted if shown to the satisfaction of the local permitting authority that silt-laden runoff will be prevented from leaving the site through a combination of the following: ❑ Site conditions including existing vegetative coverage,slope,soil type, and proximity to receiving waters;and ❑ Limitations on activities and the extent of disturbed areas;and ❑ Proposed erosion and sediment control measures. • Based on the information provided and/or loca►weather conditions,the local permitting authority may expand or restrict the seasonal limitation on site disturbance. Page 6of7 FPA Stormwater Minimum Requirements Guide to Preparing Required County Submittals (last update:09/2017) • The following activities are exempt from the seasonal clearing and grading limitations: ❑ Activities where there is 100 percent infiltration of surface water runoff within the site in approved and installed erosion and sediment control facilities. Coordination with Utilities and Other Jurisdictions ' Care has been taken to coordinate with utilities,other construction projects, and the local jurisdiction in preparing this SWPPP and scheduling the construction work. Inspection and Monitoring ' All BMPs shall be inspected, maintained,and repaired as needed to assure continued performance of their intended function. ' Whenever inspection and/or monitoring reveals that the BMPs identified in this SWPPP are inadequate,due to the actual discharge of or potential to discharge a significant amount of any pollutant,appropriate BMPs or design changes shall be implemented as soon as possible. Here are my thoughts: Regarding the stormwater review. We have to calculate in the area that was logged for the house last years (because it wasn't permit exempt). By my calculations that puts the entire area of disturbed ground at 2.47 acres,which it means that it still qualifies to only be reviewed for Minimum Requirements 1-5. I have gone through the stormwater submittal and found a handful of items that I need better answers to. These are: 1. How will you prevent tracking of sediment off the site and onto the road during the logging operation? (Narrative Element 2) 2. Please address the question of on-site pollution controls(Narrative Element 9) 3. Who will be the project manager?(Narrative Element 12) Also,there is no charge to review for stormwater when you qualify for Minimum Requirements 1-5. You paid the$300 review fee for a fully engineered plan on submittal, and I believe that you qualify for a 100%refund for that. I have attached a refund request form for you. On the environmental habitat side, The County's GIS map(see below) is showing a Ns(seasonal non-fish) stream on this property, but outside of the harvest area. Our GIS maps are notoriously inaccurate for getting stream locations accurate and this instance seems to be no exception. (Can you tell me if there is a culvert under Toonerville Rd anywhere near you place?)I need to come out to the site and look for it in order to make sure the harvest unit maintains a 75' setback. I have scheduled this visit for Wednesday Sept. 12th. Cathie,you don't need to be there for the inspection, but I would appreciate it if you could secure any dogs that may be upset by my inspection. One last question, do you plan to burn the stumps and debris, or are you planning to just pile all of it along the edge of the unit? Most Forest Practice Applications will have"land-disturbing"activities of 7,000 square feet or more, meaning that Minimum Requirements#1 through#5 of the Manual will generally apply. These minimum requirements are briefly described in pages 1-2. Typically, a professional engineer is not required in these cases. Some FPAs may trigger the need to comply with all Minimum Requirements(#1-#10). These typically are projects where new road construction is necessary for harvest,particularly if there is also the need for a MEP and/or geotechnical report or study. A professional engineer is needed in these cases. PLEASE NOTE.In addition to County Code,applicants may need to obtain a Construction Stormwater General Permit(CSWGP)issued through the Department of Ecology. Minimum Requirement#1: Prepare a stormwater site plan This minimum requirement will always apply,although in a much-abbreviated form of the full requirements for an engineered stormwater site plan. The site plan used for the SEPA and/or FPA application can be used as the stormwater site plan,if it includes the following information: 1. Note the construction access location and type of stabilization to be used to prevent tracking sediment off-site. 2. Identify the clearing limits,sensitive areas and their buffers,and any trees required for preservation. 3. Note the location of any proposed sediment controls to be used to contain sediments on-site. /u cw 4. Note the location of any soil and/or slope stabilization that will occur. _ VIC t,-`- 5. Natural features may be wetlands,streams,draws, ravines,springs,etc. and constructed features could include culverts,ditches,catch basins,ponds,dikes, berms,or others. Page 1 of 7 FPA Stormwater Minimum Requirements Guide to Preparing Required County Submittals(last update:09/2017) Minimum Requirement#2: Prepare a Construction Stormwater Pollution Prevention Plan(SWPPP) This minimum requirement will also always apply and includes 12 elements. Depending on the project size, location,timing,and other considerations,some projects will need to address all 12 elements while others may only address a few. If an applicant feels that an element is not applicable,the rationale should be clearly described. See pages 3 through 7 for a FPA Construction SWPPP template applicants may choose to use. Minimum Requirement#3: Pollution Source Control This minimum requirement will likely be N/A(not applicable) because most of the BMPs will already be addressed in Minimum Requirement#2,the construction SWPPP. The applicant may want to call out G , those elements of the SWPPP that provide pollution source control;for example:"See Element 9 of the SWPPP.,' Minimum Requirement#4: Preserve Natural Drainage Systems and Outfalls The applicant should have provided a brief narrative of the natural drainage patterns and constructed drainage features on the property(Minimum Requirement#1). These locations should also be clearly identified on the site plan(also Minimum Requirement#1)with the note that they are to be protected to the maximum extent feasible. The applicant can repeat and/or reference the applicable sections from Minimum Requirement#1. If drainage systems or features need to be altered,the applicant should note the possible downstream impacts and how they will be mitigated. Minimum Requirement#5: Manage Stormwater On-Site To the maximum extent feasible, projects shall infiltrate,disperse,and retain Stormwater runoff onsite to prevent flooding and erosion impacts. Most FPAs will manage stormwater onsite through dispersion and infiltration,and can simply note that under this minimum requirement. Sites that include steep topography,and/or erosive soils, low permeability,sensitive downstream areas may require additional onsite management features and the applicant should describe how this will be accomplished. Sites that require a geotechnical report or study,or MEP are potential candidates for additional on-site stormwater management beyond dispersion and infiltration.
