Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 10/10/2013 Page 1 of 4 SP12013-00073 ` Site Inspection 10/10/2013 Case No.: SP12013-00073 Comments: Site Inspection for James Pyle on Sept. 30, 2013: Lot Description: The property [PN: 22224-76-00080] in the Rasor Rd. West area, is on the west side of Chelsey Lane and the north end of the road. A slope at less than 15 percent is oriented towards the west and the wetland and the stream buffer area. A wetland area extends farther west and south, and a stream in the west portion of the property. The parcel has native plant cover throughout. This 5-acre parcel site has the Rasor Rd. West road easement through it, but does not create a second parcel north of that road easement. The applicant wishes to develop a new residence, garage/shop, septic and well site associated with a new driveway. These findings state regulations in effect at the time of inspection, unless noted otherwise. Development Regulations standards: _Y_ The site is in the Rural Residential 5 zone. Building setbacks are 25-foot front yard setback, and 20-foot side property line and rear yard setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. _Y_ An administrative variance may be requested to reduce these setback distances from property lines, to as low as 5 feet (side yard) or 10 feet (front yard), if the shape or features of the property constrain development from the proper setbacks. This process requires application and review at the time of the building permit submittal. Resource Ordinance Standards: _N_ Slope or Landslide hazards: Slopes less than 15 percent adjacent to or within 300 feet of a proposed project were observed. The applicant does not need a geologic special report during development review. _N_ Shoreline setbacks: The Mason County Mason County Resource Ordinance Wetland setbacks applied to the site; if the Shoreline Master Program applied to the site, the area shoreline designation would be Urban Environment. _Y_ Stream setbacks: The observed Type Ns stream is a non-perennial water with little fish bearing capability and falls under the jurisdiction of the Fish and Wildlife Habitat Conservation Areas Chapter (17.01.110) of the Mason County Resource 10/1012013 Page 2 of 4 SP12013-00073 Site Inspection 10/10/2013 Case No.: SP12013-00073 Ordinance. The stream setback for a type Ns stream is composed of a 75-foot vegetation buffer plus a 15-foot building setback closest to the roof projection of a proposed structure, for a total of 90 feet from the channel migration zone (CMZ). Any portion of the new structure, including decks, balconies, and rooflines, must be behind this setback line. The 15 feet toward the stream is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward the stream is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. New residential development is not permitted within Fish and Wildlife Habitat Conservation areas or its buffers, except for as approved through a variance or reasonable use exception review process, but some activities can be done both with and without a Mason Environmental Permit. As proposed with the pre-inspection request, the applicant is seeking to build a site-built residence and shop/garage structure near to the Rasor Rd. and Chelsey Ln that will be much farther than this 90-foot setback from the stream channel edge. The site has some investigative trails and testholes for well and septic reviews, but these trails are not serious area impacts. _Y_ Wetland critical area: Planning staff confirmed that certain wetlands and associated connecting drainages, are located just to the south of the subject parcel. These critical areas are regulated under Mason County's Wetlands Chapter 17.01.070 of the Mason County Resource Ordinance. These wetlands are situated at the eastern portions of the adjacent parcel and extend to south and west. The wetlands are likely Category III wetlands with moderate plant diversity and some surface flow into and out of those wetlands. Some coordination with the parcel owner to the south to have a qualified wetland biologist delineate (boundaries identified and flagged) and characterize (rated and provided a proper development buffer + setback) the wetland areas will determine the proper review standards. Development near the wetlands shall have the suitable vegetative buffer, and buildings must be set back an additional 15 feet from the outer edge of that buffer. The wetland location WILL AFFECT the proposed location of all development (well, septic, driveways and buildings) on the properties. _Y_ The wetland and the vegetation buffer are currently intact with some trails existing through them. When planning the location of all proposed improvements or removing further vegetation for development, consider the proper buffer and setback from the wetland edge in that site plan. You would need to confirm with the Health Department what their septic system standards are to make sure about the adequacy of supplying a septic system and drainfield area(s). General process: Future site development must include a site plan, showing all setbacks from property lines, slopes, and existing and proposed improvements; this site plan will be needed for the building permit application and review.
