The repairs consist of landslide and and intake area repairs. The dam is upstream of

i. Construction of utilities may be permitted in FWHCA's or their buffers, only
when no practicable or reasonable alternative location is available and the
utility corridor meets the requirements for installations, replacement of
vegetation and maintenance outlined below. Utilities are encouraged to
follow existing or permitted roads were possible.
The location is only slightly altered from the existing location. Considering the nature of
the project,the generation of hydroelectric power,the location is necessary to provide
sufficient flow to operate the power plant.
ii. Utility corridor construction and maintenance shall protect the environment of
Fish and Wildlife Habitat Conservation Areas and their buffers.
(1) New utility corridors shall be aligned when possible to avoid cutting trees
greater than 12 inches in diameter at breast height.
(2) New utility corridors shall be revegetated with appropriate native
vegetation at not less than preconstruction vegetation densities or greater,
immediately upon completion of construction or as soon thereafter as
possible due to seasonal growing constraints. The utility shall ensure that
such vegetation survives for a three-year period.
The restoration of the landslide area will require that an acre of existing upland forest be
cut to insure the stability and integrity of the re-sloped hillside. Afterwards, in the spring
or fall,the area shall be replanted with native trees and shrubs at five feet on center,
which is expected to result in preconstruction/pre-landslide vegetation densities.
Stream Relocation
i. The channel, bank and buffer areas shall be replanted with native vegetation that
replicates a natural,undisturbed riparian condition; and,
ii. For those shorelands and waters designated as Frequently Flooded Areas pursuant
to Section 17.01.090, a professional engineer licensed in the State of
Washington shall provide information demonstrating that the equivalent base
flood storage volume and function will be maintained.
iii. Relocated stream channels shall be designed to meet or exceed the functions and
values of the stream to be relocated as determined by the monitoring in the
Habitat Management Plan.
The channel, bank, and areas of Winter Creeks buffer that do not currently support
sufficient native vegetation and are not roadway or appurtenant to the intake area will be
replanted with native trees and shrubs, as per the Habitat Management Plan (Lilliwaup
Falls Power Project, 2012).
Winter Creek is not a designated Frequently Flooded Area, as per the document, Flood
Insurance Study for Mason County,revised December 8, 1998.
Presently, the channel of Winter Creek(for approx. 80 to 100 feet upstream from the
intake area and Lilliwaup Creek) is channelized and aggraded with coarse alluvial
sediments. The stream lacks basic and complex habitat features, such as large woody
debris, undercut banks, overhanging vegetation (and bank vegetation in general), large
rock, and pools. Fish passage is severely compromised, as the stream has avulsed to flow
directly at, then adjacent to the intake structure, before discharging into Lilliwaup Creek.
The removal of approx. 135 cubic yards of alluvial sediments from Winter Creek (and the
intake area)will alleviate flooding at the immediate site, as well as aggradation of coarse
sediments downstream(in the anadromous reach of Lilliwaup Creek), which is
detrimental to the spawning efforts of ESA listed salmonid species. The proposed stream
relocation will add large woody debris (where there is none) and native vegetation in
excess of the amount that is currently growing along the lower reach of Winter Creek.
The slight relocation to the west will significantly improve fish passage by allowing for
an unobstructed discharge into Lilliwaup Creek.

floodplain.
4. The proposed project includes the installation of stormwater drainage that will alleviate
unnatural surface flows and potential downslope erosion until re-vegetation has time to
become established.
5. The slope will be replanted with native trees and shrubs as per a planting plan in the
HMP.
