Projects which disturb more than one acre(regardless of total lot size)will require an engineered stormwater plan consistent with the Mason County Stormwater Ordinance(Chapter 14.48.)and the 2012 WSDOE Stormwater Manual.Applicants will be charged for Public Works staff time to review these plans and applications. Property owners should also be aware that the Washington State Department of Ecology(WSDOE)might ask for a NPDES(National Pollution Discharge Elimination System)Permit.The threshold for such a permit is equivalent to Mason County's threshold. Element 3:There shouldn't be any real runoff due to our logging,the soils are very permeable and there will be lots of large vegetated buffers along our site perimeter. I get all the Kudos, it wasn't easy but I got it in on a hot day. On the Woodpecker how about at the bottom of the unit we leave a 35' Buffer the entire length of the unit? Do you have a better idea, I am new at this?? I didn't notice the pecker holes when I've been out there, I know if we log some of the snags will be knocked over and at times when you leave them they become a danger for the public,tops breaking out and hitting someone 35'x 350' equals 12,250 sq ft.Our code does not have any numeric standards, so I am agreeable to this design provided that WDFW does not recommend something else in their SEPA comment (if any). With your permission I will modify your site to incorporate this leave area. On the gravel, if we log in the summer I will only rock the top 100' so no dirt is drug onto Razor road,so if we say 100'x 12'that is 1200 sq ft What is the number I am trying to stay under? 5,000 is the magic number, so 1,200 is well within the parameter. There is a dip in getting off the property by Razor road , I was thinking to put a load of larger rock in there like they do in a construction entrance which I felt would pretty much take care of that dip?? I just talked with Trish Woolett in the Building Dept who reviews land modification (grading) permits and she think that what is being described here would not require a permit. Keep in mind that 200 cubic yards is the threshold for a land mod permit. Roughly how many cubic yards of material do you think would be involved in putting this road in (excluding the gravel)? Kudos to whoever hung those flags because that ground cover was dense. I didn't make it all the way to the back of the parcel. There are a number of dead and dying trees on the parcel which have been used by woodpeckers for forage habitat. Some of the observed holes are the large ones typical of Piliated Woodpeckers, which g g t3'p are protected in Mason County. You could apply for Mason Environmental Permit with a Habitat Management Plan written by a qualified wildlife biologist to take these snags out. However a simpler way to address the issue would be for you to proposed a leave area, which I wold then pass on to Fish & Wildlife for their opinion. This would be a quicker and cheaper alternative to the MEP/HMP process. Please let me know how you want to proceed. Thanks for the stormwater and erosion control document. I'm sorry to say that based on the 3,600 sq ft of gravel access road, I think that you need to address Minimum Requirements 1-5, not just#2. You say that the driveway will require no cut and fill, but looks like there is a four or five foot drop off from the edge of Rasor Rd to the natural grade of the site. Surely that will require some fill. I noticed the culvert under Rasor Rd that delivers seasonal runoff onto your parcel. I also saw that it meanders around a bit before it infiltrates into the ground. The County doesn't have any regs on this specifically as long as it doesn't cause problem off site. I'm glad to see that you already know that you need a Road Access Permit from Mason County Public Works. I won't be able to approve the permit until you have that in hand.
