Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Kell McAbov Land Use Planner Mason County Planning Department 8/28/2006 1 of 3 SP12006-00208 Site Inspection 8/28/2006 Case No.: SP12006-00208 Comments: Pre-inspection for Teresa Gauld for the purpose of determining minimum shoreline setback for expansion/remodel of existing residence to include a deck. Planning department regulates building use, height, setbacks and total footprint. Please contact the Environmental Health (EH) department with questions regarding septic and/or water. Zoning: The zoning designation for the site is Rural Residential 5 (RR5). Standard setbacks for this zone are a 25-foot front yard setback and a 20-foot setback for side and back yards. The front yard refers to the lot line adjacent to the property access, including access easements. The setbacks are measured from structures above grade such as roof overhangs (roof gutters), and other structures/appurtenances, including heat pumps etc. When the lot width is less than 100 feet, setbacks would equal 10% of the lot width. An administrative variance can be applied for to get a reduction in the required setbacks (minimum of 5 feet for sides, minimum of 10 feet for front and rear) if the lot meets certain criteria. Other setbacks can apply when critical areas are present, see below. Height limit per Mason County Development Regulations 1.04.224.0 is 35 feet. Geological/landslide hazards: Any slope higher than 10 feet, over 15% (8.5 degrees) grade and within 300 feet of proposed development will require a Geotechnical Assessment to evaluate slope stability on and near the site. The assessment must meet the requirements of the Mason County Resource Ordinance (MCRO) section 17.01.100 EA. The assessment must also state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. See MCRO 17.01.100, ET A Geotechnical Report may be needed if through a Geotechnical Assessment it is determined necessary, or if slopes are in excess of 40% (21.8 degrees) See MCRO 17.01.100 E. This site will require a Geotechnical Report to address the stability of the existing concrete wall and any proposal to change it. Shorelines: Shoreline is designated as Urban per the Mason County Shoreline Master Program (MCSMP). The closest projection of the existing residence is 35' from the face of the rock bulkhead as measured in the field. Sideways expansion can occur (to the north and south) as long as the minimum 35' building setback from the face of the bulkhead is maintained per 17.01.110.D.2.a.1)(a). Setbacks are measured from the furthest projection of the building, including roof eves and uncovered decks. General process: Proposals for future site development must include a site plan showing all building setbacks from property lines, easements and any critical areas (slopes greater than 15%, streams, wetlands, shorelines & floodplains) for building permit application submittal.
