Although there is no comment period, we would like to note the following concerns: Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand, silt, and soil will damage aquatic habitat and are considered pollutants. The property has a fish hatchery,which is run by"Long Live The Kings"and National Marine Fisheries. There is also a hydro-electric plant on the property. The area in front of the house has a lawn sloping to the bulkhead with a walkway. The reason for access from the gravel bar and ramping to bulkhead,is to preserve the vegetation on the hillside and minimizing impact to the vegetative buffer zone. Access from the gravel bar would decrease the potential for erosion on the hillside by not disturbing the hill. Also building small ramp above OHWM would minimize impact to buffer zone. There is only five plant species where the ramp location would be. There are blackberry,salmonberry, wild cherry,ivy,and indian plum which just need to be trimmed. By building the ramp all the large trees would be protected and not disturbed. The project is on Lilliwaup Creek and the area we need to work on is now a dry gravel bar. Erosion measures are silt fencing and small pump for ground water seepage. Also to do the project in the dry season to keep sediment out of creek. The engineered plan is to repair behind bulkhead and also add drainage to help prevent future failure of bulkhead. The bulkhead does protect a house and if failed, would add sediment to Lilliwaup Creek and possible damage to the fish hatchery administered by Long Live The Kings and Natural Marine Fisheries. We have been in contact with Jim Fraser of Wash. State Fish and Wildlife about access and building a ramp above OHWM. The access will be from the gravel bar. Accessing from the slope would damage the vegetative buffer and would increase the risk of erosion. We are trying to minimize the impact on the vegetation by this access. This route is the same as when we did the rock protection in front of the bulkhead. The ramp will be removed as soon as the project is completed and will be seeded and replanted with native plants. By not doing anything,the risk of failure would be high if we had a large storm event. We encourage the agencies to visit the site and see for themselves. Plants now on site are blackberry,wild cherry,salmonberry,and some large trees on the slope,which we would like to protect. The erosion measure will be silt fencing in front of the work area. August 21, 2001 Page 2 The vegetation that would need to be removed is some blackberry,salmonberry,and ivy. The wild cherry and indian plum need to be trimmed back. When the project is completed replant with native plants such as western red cedar and salmonberry. Then straw would be placed right after removal of ramp. This access would be the most sound environmental method and still do the work. The area of the ramp,40 feet long and 8 to 10 feet wide, is the area needed for access and no digging will be done.Just rock will be placed on the ground and build the ramp. Applicant acknowledges that repair plan may need to be modified based on agency comment, and county requirement that project have minimum impact on stream hydrology and habitat. As part of applicants work developing plans with contractor, applicant is to explore options which have the minimum possible impact on stream. This exploration should result in a revised plan. 2) Proposal requires certification from an engineer licensed in the state of washington, which assures the public and Mason County that this project will not negatively impact the stream hydrology or flooding downstream of this project. 3) Temporary erosion control features shall be in place prior to the start of construction and remain in place until the site has stabilized. Upland areas disturbed by this project shall be revegetated and maintained until reveg. has been established. 4) Proposal shall comply with all aspects of the Shoreline Management Act and the local Shoreline Master Program. Lilliwaup Falls Generating Co. P.O. Box 227 Lilliwaup, WA 98555 To whom it may concern: It has recently been brought to my attention that a concrete bulkhead on the Lilliwaup Trust property is in need of repair. The bulkhead acts as a retaining wall to a steep yard that also supports a large house. The bulkhead is made of concrete that was poured sometime in the 1930's. Two professional contractors have inspected the wall and made observations that some immediate attention is needed to repair the bulkhead. There are large cracks and pieces of the wall missing that will allow water to wash away the dirt behind the wall. Currently there are sink holes on the back side of the wall and other areas where the yard has fallen up to a foot or more. At normal winter flows the river will cover the lower portion of the wall and at times of significant floods three quarters of the wall will be subjected to the rivers current. The contractors suggest that we place large rocks along the wall to lessen the flow of current directly impacting the bulkhead. The rocks will have to be installed by a medium sized excavator or another piece of heavy equipment. There is limited access to the area where the rocks need to be placed. Most likely the machery will have to drive on the gravel bar adjasent to Lilliwaup Creek. If the work is done prior to the end of August there will be no negative effects to aquatic life or water quality. However if no work where to be done to the bulkhead small amounts of soil from behind the bulkhead will certainly leak in to Lilliwaup Creek this fall, winter and spring. The worst case senerio would be for the wall to fail completely and deposit large amounts of soil in to Lilliwaup Creek. Work would then have to be done during the salmon and steelhead migration to stabilize the area. I personally feel that if the work were to occur this summer there would be less environmental impact to the surrounding area.
