(WAC 197-11-340)
Description of Proposal :
Remove rock slide from over concrete flume, repair concrete flume, add
steel cap to flume to prevent rock from entering flume in the future. Work
will occur during summer low flows and will occur outside the wetted
perimeter of Lilliwaup River.

Take HWY 101 to Lilliwaup, turn left on Lilliwaup Road. Site is at end of
Lilliwaup Road (approximately 1/2 mile up) .
Lead Agency: MASON COUNTY
The Lead Agency for this proposal has determined that it does not have a
probable significant adverse impact on the environment . An Environmental
Impact Statement (EIS) is not required under RCW 43 .21C. 030 (2) (c) . This
decision was made after review of a completed Environmental Checklist and
other information on file with the Lead Agency. This information is
available to the public upon request.

This DNS is issued under 197-11-340 (2) , the Lead Agency will not act on
this proposal for 15 days from the date below. Comments must be
submitted by 04/16/98 .

RE: Repair of exhaust flume at Lilliwaup Falls Generating Co. , and
covering of the exhaust flume with a metal cap.
Dear Mr. Allen:
Mason County Department of Community Development is contacting you
regarding the proposal to repair the exhaust flume at your site
referenced above. We have attempted to contact you by phone,
leaving messages, but to date have not yet received a response.
Your proposal will require application for:
(1) A shoreline exemption, since it meets the criteria for
maintenance and repair as set forth in Mason County' s Shoreline
Master Program Chapter 7 . 13 . 010 (2) . Since you have already
submitted the appropriate JARPA form, we are only waiting for the
$27 . 00 fee, and an update to the description page, to reflect that
you have changed the proposal to include a metal cover, rather than
a concrete one.
(2) SEPA review is also required; the fee for this review is
$110 . 00 . A blank environmental checklist is enclosed for your use .
(3) We have spoken to Warren Colvin of Mason County' s Building
Department, and based on the description of your proposal, and the
submitted photographs, he states that a building permit is not
required. If you have further questions about what the threshold
might be for a building permit, please contact Warren directly at
(360) 427-9670 extension 551 .
Once we have received the required documents and fees, we will
begin the SEPA review process . If you have any questions
whatsoever, please feel free to contact me at (360) 427-9670
extension 294 .

I 'm working on a project where they are
going to cover the Lilliwaup Falls
hydroelectric generating plant water
flume with metal plates, so that when
rocks fall off the cliff it won't block
or break the flume. Warren says doesnt
need a building permit, and anyway he
doesnt have a way to plug in values to
it. Applicants say its going to cost
the around $2, 000. for the metal,
they'll install themselves.
They also have to do some repair to the
concrete. , but that would be maint and
repair.
Shoreline exemption for the metal
cover? I've seen the site, and its all
above the ordinary high, and they wont
clean up any rocks till the summer when
the waters lower anyway.
