The subject property is located in the Southwest'A of Section 34,Township 22 North, Range 02 West, W.M. (Mason County Tax Parcel Number 22233-52-00072). SVC investigated the site to determine if any potentially-regulated fish and wildlife habitat conservation areas or species are located on or adjacent to the subject property, and to evaluate potential impacts to such areas by the proposed project. This Technical Memorandum documents the results of this assessment and provides a Habitat Management Plan in conformance with Mason County requirements. Figure 1. Subject Property Location. s* 4fi► a �1 >rt ' �! i • if max. 2076.0001 E Mason Lake Dr E 1 Soundview Consultants LLC Fish and Wildlife Habitat Management flan June 12,2020 I Background Data The subject property abuts the freshwater shoreline of Mason Lake and is within the Residential Shoreline environmental designation. This shoreline is well developed with long, narrow lots perpendicular to the shoreline. Shoreline lots vary in width but are generally about 45 to 60 feet wide. The majority of these shoreline lots are improved with single family residences. According to the North Mason Chamber, Mason Lake was originally a summer vacation community but today more than 1,000 year-round residents live along its shoreline (North Mason Chamber,2019). Prior to the site investigation,background research was conducted using Mason County Geographic Information System (GIS) data, the Washington Department of Natural Resources (DNR) stream typing map, the Washington Department of Fish and Wildlife (WDFW) Priority Habitat and Species (PHS) database,the WDFW SalmonScape mapping tool,the U.S.Fish and Wildlife Service (USFWS) National Wetlands Inventory(NWI),and various orthophotographic resources. Background research maps are presented in Appendices 131 through B6. The subject property is located along the freshwater shoreline of Mason Lake,which is considered a Shoreline of the State (Type S water). The WDFW SalmonScape (Attachment Bl) and PHS (Attachment 132) databases identify documented winter steelhead, cutthroat trout, chum and coho salmon presence within Mason Lake. Mason County Stream and Wetland Inventory (Attachment 133), USWFS NWI (Attachment B4), and WDFW PHS identify a potential wetland offsite approximately 250 feet east of the subject property; USWWS NWI maps the offsite wetland as a freshwater forested/shrub wetland. The offsite wetland is located over 500 feet away from the proposed project site. No direct or indirect impacts to the offsite wetland or buffer are anticipated, therefore, the offsite wetland will not be addressed further in this Technical Memorandum. Mason Lake and the offsite wetland area are mapped by FEMA as being located in a 100-year floodplain (Attachment 135);however the proposed project is not located within the mapped 100-year floodplain. No other potentially-regulated fish and wildlife habitat conservation areas are identified within 315 feet of the site. Methods A site investigation was performed by a qualified scientist in March 2020. The investigation consisted of a walk-through survey of the subject property and any accessible areas within 315 feet of the subject property for potentially-regulated waterbodies, fish and wildlife habitat,and priority species. Select fish and wildlife habitats and species are regulated as critical areas per Mason County Code (MCC) 8.52.170 and subject to restricted uses/activities under the same title. Ordinary high water (OHW)mark determinations were made using WSDOE's method as detailed in Determining the Ordinary High Water Mark for Shoreline Management Act Compliance in Washington State(Anderson et. al.,2016) and the definitions established in the Shoreline Management Act (Revised Code of Washington [RCW] 90.58.030(2) and Washington Administrative Code (WAC) 173-22-030(11). To mark the OHW of the Mason Lake shoreline,blue surveyor's flagging was alpha-numerically labeled and tied to wooden stakes. The OHW was also mapped with Satellite/GIS technology(Attachment C). The fish and wildlife habitat assessment was conducted by a qualified fish and wildlife biologist in the same site visit. The experienced biologist made visual observations using stationary and walking 2076.0001 E Mason Lake Dr E 2 Soundview Consultants LLC Fish and Wildlife Habitat Management Plan June 12,2020 survey methods for both aquatic and upland habitats noting any special habitat features or signs of fish and wildlife activity. Results The lakeward portion of the subject property is developed with an existing single-family modular residence,landscaping(which includes a landscape wall,planting bed and gravel area),and a dock and boadift. The dock and boatlift are waterward of OHW;all other features are located within the Fish and Wildlife Habitat Conservation Area buffer, landward of OHW; the existing residence is located approximately 50 feet from the OHW. Photographs of existing site conditions are included in Attachment A The subject property gradually slopes downward toward Mason Lake to the northwest (Attachment B6). Existing vegetation within the shoreline buffer area includes western red cedar (Thuja plicata), Douglas Fir (Pseudotsuga men#esir), salal (Gaultheria shallon) and evergreen huckleberry (Vacdnium ovatum). Much of the shoreline buffer is unvegetated due to a gravel area used as a pathway to the dock. The shoreline waterward of OHW contains predominantly gravel and small cobble over a low- sloping beach. The shoreline adjacent to the dock and boat lift is devoid of large woody debris(LWD) and rooted aquatic vegetation. Other than the shoreline of Mason Lake, no potentially-regulated wetlands, fish and wildlife habitat,or listed species were observed within 315 feet of the project area The subject property abuts the freshwater shoreline of Mason Lake,which is designated as a Fish and Wildlife Habitat Critical Area (FWHCA) per MCC 8.52.170(B), and subject to a 100-foot protective buffer based on the residential environmental designation along this area of shoreline per MCC 17.50.110.B.3.a; however, this property;is subject to the "common line" setback for residential lots under MCC 8.52.170(E)(3)(b). The common line setback onsite is approximately 32 feet from the OWH, indicating the minimum shoreline setback of 35 feet would apply per MCC 8.5 2.17 0(E)(3)(b)(iii)(a). Habitat Management Plan The following Habitat Management Plan has been prepared in accordance with the requirements specified under MCC 8.52.1700) to offset the proposed project impacts within the Mason Lake FWHCA landward of the common line as required per MCC 8.52.170(E)(3)(b)(tn)(b). Description of Impacts The proposed project has been carefully designed to avoid impacts to the identified critical area and associated setback line to the greatest extent feasible, and all direct FWHCA impacts are avoided; however,minor buffer impacts are proposed in the existing developed yard landward of the common line setback. The proposed project design includes building a double wide modular home on the existing gravel and maintained yard footprint. The proposed double wide modular home is approximately 27 feet wide by 62 feet long, and will be installed on the existing gravel footprint, expanding 2 feet into the Mason Lake FWHCA buffer however,11 feet landward of the common line setback and 9 feet landward of the minimum setback. FWHCA buffer impacts are expected to be minimal as all work is proposed on the existing gravel footprint and maintained yard/lawn, and no removal of existing native vegetation is required. A site plan is provided in Attachment C. 2076.0001 E Mason Lake Dr E 3 Soundview Consultants LLC Fish and Wildlife Habitat Management Plan June 12,2020 Species Analysis The proposed project is not expected to adversely impact any protected species,as the project will not result in significant loss of vegetation, impacts to waters, habitat isolation, bank armoring, reduced flood storage capacity,degradation of water quality,or long-term construction-related effects such as elevated noise or turbidity levels. The construction will not interrupt littoral drift and will allow for continued,if not improved,input of organics and light necessary to support a variety of aquatic pelagic and benthic organisms. The proposed buffer enhancement actions will improve onsite shoreline habitat functions over existing conditions. As summarized in Table 1 below, MCC 8.52.170(B) provides a list of species of local importance in addition to Federal and State-listed threatened,endangered, and sensitive species known to occur in Mason County. The proposed project is not anticipated to adversely affect any protected species. Table 1. No increases in turbidity are therefore will have negligible effect on fish behavior or anticipated as no in-water work is proposed, tl1 survival. Temporary increases in terrestrial noise will have no effect on fish species. There will be no disturbance to native vegetation adjacent to the shoreline and no measurable impacts to in-water habitat or functionality. In addition, the use of appropriate BMPs are anticipated prevent any measurable impacts to water quality. The indirect effects are expected to be highly discountable,and no work is proposed below OHW;therefore,the proposed project will have no effect on fish. Reptiles and Amphibians The only protected reptile species that may occur within Mason County is the Western pond turtle. According to WDFW,Western pond turtle occurs in streams, ponds,lakes,and wetlands at only six known locations in Washington State and one of which is in Mason County. As Mason Lake is not known to be inhabited,the project will have no effect on the Western pond turtle. The protected amphibians that may occur within Mason County are primarily associated with the Olympic Mountains or stream environments. As neither of these environments exist onsite,it is highly unlikely that any protected amphibians are located within the project area. Due to the unlikely presence of protected amphibian species within the project area, the project will have no effect on protected amphibians. Mollusks The Newcomb's littorine snail and Olympia oyster are the only protected mollusk species within Mason County, however the proposed project on Mason Lake is not within the Newcomb littorine P P p 1 2076.0001 E Mason Lake Dr E 6 Soundview Consultants LLC Fish and Wildlife Habitat Management Plan June 12,2020 snail or Olympia oyster habitat,as these are intertidal marine organisms. As such,the project will have no effect on the Newcomb's littorine snail or Olympia oyster. Birds The shoreline area may provide foraging opportunities for shoreline-associated birds; no removal of native vegetation is proposed, therefore no significant impacts to bird habitat or functionality are expected. Buffer enhancement and the planting of native vegetation should increase onsite shoreline buffer habitat functionality. Sound resulting from project activities will be below precautionary harassment/injury guidelines for Endangered Species Act(ESA) listed species that may be present in the proposed project area. As the project proposes negligible short-term disturbance of potentially- suitable habitat and noise levels are below precautionary levels, the project will have no effect on shoreline-associated birds. Mammals Many of the terrestrial mammals that may occur within Mason County have specific habitat needs or are endemic to certain locations. The only species with potential to use onsite habitat are the Townsend's big-eared bat and the Keen's long-eared bat,which may incidentally use the property for foraging purposes. Due to the lack of documented presence in the vicinity,and no proposed removal of native vegetation, the project will have no effect on the Townsend's big-eared bat or the Keen's long-eared bat. Furthermore,like many other shoreline properties in the vicinity,the subject property lacks the presence of the continuous old-growth forest habitats necessary to sustain these bat species. The project will have no effect on the other protected mammal species potentially found in Mason County. Habitat Enhancement Goals and Objectives This Habitat Management Plan identifies the habitat enhancement actions that have been developed to mitigate for building within the Lake Mason FWHCA landward of the common line setback. The objectives of the proposed habitat enhancement plan are to enhance habitat functions within the Mason Lake FWHCA buffer through planting native vegetation. Planting native shrubs and herbaceous plants will provide additional nesting and forage, as well as produce organic input to the shoreline environment and improved soil retention. Mitigation Sequencing MCC 8.52.1700) allows for modifications within the shoreline environment provided that mitigation sequencing is demonstrated to first avoid,then minimize,and as a last resort,mitigate for unavoidable reductions or alterations to the shoreline environment. The following discussion addresses specific actions taken to fulfill mitigation sequencing for this project for the required buffer modifications. 1. Avoid the impact all together by not taking a certain action or parts of an action; The proposed project has been carefully designed to avoid impacts to the identified FWHCA buffer to the greatest extent feasible,and all direct impacts are avoided;however,minor buffer intrusion in a portion of the existing gravel area is necessary in order to accommodate the proposed residence. The proposed minor buffer modification is the minimum impact necessary to meet the Applicant's objectives. 2. Minimise the impact by limiting the degree or magnitude of the action and its implementation, by using appmpriate technology, or by taking afrmative steps to avoid or reduce impacts; 2076.0001 E Mason Lake Dr E 7 Soundview Consultants LLC Fish and Wildlife Habitat Management Plan June 12,2020 All reasonable measures have been taken to minimize impacts to the greatest extent feasible, including utilizing the existing gravel footprint to minimize the amount of new impervious surface to the extent possible. In addition, the proposed modifications will take place in an area that is already impacted by the previous residential development;the existing gravel area where the new residence will be built currently provides extremely low buffer functionality. Appropriate best management practices (BMPs) and temporary erosion and sediment control (MSC) measures will be implemented for the duration of project activities to minimize any potential temporary construction impacts. 3. Rectifi,the impact by repainn& rehabilitating or restoring the sensitive areas; The proposed buffer intrusion areas are already impacted by the existing gravel footprint from the previous residential development. The proposed project will not result in any vegetation clearing. Mitigation for the proposed buffer modifications will be offset via habitat enhancement creating a higher functioning, currently cleared portion of the property as outlined below. The habitat enhancement area will increase Mason Lake FWHCA protection and buffer function upslope by providing greater screening and filtering of sediments and pollutants, reducing surface water flows. 4. Reduce or eliminate the impact over time by prevention and maintenance operations; No specific prevention or maintenance operations are proposed. Mason Lake FWHCA and the proposed modified common line setback area will be avoided by the proposed project and any future development. S. Compensate for the impact by replacing, enhancing or providing substitute areas and environments and replace The ecological processes and functions of the resource;and The minimal FWHCA buffer impacts will be offset through the proposed habitat enhancement plan(Attachment C)which will result in a net gain in overall buffer functionality. Approximately 334 square feet of FWHCA buffer will be impacted by an increase in impervious surface and replaced by 334 square feet of habitat enhancement to the northeast of the proposed development landward of the common line setback. The proposed habitat enhancement will offset low functioning developed yard/lawn area with high functioning native shrub and herbaceous plants, thus increasing buffer functionality and Mason Lake FWHCA protection. 6. Monitor the impact and taking appropriate corrective measures The project proposes annual monitoring to be conducted by the homeowner for a period of three(3)years following installation as detailed in MCC 8.52.275.B. The inspection will occur in August or September of each year. Maintenance and monitoring measures include the condition, plant species, and the number of individuals surviving at the time of monitoring, and additional or corrective measures which should be taken to ensure the success of the restoration. Following annual homeowner inspections, the homeowner will prepare a brief report and photograph documentation in email format for the County that documents the monitoring results. 2076,0001 E Mason Lake Dr E 8 Soundview Consultants LLC Fish and Wildlife Habitat Management Plan June 12,2020 Mitigation_ Strat e The objectives of the proposed non-compensatory mitigation actions are to enhance habitat functions associated with onsite buffer area along the shoreline environment. The project proposes to restore areas temporarily impacted during construction activities and provide additional enhancement of up to 334 square feet landward of the common line around the proposed residential development through the planting of native shrubs and herbaceous plants. Proposed native shrubs and herbaceous plants will provide improved screening of the adjacent critical area, minimize dust, light, and physical obtrusions, and provide habitat protection. Disturbed areas within the FWHCA buffer will also be hand-seeded with a native grass seed mix,as needed;although not anticipated as the proposed project will be located almost entirely on the existing gravel footprint. The enhancement actions will primarily rely on the use of hand tools where possible. Existing trees will be retained. Overall, the proposed enhancement actions will provide additional protective screening between the single-family residential developments and the Mason Lake FWHCA,while also increasing plant diversity. Mitigation Specifications The following specifications are established as a set of minimum standards for proper implementation of the enhancement actions.Additional actions,modifications,and/or substitutions may be approved in advance by the responsible Wetland Scientist. A FWHCA vegetation plan is included in Attachment C. The sections below outline the planting plan and proposed vegetation species,spacing,and general location of planting areas. Performance Standards The goals and objectives for the proposed enhancement actions are intended to ensure no net loss of ecological functions relative to pre-disturbance conditions. The goals and objectives of the enhancement actions are as follows: Goal 1 — Enhance native vegetation cover and root structure within the Mason Lake FWHCA common setback line and shoreline environment. Objective 1— Increase area of native shrub and herbaceous plant species in a currently degraded area within the Mason Lake FWHCA and shoreline environment. Performance Standard 1.1 — Minimum plant survivorship will be at 80 percent of installed plants at the end of Year 1 and in following Years 2 and 3 (replacement of lost plants required if mortality rate exceeds 20 percent). Due to the high planting density, specified planting survival will result in sufficient cover and root structure. Native recruits may be counted towards survivorship totals. Performance Standard 1.2—Non-native invasive plants will not make up more than 10 percent total cover in any growing season during the monitoring period following Year 1. Plant Materials All plant materials to be used for enhancement actions will be nursery grown stock from a reputable, local source. Only native species are to be used;no hybrids or cultivars will be allowed. Plant material provided will be typical of their species or variety;if not cuttings they will exhibit normal, densely- developed branches and vigorous,fibrous root systems. Plants will be sound,healthy,vigorous plants free from defects,and all forms of disease and infestation. Bare roots or container stock may be used. 2076.0001 E Mason Lake Dr E 9 Soundview Consultants LLC Fish and Wildlife Habitat Management Plan June 12,2020 Container stock shall have been grown in its delivery container for not less than six months but not more than two years. Plants shall not exhibit rootbound conditions. Under no circumstances shall container stock be handled by their trunks,stems,or tops. Fertilizer will not be used to protect water quality of Mason Lake. Mulch will consist of sterile wheat straw or clean recycled wood chips approximately 1/2 inch to 1 inch in size and 1/2 inch thick. Plant Scheduling,Species.Size,and Spacing All planting should occur between September 1 and May 1 to ensure plants do not dry out after installation,or temporary irrigation measures may be necessary. All planting will be installed according to the procedures detailed in the following subsections using the species and densities in the FWHCA vegetation plan included in Attachment C. All plant material shall be inspected upon delivery. Plant material not conforming to the specifications above will be rejected and replaced. Rejected plant materials shall be immediately removed from the site. Under no circumstances shall container stock be handled by their trunks,stems,or tops. Product Handling,Delivery.and Storage All precautions customary in good trade practice shall be taken in preparing plants for moving. Workmanship that fails to meet industry standards will be rejected. Plants will be packed,transported, and handled with care to ensure protection against injury and from drying out. If plants cannot be planted immediately upon delivery they should be protected with soil,wet peat moss,or in a manner acceptable to the responsible Project Biologist. Plants,fertilizer,and mulch not installed immediately upon delivery shall be secured on the site to prevent theft or tampering. No plant shall be bound with rope or wire in a manner that could damage or break the branches.Plants transported on open vehicles should be secured with a protective covering to prevent windburn. Preparation and Installation of Plant Materials for all container stock. The its should be at Circular plant pits with vertical sides will be excavatedp least 12 inches in diameter,and the depth of the pit should accommodate the entire root system. The bottom of each pit will be scarified to a depth of 4 inches. Broken roots should be pruned with a sharp instrument and rootballs should be thoroughly soaked prior to installation. Set plant material upright in the planting pit to proper grade and alignment. Water plants thoroughly midway through backfilling. Water pits again upon completion of backfilling. No filling should occur around trunks or stems. Do not use frozen or muddy mixtures for backfilling. Form a ring of soil around the edge of each planting pit to retain water and install a 4- to 6-inch layer of mulch around the base of each container plant. Optional Temporary Irrigation Specifications While the native species selected for planting are hardy and typically thrive in northwest conditions, and the proposed enhancement actions are planned in areas with sufficient hydroperiods for the species selected, some individual plants might perish due to dry conditions; therefore, irrigation or regular watering may be provided as necessary for the duration of the first two growing seasons while the native plantings become established. Maintenance and Monitoring Plan The Applicant is committed to compliance per approved plans as well as achieving and maintaining overall success of the enhancement project. As such, the Applicant will continue to maintain the 2076.0001 E Mason Lake Dr E 10 Soundview Consultants LLC Fish and Wildlife Habitat Management Plan June 12,2020 project,keeping the site free of non-native invasive vegetation,trash,and yard waste. The enhancement actions will rely primarily on the planting and maintenance of native vegetation. The project proposes annual monitoring to be conducted by the homeowner for a period of three (3) years following installation as detailed in MCC 8.52.275.B. The inspection will occur in August or September of each year.Maintenance and monitoring measures include the following: 1. The condition plant species; 2. The number of individuals surviving at the time of monitoring; 3. Additional or corrective measures which should be taken to ensure the success of the restoration; Following annual homeowner inspections,the homeowner will prepare a brief report and photograph documentation in email format for the County that documents the monitoring results. Additional Recommendations The following additional recommendations are provided to minimize the potential for adverse impacts to the shoreline or potential fish and wildlife habitat: • Perform no construction activities,equipment/materials staging,fill placement,or other work waterward of the OHW mark. Keep heavy equipment and vehicles off shoreline and waterward of the common line setback/minimum setback area. • Maintain and preserve existing native trees and shrubs that do not pose a health and safety risk. • Manually remove any invasive vegetation within the 100-foot shoreline buffer area. • Use of chemicals and herbicides should be avoided within the FWHCA. • Incorporate all other appropriate BMP measures to minimize impacts to critical areas and their buffers. Conclusions The site investigation identified FWCHA Mason Lake within 315 feet of the subject property. No potentially-regulated fish and wildlife habitat areas were identified within 315 feet of the subject property. In addition,the site does not appear to be encumbered by any offsite critical areas. As such, the project is proposed outside of any other potentially-regulated fish and wildlife habitat and/or associated buffers and is consistent with Shoreline Use Policies for the Residential Shoreline environment designation. Through careful planning efforts, the proposed project avoids direct impacts to Mason Lake;however,minor impacts to a limited area of the Mason Lake FWCHA buffer are necessary to facilitate installation of the proposed single-family residence.
