The Decision was dated 4/27/10 and conditionally approves the permit by the Hearing Examiner. The conditions are listed within the staff report. The request for the Shoreline Substantial Development Permit was approved pursuant to the Mason County Development Regulations specifically for three phase buried power cable within shoreline jurisdiction. Shoreline Substantial Development 6 (SHR2010-00004) 7 8 INTRODUCTION 9 The applicant requests a Shoreline Substantial Development Permit for the 10 replacement of an existing 1400 ft. section of overhead power distribution line with underground cables along Highway 101 in order to improve service reliability and 11 reduce visual impact. The Examiner approves the requested permit with conditions. 12 ORAL TESTIMONY 13 Mason County Planning Department staff member, Grace Miller, summarized the 14 staff report and answered questions posed by the Hearing Examiner. The applicant was not present at the hearing. No one else testified, and according to Ms. Miller, no 15 written comments were received. The audio of the hearing was recorded and is part of the record. For more details on oral testimony received, refer to recording. 16 17 EXHIBITS 18 The exhibits 1-4 listed in the March 31, 2010, staff report for SHR2010-00004 were admitted into the record without any objection. 19 FINDINGS OF FACT 20 Procedural: 21 22 1. Applicant. The applicant is the Mason County PUD #1. 23 2. Hearing. The Hearing Examiner conducted a hearing on the subject application on April 13, 2010, at 1:00 p.m., in the Mason County Board of 24 Commissioners meeting chambers. 25 1 Notice is given pursuant to RC 36.70B.130 that property owners who are affected by this decision may request a change in valuation for property tax purposes notwithstanding any program of revaluation. (BFP785259.DOC;1\13009.900000\} PUD - SSDP P. 1 Findings, Conclusions and Decision 1 Substantive: 2 3. Description of Proposal. The applicant seeks a shoreline substantial 3 development permit to replace an existing Mason County PUD #1 15kV overhead power line located near overgrowing trees and an unstable slope. New line will be 4 underground cables located on edge of the WSDOT right of way, which is within 200 5 feet of the shoreline. Construction activities include trenching and placement of buried cables. No work in navigable waters is expected. As a result of the project, 6 improved electrical utility service and reduced visual impact on the shoreline are expected. 7 4. Characteristics of the Site and Area. The area of interest is the southern 8 edge of the DOT right of way, beyond the paved road. There are existing buried 9 telecommunication cables located near the proposed installation trench. There are culverts buried beneath and perpendicular to the paved road in several spots. Part of 10 the proposed trench would be located on the backside toe of a drainage ditch paralleling the highway. There is one relatively unimproved piece of private property 11 located on the immediate shoreline. The DOT right of way edge is on average 75 ft from the shoreline. Deciduous trees sparsely line the edge of the DOT right of way, 12 beyond which is an 8-10 ft. cliff, and beyond that is the beach and water. 13 Immediately west and south of the project area is a bridge crossing Lilliwaup Creek. North of the project is an unstable slope with thickly distributed overhanging trees 14 which is near the existing overhead line proposed for replacement with underground cables on the south side of the highway. 15 5. Adverse Impacts. Staff determined that the project is SEPA Exempt under 16 WAC 197-11-800(23)(C). Staff is recommending as a condition of approval that the 17 applicant be required to implement Best Management Practices by removing debris and deleterious materials resulting from the project, as well as controlling erosion and 18 sediment. The applicant will further be required to ensure that water quality is not degraded as a result of the project. No other impacts were identified during the 19 hearing or as part of the record. 20 CONCLUSIONS OF LAW 21 Procedural: 22 1. Authority of Hearing Examiner. MCC 15.03.050(10) provides the 23 Examiner with the authority to review and issue a final decision upon Shoreline 24 Substantial Development Permits. 25 Substantive: 2. Shoreline and Comp. Plan Designations and Zoning. The shoreline environment is Conservancy. The uplands are zoned Rural Residential 5. ,BFP785259.DOC;1\13009.900000\} PUD - SSDP p. 2 Findings, Conclusions and Decision 3. Permit Review Criteria: MCC 15.09.055(a) requires a Shoreline I Substantial Development Permit for any "substantial development" in the shoreline. 2 "Substantial development" is not defined in MCC Title 15, but it appears to be intended to encompass any development that does not fall within the permit 3 exemptions outlined in MCC 15.09.055(a), the most significant of which is development that is valued at $5,000 or less. There is no evidence in the record that 4 the project meets any of the exemptions. MCC 15.09.055(f)(2)(c) requires a Shoreline Substantial Development Permit to be consistent with the Mason Shoreline 5 Master Program and the policies and procedures of Chapter 90.58 RCW (the 6 Shoreline Management Act). The Examiner construes the Shoreline Master Program ("SMP") as composed of shoreline policies, found in Chapter IX of the Mason 7 County Comprehensive Plan ("MCCP"), as well as the Shoreline Use Regulations, Chapter 17.50 MCC. The applicable policies and criteria are addressed below: 8 SMP Utilities Policy No. 1: If possible, power distribution and telephone lines 9 should be placed under ground in any new residential, commercial, public, or view 10 area near the shores of a water body. 11 4. The project complies with this policy because that the power lines will be placed underground in an area where they are currently overhead. This stretch of Hwy 12 101 affected by the project is within a scenic byway for the public traveling along Hood Canal. 13 14 SMP Utilities Policy No. 2: High voltage transmission lines should be placed in the water only when there is no reasonable alternative. 15 5. The plans do not appear to show high voltage transmission lines in the 16 water. 17 SMP Utilities Policy No. 3: The possibility of making use of public utility rights-of- 18 way to provide additional public access to lakes, streams, or saltwater should not be overlooked when granting such rights-of-way. Planning for location of towers, 19 substations, valve clusters, etc., so as not to obstruct such access should be pursued. 20 6. Although the project does not appear to present any possibility of making 21 use of public utility rights-of-way to provide additional public access to bodies of water, the project should not obstruct existing public access to any body of water. 22 MCC 17.50.060, Utilities Use Regulation No. 1: Discharges from sewage treatment 23 plants shall not be allowed into Totten Inlet regardless of the environmental designation. 24 25 7. The project has no relation to sewage treatment plants, and therefore, no discharge into Totten Inlet will occur as a result of this project. {BFP785259.DOC;1\13009.900000\} PUD - SSDP p. 3 Findings, Conclusions and Decision MCC 17.50.060, Utilities Use Regulation No. 2: Any excavation for a utility line 1 must be restored to pre project configuration, replanted with native species and 2 provided with maintenance care until the newly planted area is established. 3 8. The project will meet the above criterion. According to the project description, the lines will be excavated in a state highway ditch where there is 4 currently grass and weed. Site restoration will entail backfill of the trench using the same excavated soil. The area will be replanted with grass for erosion control and 5 continued maintenance. 6 MCCP Chapter IX- 1, Shoreline Management Program 17.05.071: 7 RCW 90.58.020: This policy (Shoreline Management Act policy) is designed to 8 insure the development of these shorelines (of the state) in a manner which, while allowing for limited reduction of rights of the public in the navigable waters, will 9 promote and enhance the public interest. This policy contemplates protecting against 10 adverse effects to the public health, the land and its vegetation and wildlife, and the waters of the state and their aquatic life, while protecting generally public rights of 11 navigation and corollary rights incidental thereto. 12 9. As noted above, the proposed project will underground utility lines, and has no effect on navigation. As conditioned, the project should have no significant 13 adverse impact on the environment. 14 RCW 90.58.020(1): Recognize and protect the state-wide interest over local interest. 15 10. As noted above, the project will result in more reliable utility service and 16 reduce visual impacts on the shoreline, the benefits of which should be experienced 17 by the general public - visitors, transients and residents alike. The stretch of State Hwy 101 affected by the project is within a scenic byway for the public traveling 18 along Hood Canal. Therefore, statewide interests are recognized over local ones. 19 RCW 90.58.020(2): Preserve the natural character of the shoreline. 20 11. As noted above, the project will have reduced visual impact on the 21 shoreline, and should have no significant impacts on the natural character thereof. 22 RCW 90.58.020(3): Result in long-term over short-term benefit. 23 12. As noted above, the project will result in more reliable utility service and reduce visual impacts on the shoreline, the benefits of which should be experienced 24 by the general public over the long term. As a result, the above criterion is met. 25 RCW 90.58.020(4): Protect the resources and ecology of the shoreline. {BFP785259.DOC;1\13009.900000\) PUD - SSDP p. 4 Findings, Conclusions and Decision 13. As noted above, the project should have no significant adverse impact on 1 the environment and will reduce visual impact on the shoreline. Approval will be 2 conditioned on implementation of Best Management Practices. 3 RCW 90.58.020(5): Increase public access to publicly owned areas of the shorelines. 4 14. By reducing the visual impact on the shoreline, the project will increase 5 the public's visual access thereto. Given the nature of the project, there should be no 6 net loss of other types of public access to the shoreline. 7 RCW 90.58.020(6): Increase recreational opportunities for the public in the shoreline. 8 15. By reducing the visual impact on the shoreline, the project will increase 9 recreational viewing opportunities of the shoreline for the public, especially along the 10 portion of State Hwy 101 affected by this project. Given the nature of the project, there should be no net loss of other types of recreational opportunities for the public 11 in the shoreline. 12 MCC 15.09.055(C): Required Review: The Hearing Examiner shall review 13 proposed development according to the following criteria: 14 1. The development does not conflict with the Comprehensive Plan and meets the requirements and intent of the Mason County Code, especially Title 6, 8, and 16. 15 2. Development does not impact the public health, safety and welfare and is 16 in the public interest. 17 3. Development does not lower the level of service of transportation and/or 18 neighborhood park facilities below the minimum standards established within the Comprehensive Plan. 19 16. The development meets the applicable criteria and does not conflict with 20 the Comprehensive Plan, and meets the requirements and intent of the Mason County 21 Code. Underground of utilities does not generally create additional demand on parks and transportation facilities and, therefore, there will be no impact on their respective 22 level of service. The project does not involve any generation of sanitary waste, any alteration of lot lines, and is exempt from SEPA; therefore, the project meets the 23 requirements and intent of MCC titles 6, 8, and 16. PROPERTY LOCATION.The property is located along Hwy 101, 1/4 mile east of the Lilliwaup Post Office from Mile Post 326.97 to 327.20.The Highway parallels the shoreline of Hood Canal, along Lilliwaup Bay.SE quarter of Sec 19,Twn 23 N,R 3 W. SEPA Compliance:The project was determined to be SEPA Exempt under WAC 107-11-800 (23)C-"All electrical facilities,lines,equipment or appurtenances,not including substations, with an associated voltage of 55,000 volts or less;and the overbuilding of existing distribution lines with transmission lines;and the undergrounding of all electrical facilities,lines, equipment or appurtenances." F. Other Permits:The proposal will require coordination with the State Department of Transportation and will not require Hydraulic Project Approval from the Dept of Fish and Wildlife. V. ANALYSIS. The current overhead line is located on an unstable slope that is frequently damaged by trees.It is also located near a heavily saturated run-off ditch which empties into Lilliwaup Bay via several culverts oriented south,perpendicular to the highway.The new installation will eliminate the overhead line, removing obstacles away from motorists and Dept of Transportation maintenance vehicles,significantly improving reliability of service and cause no significant impact to the environment or shoreline.The undeground utilities will restore the scenic quality to this stretch of coastline. A. Comprehensive Plan Review:Type III Review for permit applications require that the hearing examiner evaluate the proposal for consistency with the County's Development Code, adopted plans and regulations.The Hearing examiner shall review the proposal according to the following criteria: 1)The development does not conflict with the Comprehensive Plan and meets the requirements and intent of the Mason County Code,especially Title 6,8 and 16. 2)The development does not impact the public health,safety and welfare and is in the public interest.3)The development does not lower the level of service of transportation and/or neighborhood park facilities below the minimum standards established within the Comprehensive Plan.The development meets the applicable criteria and does not conflict with the Comprehensive Plan.The project meets the requirements and intent of the Mason County Code. Per the Mason County Shoreline Master Program,this proposal requires a Shoreline Substantial Development Permit due to the cost exceeding$5718.00 and by reference to the Project Classifications Matrix. The applicable Section of the Mason County Shoreline Master Program is the Utilities Section. B. The applicable Utilities Policy within the Mason County Comprehensive Plan is: #1 -If possible,power distribution and telephone lines should be placed underground in any new residential,commercial,public or view area near the shores of a water body. The project complies with this policy in that the power lines will be placed underground in an area where they are currently overhead. Water quality is not to be degraded to the detriment of the aquatic environment as a result of this project. 3. Erosion and sediment control measures are to be implemented throughout the project proposal. VII. Choice of Action. 1. Approve Shoreline SDP request with conditions. 2. Approve without conditions. 3. Deny(reapplication or resubmittal is permitted). 4. Deny with prejudice(reapplication or resubmittal is not allowed for one year). 5. No grading or modification of the existing contours is needed for this project. Only trench excavation and refilling will be performed. f. A delineation of all wetland areas that will be altered or used as part of the development According to the Mason County online GIS maps, the only wetland areas near this project are within the OHWM boundaries of Lilliwaup Bay and Hood Canal. Replacement of an existing Mason PUD#1 15kV overhead power line located near overgrowing trees and an unstable slope. New line will be underground cables located on edge of WSDOT right of way, which is within 200 ft. of the shoreline. Construction activities include trenching and placement of buried cables. No work directly in navigable waters is expected. (7) A general description of the property as it now exists including its physical characteristics and improvements and structures. The area of interest is the southern edge of the DOT right of way, beyond the paved road. There are existing buried telecommunication cables located near the proposed installation trench. There are culverts buried underneath and perpendicular to the paved road in several spots. Part of the proposed trench would be located on the backside toe of a drainage ditch paralleling the highway. (8) A general description of the vicinity of the proposed project including identification of the adjacent uses, structures and improvements, intensity of development and physical characteristics. There is one relatively unimproved piece of private property located on the immediate shoreline. The DOT right of way edge is on average 75 ft. from the shoreline. Deciduous trees sparsely line the edge of the DOT right of way, beyond which is a 8-1 Oft. cliff, beyond that beach and water. Immediately west and south of the project area is a bridge crossing Lilliwaup Creek. North of the project is an unstable slope with thickly distributed overhanging trees, which is near the existing overhead line proposed for replacement with underground cables on the south side of the highway. Page 2 of 4 r (9) A site development plan consisting of maps and elevation drawings, drawn to an appropriate scale to depict clearly all required information, photographs and text which shall include: (a) The boundary of the parcel(s) of land upon which the development is proposed. The only parcel in which the installation will be located is WSDOT property. This boundary is provided on the construction drawing E1. (b) The ordinary high water mark of all water bodies located adjacent to or within the boundary of the project. This may be an approximate location provided, that for any development where a determination of consistency with the applicable regulations requires a precise location of the ordinary high water mark the mark shall be located precisely and the biological and hydrological basis for the location as indicated on the plans shall be included in the development plan. Where the ordinary high water mark is neither adjacent to or within the boundary of the project, the plan shall indicate the distance and direction to the nearest ordinary high water mark of a shoreline. The ordinary high water mark is at a minimum approx. 75' from the proposed installation. More detailed information is not available. (c) Existing and proposed land contours. The contours shall be at intervals sufficient to accurately determine the existing character of the property and the extent of proposed change to the land that is necessary for the development. Areas within the boundary that will not be altered by the development may be indicated as such and contours approximated for that area. Best available data from USGS is given in drawing E1. (d) A delineation of all wetland areas that will be altered or used as a part of the development. Wetland areas will not be altered or used as a part of the new development (e) A general indication of the character of vegetation found on the site. Deciduous trees line the outer edge of the DOT right of way, near the proposed installation. The remaining vegetation is composed of short grasses and shrubs. SITE CONDITIONS The ground area along the route for the conduit installation shall be clear of obstructions that may impact safety. Sufficient area shall be allowed for excavated material to be set back from the excavation or material shall be removed from the immediate area. Sufficient area shall be provided for safe and unimpeded access by workers installing the conduit. 2. EXCAVATION SIZE AND CLEARANCE The excavation must allow for the overall dimensions of the specified conduit spacing or duct bank. When figuring the dimensions, space for workers and bedding material shall be included. In areas of sharp rock at the bottom of a trench, bedding material must be installed to cover the entire bottom of the excavation to a depth of 2" and be graded level. The excavation shall comply with safety standards for slope and worker access as necessary. Shoring shall be provided when required to meet safety codes or regulations. 3. BEDDING MATERIAL AND PREPARATION Bedding material shall be sand, crushed rock less than 1.5 inches, pea gravel or, when approved, native soil. Bedding material shall completely cover the bottom of the excavation, graded level and compacted. 4. CONDUIT INSTALLATION Care shall be taken to ensure conduit is not damaged during installation. Conduit shall be protected from site materials or water entering ends of the conduit. Joints shall be made in accordance with Manufacturer's specifications. Glue and adhesives shall be uniformly distributed along the surface of the conduit joint. Care shall be taken to prevent excessive glue or adhesive from being left on the interior surface of the conduit. Threaded joints shall be fully threaded onto the conduit ends. Spacing between conduits within the trench shall be maintained in a uniform manner. When parallel with or crossing other utility lines or culverts, maintain spacing as specified on the drawings. 5. BACKFILLING Backfill only after the conduit is completely assembled. Backfill material should be sand, pea gravel, crushed rock or approved native soil. Material must be free of large rocks and not saturated with water. Backfill evenly around all sides - do not backfill one side at a time. Compact the backfill material as it is installed. 6. PULL TAPE Upon completion of the conduit installation a pull tape shall be installed by use of compressed air and a mandrel. Integrity of the conduit must be demonstrated. The pull tape ends shall be secured in a vault or at a pole riser so as to be available for conductor installation at a later time. Rated strength of the pull tape (mule tape) shall be 2500 pounds. Using other areas of the side wall could weaken the structural integrity of the vault. Minimize the knockout area to prevent excess gap between the vault wall and conduit. Seal all penetrations with appropriate material to prevent moisture migration into the vault. Use grout on the exterior surface for gaps greater than '/2 inch. Ensure grout is properly mixed and applied to close all openings and smooth finished. Apply sealant (such as Sonolastic or Sikaflex) to exterior gaps when less than '/2 inch. Apply foam to gaps on interior of vault — prevent excessive expansion or waste on interior surfaces. Bell ends shall be installed on the conduits where they meet the inside edge of the vault. GENERAL These specifications provide for the construction of underground p p 9 distribution power facilities as specified. All construction work shall be accomplished in a thorough and workmanlike manner in accordance to the plans, specifications, and the construction drawings. All material and equipment used in the construction shall be stored so as to be protected from deteriorating effects of the elements. 2. HANDLING OF CABLE The cable shall be handled carefully at all times to avoid damage, shall not be dragged across the ground, fences or sharp objects. Care shall be exercised to avoid excessive bending of the cable. The ends of the cable shall be sealed at all times against moisture with suitable end caps. Where it is necessary to cut the cable, the ends will be terminated or sealed immediately after the cutting operation. The Contractor shall ensure that the minimum bending radius of primary cable is a minimum of 12 times the overall diameter of the cable. The minimum bending radius of secondary and service cable is six times the overall diameter of the cable. In all cases, the minimum radius specified is measured to the surface of the cable on the inside of the bend. Cable bends must not be made within 6 inches of the cable terminal base. Splices are not allowed unless specifically approved by the Owner's representative in writing. 3. PLOWING EQUIPMENT REQUIREMENTS A track-type prime mover with a minimum of 50,000 foot-lbs. drawbar pull and equipped with rubber pads for operating on oiled or paved roads and/or grousers for gravel roads will be required. Rubber-tired grader or parsons-type plows will not be allowed. Rubber-tired pull equipment will be allowed in addition to a track-type prime mover. Equipment for compaction after plow will be provided by Contractor and will be available at the job site. All plowing equipment will be equipped with a vibratory attachment as needed to ease drawbar pull, bed cables, and relieve cable tension as required by the Owner and Engineer. URD Installation Page 1 of 10 1/11/2010 Conductor & Conduit Mason County PUD #1 t9(3(( 15) The plow will be capable of placing cable up to four feet beyond the edge of the road and three feet in a ditch line and still plow the cable in a minimum of 6" below the specified depth under all terrain conditions of plow utilization. The plow will be provided with separate reel carriers for placing four power cables or ducts and one communication duct and cable. The feed shoe will have rollers to conform to the cable or duct at a radius of not less than 15 times the diameter of the cable or duct. The cable will not be permitted to pass over stationary guides nor over rollers or sheaves which will permit a bend radius of less than 15 times cable or duct diameter. The width of the tooth and feed shoe will not exceed the cable or duct diameter by more than two inches. The plow must be provided with a means to assure positive hold-down of the plow blade to provide proper depth at all times. 4. PLOWING PROCEDURES An Owner's representative shall be on-site at all times during plowing operation to assure compliance with these specifications. Starting and termination points of the plowing operation must be excavated prior to the cable installation to reduce possible cable damage and to assure sufficient burial depth. The slot made in the soil by the plow must be closed immediately by driving a vehicle track or wheel over the slot or by other suitable means. Care is to be exercised to feed the cable or duct into the ground through the plow loosely and at minimum tension. If, during the plowing operation, the plow should strike a buried object or rock that would stop the equipment and necessitate removal of the plow from the ground, the plow must be removed from the ground carefully and without backing the plow. If backing the plow cannot be avoided, the cable must be uncovered a sufficient distance behind the plow so that the cable and/or duct can be easily lifted from the trench with the plow. Cable and/or duct must be inspected carefully as it is paid out from the reel to be certain that it is free from visible defects. Every instance of damaged cable observed at any time, whether prior to installation, during installation, URD Installation Page 2 of 10 1/11/2010 Conductor& Conduit Mason County PUD #1 or when discovered by test or observation subsequent to installation, shall be immediately called to the attention of the Owner. Repair, correction, or replacement of such damage must be completed promptly and in accordance with the written instruction of the Owner. 5. SPECIAL COORDINATION REQUIREMENTS DURING PLOWING The Contractor shall review the staking sheets and the site with the Owner prior to the start of construction. The Contractor, at that time, shall propose any desirable changes or clarifications. These changes, if approved by the Owner, shall be made and recorded on the staking sheets. In the event that rock is encountered during the plowing operation so that the buried cable cannot be installed to the required minimum depths in soil, the Contractor shall determine for the Owner the nature and extent of the rock encountered. Based on this information, the Owner shall determine whether the cable or duct is to be rerouted or trenched in rock. Due to the necessity of making on-the-spot corrections and changes on staking sheets, it may not be possible for the Owner to issue revised staking sheets to the Contractor in all cases. When changes are made, dated, and initialed by the Owner on a set of the Contractor's staking sheets, it shall be the Contractor's responsibility to transfer these changes to all other sets of staking sheets being used by the Contractor for construction purposes. 6. TRENCHING All trench depths are minimum as measured from final grade to the top of the conduit. The routing shall be as shown on the staking sheets and drawings, unless approved by the Owner. If rock or other difficult digging is involved, the Contractor shall determine the nature and difficulty, and the Owner shall determine whether re-routing, rock trenching, plowing, or other changes are necessary. Loose soil or crumbly rock shall not be considered as difficult digging. The trench widths, if specified, are minimum and should be increased as necessary to obtain the required depth in loose soils. Where multiple facilities are to be installed in one trench, extra width and depth shall be provided to provide proper separation, and allow for soil falling into the trench during the laying of the first facility. Care shall be exercised to minimize the likelihood of waterflow since this may cause trench damage and reduction in trench depth. If this occurs, the trench must be cleared to the specified depth before installing anything. URD Installation Page 3 of 10 1/11/2010 Conductor& Conduit Mason County PUD #1 tm� /7� All trenches must follow straight lines between staked points to the greatest extent possible. The trenches must be dug so that the bottom has a smooth grade. Large rocks, stones, and gravel in excess of 1 inch must be removed from the bottom of the trench. Where this cannot be accomplished, a 2 inch bed of sand or clean soil must be placed in the bottom of the trench. Construction shall be arranged so that trenches may be left open for the shortest practical time to avoid creating a hazard to the public and to minimize the likelihood of collapse of the trench due to other construction activity, rain, accumulation of water in the trench, etc. 7. INSTALLATION OF CABLE AND DUCT IN TRENCH All cable and duct must be placed in the trench as soon after the trenching operation as feasible. Whenever possible, it must be payed out from the reel mounted on a moving vehicle or trailer. The reel must be supported so that it can turn easily without undue strain on the cable and/or duct. The cable and/or duct placement will be done by hand, under the constant supervision by the Owner's representative, assuring no damage to the cable occurs. Cable and duct must be carefully inspected as it is removed from the reel during laying operations to be certain it is free from visible defects. The Owner shall decide upon corrective action when defects are discovered. Where more than one cable or duct is to be placed in a trench, the spacing required on the drawings or by the Owner shall be observed. Care must be taken that any soil falling into the trench during the laying of the first cable or duct does not reduce the clearances of the last cable or duct below that specified. Should this occur, the excess soil must be removed carefully by hand or with equipment that will not damage the installed cable. Cable trench must be mechanically compacted at least 36 inches from all riser poles, pads, pedestals, and terminal points. If direct bury cable is specified, sufficient slack, and in no case less than 24 inches, must be left at all risers, transformers, pads, pedestals and terminal points so that movements of cable after backfilling will not cause damaging strain on the cable or terminals. During placement of duct, the duct shall be pulled straight in the trench prior to backfilling with very minimal or no side-to-side waviness, to facilitate ease of pulling in cable. CONDUIT All exposed ends of conduit must be plugged during construction to prevent the entrance of foreign matter and moisture into the conduit. Burrs or sharp projections which might injure the cable must be removed. End bells shall be installed on the ends of all conduit. Conduit elbows shall be made of fiberglass material. PVC elbows are not allowed. 9. WARNING TAPE Red warning tape, 3 wide with locating strip shall be installed 6 above all conduit, cable or duct, whether placed by trenching, plowing, or other means. 10. CABLE INSTALLATION IN CONDUIT AND DUCT All pulling operations shall use mule-tape; rope is not allowed. Clear all burrs and obstructions in duct or conduit by pulling a mandrel approximating the inside diameter of the conduit prior to pulling any cable. To avoid abrasion and damage of the cable jacket when guiding the cable from the reel to the duct mouth, all guides should be in the form of large diameter, smooth-surfaced, free turning sheaves or rollers. If guide tubes or chutes must be used, they should have smooth, burr-free working surfaces, well flared entrances, largest possible bend radii, and be securely anchored so that cable passes smoothly over them. Cable tension going into the guides should be kept as low as possible, by mounting the cable reel in sturdy jacks, carefully leveling the reel shaft, and lubricating the reel arbor holes and shaft with grease. Braking of the reel should be done only to prevent reel over-run when the pull is slowed or stopped, or on steep downhill runs where cable weight is enough to overcome cable-duct friction. Water based cable lubricants must be used when pulling in any cable into duct or conduit. Grease, oil, or wax based lubricants are expressly prohibited. The lubricant shall be American Polywater type J or similar. Use liberally, but not less than that recommended by the lubricant Manufacturer. Woven wire pulling grips or "baskets" can be used to pull in easy pulls. The ends of the cable shall be sealed prior to pulling. Since the compressive force applied by the pulling grip may damage or disturb the underlying URD Installation Page 5 of 10 1/11/2010 Conductor& Conduit Mason County PUD #1 Z-:A,_3� ,1 cable, the Contractor shall cut off the cable in the grip and approximately three feet behind the grip. If pulling tensions exceed 1,500 pounds, the Contractor shall stop and consult with the Owner's representative as to the best course of action to limit the pulling tension. 9. TAGGING OF CABLE The cables shall be tagged as they are being laid. The identification shall be of a permanent type, such as plastic or corrosion resistant metal tags. The tag must be securely attached to the cable. Paper or cloth tags are not acceptable. 10. PRIMARY CABLE TERMINATIONS AND ELBOWS All cable terminals shall be installed in accordance with the Manufacturer's instructions. They must be suitable for the size and type of cable that they are used with and for the environment in which they will operate. Any indication of misfit, such as a loose or exceptionally tight fit, must be called to the Owner's attention. The outer conductive surface of the termination must be bonded to the system neutral. A heat-shrink or cold-shrink must be installed to seal between the body of the termination and the cable jacket. A portable cover or shelter must be available for use when terminations are being prepared, to keep rain, snow and windblown dust off the insulating surfaces of these devices. Since cleanliness is essential in the preparation and installation of primary cable fittings, care shall be exercised to prevent the transfer of conducting particles from the hands to insulating surfaces. Mating surfaces must be wiped with a solvent such as denatured alcohol to remove any possibly accumulation of dirt, moisture, or other conducting materials. A silicone grease or similar lubricant should be applied afterwards in accordance with the Manufacturer's recommendations. Whenever prefabricated cable devices are opened, the unenergized mating surfaces must be lubricated with silicone grease before the fitting are reconnected. 11. SECONDARY AND SERVICE CONNECTIONS The ends of all secondary cables terminated below ground must be long enough to reach at least 12 inches above the top of the underground enclosure. A suitable inhibiting compound must be used with all secondary and service connections. URD Installation Page 6 of 10 1/11/2010 Conductor& Conduit Mason County PUD #1 a 3 h act All secondary cable connections located below grade or in secondary pedestals must be made with pre-insulated secondary connector blocks. Diving bells with open terminals or any other connection that depends on tape is not acceptable. All transformer secondary phase terminal connections must be completely insulated. If the secondary phase terminals are threaded studs, the connection must be made with a pre-insulated secondary transformer connection block. If the transformer has secondary spades, the spades must be taped or otherwise insulated. Boots used for insulation must be taped so that they cannot be readily slipped off. Secondary connections to terminals of pole-mounted transformers must be made so that moisture cannot get inside the cable insulation. This may accomplished by covering the terminals and bare conductor ends with an appropriate moisture sealant or providing a drip loop. 12. INSPECTION AND INVENTORY OF BURIED UNITS Before any backfilling operation are begun, the Contractor and the Owner shall jointly inspect all trenches, cable placement, risers, pedestals, and other construction that will not be accessible after backfilling, and an inventory of units shall be taken. If corrections are required, a second inspection shall be made after completion of the changes. 13. BACKFILLING The first 6 inches of trench backfill shall be free from rock, gravel or other material which might damage the cable jacket. In lieu of cleaning the trench, the Contractor may, at the Contractor's option, place a 2 inch bed of clean sand of soil under the cable and 4 inches of clean soil above the cable. Cleaned soil backfill when used shall contain no solid material larger than 1 inch. This soil layer must be carefully compacted so that the cable will not be damaged. Backfilling must be completed in such a manner that voids will be minimized. Excess soil must be piled on top and must be well tamped. All rock and debris must be removed from the site, and any damage to the premises repaired immediately. Pieces of scrap cable or other material remaining after installation must not be buried in the trench as a means of disposal. URD Installation Page 7 of 10 1/11/2010 Conductor& Conduit Mason County PUD #1 14. EQUIPMENT PADS The site for the pad shall be on undisturbed earth adjacent to but not over the trench. The site shall be cleared of all debris and excavated to the specific depth. Gravel or sand may be added to the site and thoroughly compacted. The pad shall be installed level at finished grade. 15. TRANSFORMERS The transformers shall be handled carefully to avoid damage to the finish and shall be positioned in accordance with the staking sheets and the plans and specifications. Transformers shall be installed level. Only qualified and experienced personnel shall be allowed to make connections and cable terminations. 16. EQUIPMENT ENCLOSURES Excavations for "sleeves" and other below-grade enclosures shall be made so as to disturb the surrounding earth as little as practical. Enclosures shall be installed with side walls plumb. When enclosures are of fiber, plastic or other semi-flexible material, backfilling shall be done with covers in place and with careful tamping so as to avoid distortion of the enclosure. When installation is complete, the cover of the enclosure shall not be lower than, and no more than 2 inches higher than, final grade. Soil in the immediate vicinity shall be tamped and sloped away from the enclosure. At the Owner's option, the soil shall be removed from the site or spread evenly over the surface of the ground to the satisfaction of the Owner. 17. UTILITY SAFETY SIGNS Install a "Warning" sign on the outside of each piece of equipment and a "Danger" sign on the inside of each piece of equipment. The signage shall be compliant with ANSI Z535.2, Environmental Safety Signs. 18. GROUNDING All neutral conductors, grounding electrodes, and groundable parts of equipment shall be interconnected. A copper-clad ground rod with a minimum length of 8' shall be installed at all equipment locations, vaults, and taps. All pad-mount equipment enclosures, including transformers, shall be grounded in such a manner that two separate grounding paths exist between enclosure and the grounding rod(s). CABLE LOCATION MARKERS Install permanent cable locations markers as shown on the staking sheet, but in no case shall they be more than 500' apart or 500' from a piece of electrical equipment. 20. CABLE ACCEPTANCE TESTS Continuity: After installation of the cable and prior to the high potential test specified below, authorized personnel shall perform a simple continuity test on the system. This can easily be accomplished by grounding the conductor at the source and checking for continuity at the end of each tap with an ohmmeter. Meggar: After successful continuity tests, authorized personnel shall perform meggar tests (either 1 kV or 5kV) on each length of cable, with terminations in place, but disconnected from the system. The values for each phase will be recorded and will be within 10% of each other. Capacitance: Measure the capacitance of the cable and compare against the manufacturer specifications for the specific cable type and length installed. High Potential: Due to the recent concerns in the industry regarding high-potential DC tests on underground cable (primarily XLPE), DC high potential testing is not recommended nor allowed. In addition, new cable is tested at the factory; therefore, field testing is typically meant to detect the most common installation mistakes, not factory defects. Very Low Frequency (typically 0.1 Hz AC) high-pot testing at three times system operating voltage is recommended, but these test sets are not yet common. VLF testing will be required, if specified by the customer. Warning: A hazardous voltage may still exist on the cable after the above testing has been completed. Therefore, before handling the cable, the conductor shall be grounded to permit any charge from draining to earth. 21. AS-BUILT DOCUMENTATION The Contractor shall provide a competent representative to work with the Owner on the inventory and inspection of buried units.
