This project is located on US 101 between Mile Post (MP) 326.84 and MP 326.87 in Mason County. Also enclosed you will find a check in the amount of$410.00 for processing, a vicinity map, and plan sheets for the proposed work. This proposed project will build a shear key buttress. Construction activities include excavation of the slide material and backfill the area with quarry spalls. Two existing cross culverts, presently buried by slide material, will be replaced to adequately drain the bottom of the buttress. Other work items include removing a buried existing timber retaining wall, widening the southbound shoulder and roadway striping. A SEPA checklist was prepared, and a determination of non-significance was issued. The end of the comment period was May 26, 2006. Based upon our knowledge of the project and language in the Mason County Shorelines Management Master Program, we believe this project is exempt from the shoreline substantial development permit requirement. We interpret this work to be exempt under WAC 173-27-040(2)(b) as normal maintenance or repair of existing structures or developments, including damage by accident, fire or elements. Describe the proposed work that needs aquatic permits: Complete plans and specifications should be provided for all work waterward of the ordinary high water mark or line, including types of equipment to be used. If applying for a shoreline permit, describe all work within and beyond 200 feet of the ordinary high water mark. If you have provided attached materials to describe your project,you still must summarize the proposed work here. Attach a separate sheet if additional space is needed. The proposed fix for this slide area is to build a shear key buttress. Construction of the shear key buttress involves sequential excavation of the slide debris in the toe area of the slide and backfilling the excavated area with quarry spalls. A cross culvert will need to be installed to drain the bottom of the shear key buttress. Once the buttress is built,a barrier will be installed along the shoulder of the southbound lane. Since US 101 is a major transportation route,there will be no detour. During construction,US 101 will be restricted to one- way traffic 24-hours a day 7-days a week using a temporary portable traffic signal. PREPARATION OF DRAWINGS: See sample drawings and guidance for completing the drawings. ONE SET OF ORIGINAL OR GOOD QUALITY REPRODUCIBLE DRAWINGS MUST BE ATTACHED. NOTE: Applicants are encouraged to submit photographs of the project site,but these DO NOT substitute for drawings. THE CORPS OF ENGINEERS AND COAST GUARD REQUIRE DRAWINGS ON 8-112 X 11 INCH SHEETS. LARGER DRAWINGS MAYBE REQUIRED BY OTHER AGENCIES. 7b. Describe the purpose of the proposed work and why you want or need to perform it at the site. Please explain any specific needs that have influenced the design. The purpose of the proposed project is to stabilize the slope located just north of Lilliwaup on US 101 from MP 326.84 to MP 326.84. This slope has been active for many years. In 1995 and 1996 major slide events crossed US 101 with debris reaching Hood Canal. There are yearly problems will the slide area creeping onto the southbound lane requiring continuing clean up to maintain a safe driving surface. 7c. Describe the potential impacts to characteristic uses of the water body. These uses may include fish and aquatic life,water quality, water supply, recreation and aesthetics. Identify proposed actions to avoid, minimize,and mitigate detrimental impacts and provide proper protection of fish and aquatic life. Identify which guidance documents you have used. Attach a separate sheet if additional space is needed. We anticipate no impacts to characteristic uses. Work being performed within 200 feet of Hood Canal will be minimal. To ensure that no petroleum projects or other construction materials enter the canal,a spill prevention,control and countermeasures plan will be developed and implemented. A Temporary Erosion and Sedimentation Control(TESC)Plan will also be developed and implemented. A biological assessment is being performed,and all conservation measures recommended for protection of threatened or endangered species will be included in the contract. 7d.
