Comments: This letter of incompleteness addresses Mason Environmental
Permit MEP2002-00037. A letter addressing your Variance
application is being sent under different cover.
In your application you state that the j roect is to move creek 40 p ft
but we don't see any maps or plans which address this. Prior to
considering relocation of a stream we strongly recommend that
you contact Washington State Department of Fish and Wildlife to
discuss this possibility, as they generally prefer to see aquatic
resources left in their natural locations. Any proposal to relocate
a stream would require a project-specific Habitat Management
Plan need to meet the provisions of Fish and Wildlife Chapter
17.01.110G(d) which notes that "stream relocation shall only be
permitted when
p adheringto the following ng minimum performance
standards and when consistent with Washington State
Department of Fish and Wildlife Hydraulic Project Approval." the
chapter further states:
i. The channel, bank and buffer areas shall be replanted with
native vegetation that replicates a natural undisturbed riparian
condition; and
ii. for those shorelands and waters designated as Frequently
Flooded Areas pursuant to Section 17.01.090 a professional
engineer licensed in the State of Washington shall provide
information demonstrating that the equivalent base flood storage
volume and function will be maintained.
iii. Relocated stream channels shall be designed to meet or
exceed the functions and values of the streams to be relocated as
determined by monitoring in the Habitat Management Plan.
Your application is also to addresses the roads graded without a
permit. Please submit a geotechnical report which addresses the
site stability relative to the road grading, and includes
recommended actions to stabilize the site, including revegetation
and rehabilitation as necessary to ensure consistency with the
Landslide Hazard Area chapter provisions (enclosed).
