Page 1 of 6 CASE NOTES FOR BLD2016-00110 CONDITIONS FOR BLD2016-00110 1) Owner/builder assumes all responsibility if drainfield/reserve area is encumbered. A. Drainfield/Reserve requires a 1 Oft setback from all footing/foundations. B. Septic tank(s) requires 5ft setback from all footing/foundations. C. No foundation drains within 30ft, down gradient of drainfield/reserve area. X 4'�f j 2) On-site septic system final installation approval required prior to temporary/final occupancy. SWG2016-00029 3) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are potential risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at 1-800-647-0982. The person signing this condition is either the homeowner, agent for the owner or a registered contractor according to WA state law. 4) All approved plans are required to be on-site for inspection purposes. If an inspection is called for and plans are not available on site, then approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and must be collected by the Building Depjj ment prior to any further inspections being performed or approvals granted. X 7 7) ALL FURNACE INSTALLATIONS SHALL MEET THE MINIMUM EFFICIENCIES SET FORTH IN THE CURENT EDITION OF THE WASHINGTON STATE ENERGY CODE (WSEC). ANY PORTION OF THE MECHANICAL SYSTEM THAT IS ALTERED OR REPLACED SHALL MEET THE MINIMUM STANDARDS SET FORTH IN THE WSEC AND INTERNATIONAL MECHANICAL CODE. In addition the following credits from R406.2 shall be completed as follows: X& 11) A permanent certificate, completed by the owner, builder or registered design professional, shall be posted within three feet of the electrical distribution panel. The certificate shall list the predominant R-values of insulation installed in or on ceiling/roof, walls, foundation (slab, basement wall, crawlspace wall and/or floor), and ducts outside the conditioned spaces; U-factors for fenestration; and the solar heat gain coefficient(SHGC) of fenestration. Where there is more than one value for each component, the certificate shall list the value covering the largest area. The certificate shall list the type and efficiency of heating, cooling, and service water heating equipment, duct leakage rates including test conditions as specified in WSEC Section 105.4, and air leakage results if a blower door test was conducted. Building envelope air leakage control shall be considered acceptable when tested to have an air leakage less than 5 air changes per hour when tested with a blower door in accordanve with IECC/.WSEC Section R402.4. The blower door test results shall be recorded on the permanent certificate required located near the electrical distribution panel. Air leakage testing is not required for additions less than 750 square feet. Reference IECC/WSEC R401.3 & R101.4.3 Compliance certificates are available online at the WSU Energy program website titled, " WSEC 2012 Certificate" and are available in %or%sheets. The Mason County Permit Center will also have some available. X �� 12) A minimum of 75 percent of all permanently installed lamps in lighting fixtures shall be high efficacy lamps in accordance with IECC/WSEC Section R404.1. 13) A concrete encased grounding electrode must be installed and used at each new building or structure that is built upon a permanent concrete foundation. In Mason County the electrical code is regulated by Washington State Department of Labor& Industries (L&I). For more information contact L&I for additional information. X 15) Carbon monoxide alarms, listed as complying with UL 2075 shall be installed in accordance with manufacturer specifications and in accordance with IRC Section R315. Alarms shall be installed outside of each separate sleeping area in the immediate vicinity of the bedrooms and on each level of the dwelling. EXISTING DWELLINGS shall be equipped with carbon monoxide alarms when alterations (including addition or alteration of fuel burning appliances), repairs, or additions requiring a permit occur, or when one or more sleeping rooms are added or created. 16) All construction must meet or exceed all local ordinances and the international codes requirements as adopted and amended by Mason County and the State of Washington. Occupancy is limited to the approved and permitted classification. Any non-approved change of use or occupancy would result in permil revocation. 17) The placement of buildings and structures on or adjacent to slopes steeper than one unit vertical in three units horizontal (33.3% slopes) shall conform to the International Residential Code Section R403.1.7 for descending or ascending slopes. Alternate setbacks may be approved subject to approval of the building official based upon the investigation and recommendations of a qualified engineer licensed in the State of Washington. Such an investigation shall include consideration of material, height of slope, slope gradient, load intensity, and erosion characteristics of slope material. X � 18) All changes to"approved" building plans that effect compliance with the international codes as amended and adopted, or any other Mason County ordinance or regulation, must be reviewed and approved by Mason County prior to construction. 19) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Building Ins ec or shall be made prior to requesting additional inspections. X ��� 20) All property lines shall be clearly identified at the time of foundation inspection. X 21) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with Maso County ordinances and building regulations. Page 4 of 6 22) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit holder have prevented action from being taken. No more than one extension may be granted. x,�'/5 23) Pressure treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly corrode metal fasteners, X nn,cc ors, and flashing. Install metal connectors approved for contact with the new types of pressure treated material. 24) Landings and stairs must meet the same setback conditions as any permitted structure; and, must be shown on your site plan. Please check your "Approved Site Plan"to ensure these structures are shown and meet the setback conditions listed. Specifically, the new elevations and grading along our property lines is causing significant water runoff onto our property and the fill depth is so excessive (10-12 " of fill)) along our garage area that access is being impeded by an excessive bump. This problem would become even more severe by your plan to place concrete on top of the fill which would raise your elevation even further which would obviously force me to change the grade of my existing land in front of my garage in order to get out of our common driveway. Another area is alongside our chimney slab between our two houses. At that location, the fill is at least 1-1/2 ft deep with no method of retention so the material will quickly sluff onto our slab. As the new fill and grade on your property now exists, you will need to build a retention wall on your property at minimum. The fill probably needs to be excavated back closer to the original grade to allow a feasible retention method. Milniece and I have talked with you and your site contractor about the grade several times during your property project but have the grade continues to get worse rather than better. We request that you reduce the overall elevation and lower the grade in the area between our two garages so that the level is NOT altered (raised) along our property line. Maintaining the original elevation at this location is vital so that our access to the driveway is maintained and water does not run onto our property without having to modify the grade of our land in response to any landfill on your property. Furthermore, we expect that this will be mutually resolved prior to pouring any impervious concrete surface in front of your garage. If required, Mason County should be requested to inspect the site. We understand that you're are struggling with elevations since you built your house and garage so much higher than our existing house elevations, but we should not be harmed as homeowners by your project. There is a fairly large slope from the front of our houses toward the lake which the neighbor wants to keep open for driving between the houses. The neighbor has started backfill between our houses and is about 6" above our patio slab so far as you look up the slope. They say they are going to add more fill to raise the height of the drive between our houses and reduce the overall slope more. My wife and I are concerned about both water run off onto our sub and other property. Can you provide information about the following: 1. The Building Department has addressed your concerns regarding.the stormwater within the attached letter from Sean Carlstrom. I investigated the portion of your.inquiry regarding the shoreline setback of the new residence. I initially inspected the property prior to the cabin's removal with the owners and their contractor and then re-visited the site on Oct. 24th to observe the setback of the roofline that you are questioning. The new residence, including the roofline, meets the shoreline setback that I initially approved and the Shoreline Master Program requirements for view protection. The roofline is 71' from the landward edge of the dock. Although your view of the lake is mostly protected by the requirements, the side view, up the cove, to the main portion of the lake is not. The common line was established drawing an imaginary line between the rooflines and because there was a pre-existing cabin on the site that was actually 2' closer to the lake. I will do my best to answer your questions as they pertain to you and your property and the requirements of Mason County. My name is Sean Carlstrom and I am the last building inspector to visit the property in question which was on October 25,2016. Question 1. What is their obligation to ensure water collection and run-off between our property as they raise the slope? Answer- Storm water on any given parcel must be contained within that parcel as to not adversely affect the neighboring parcels or shorelines. The building department requires temporary erosion control during the course of a construction project to achieve this and requires permanent erosion control measures be implemented prior to the issuance of a final on a permit. Question 2. What is their obligation to install retaining walls to ensure gravels don't sluff onto our property when vehicles travel along the side of their house? Answer- First of all, if a retaining wall is to be installed to retain a surcharge(in this example a driveway) a building permit is required, furthermore, a property owner has an obligation to make sure they are not sluffing gravels or any other material into the neighboring properties without consent from the neighbor. In your case with the shared driveway, it is encouraged and would be best for you and your neighbor to sit down and come up with a driveway access plan that works for the both of your needs and does not compromise either of your properties. Question 3. Is there a limit to the maximum fill they can place along the property line? Answer- The slope of the fill or cut cannot exceed 2 to 1 and cannot be placed or cut any closer than 2' to the property line, unless both property owners along such line agree to change the elevations along said line. In your case there is an easement driveway that runs parallel and along your property line. Mason County requires a grading permit if either 200 yards is removed or imported onto any given parcel, It does not appear this would apply to your situation. It would be best common practice that you and your neighbor figure out a well needed plan together as to how the driveway and storm water drainage should be modified to meet the needs of both parties. Question 4. Is there a slope expectation for fill material as it applies along the property line? Answer- This was already answered in question #3, The slope cannot exceed 2 lateral to I vertical. Question 5. When is a French drain or similar accommodation required? Answer- Mason County does not require French drains in general,however, as stated above on site storm water provisions need to be implemented in order as to not adversely affect neighboring properties, shorelines, sensitive areas, etc. Question 6.
