RE: Madding Sunny Shore #6, Lot 43
Dear Mr. Cosper,
The shoreline pre-inspection which was requested by Roger Denny was
conducted by myself on August 22, 1990. Your property at Mason Lake
is designated as Urban Residential in the Mason County Shoreline
Master Program. The proposal involves replacing the existing mobile
home with a two story residence in the same location.
The existing mobile home may be continued and repaired in it 's
present location. New construction and replacement requires a
setback determined by drawing an imaginary line between the roof
lines of adjacent residences. This imaginary line would run
diagonally through a portion of your mobile home and possibly
behind it. By taking the north roof line of the brown house to the
north of you and drawing a line over to the furthest projection
toward the water of the blue house to the south of you, a setback
line would be established. This would mean that the proposed
residence needs to be set back at a greater distance than the
mobile home. Therefore, to replace the mobile home with either a
one-story or two-story residence at this time is not possible with
just a building permit because it is inconsistent with the Mason
County Shoreline Master Program regulations.
An approved Shoreline Variance would be required for a building
permit to be issued. I have enclosed a copy of the Shoreline
Variance Chapter from the Master Program. I have also enclosed an
application form and environmental checklist. All of the Variance
criteria must be met in order for a Variance Permit to be approved.
The five criteria stated on page 94- Variances must be adequately
addressed for the review of the application. The decision is
ultimately up to the Mason County Commissioners and the State
Department of Ecology. The procedure is outlined in the enclosed
shoreline permit process. The time to process the request is
approximately four to five months. If you have any further

RE: Setback of new residence - lot 43 .
Dear Mr. Cosper:
At your request, I conducted a site inspection on September 11,
1991 to re-evaluate the shoreline setback required for the proposed
new residence on lot 43 , Maddings Sunny Shore Addition #6 . The
setback which you are proposing is hereby approved for the
construction of a new residence.
This does not constitute the granting of a Variance by the Planning
Department. A Variance cannot be granted by the Planning Department
for shoreline setbacks . The County Commissioners make that
decision. A Variance is not required for the placement of a
residence 15 ' landward of the existing mobile home on the site.
This setback is consistent with the shoreline setback using the
common or imaginary line.
During my site inspection I considered the residence on lot 45 , to
the north of Mr. Giesy and Mr. Geisy' s residence on lot 44 . I then
drew an average setback between them and the residence to the south
of your property or lot 42 . Therefore, your proposal is consistent
with the Mason County Shoreline Master Program and does not require
a Variance. Please submit your building permit application forms,
2 sets of structural drawings, site plan to my office when
available so that I may further process your permit through the
Planning Department . Thank you.

Dear Grace;
This letter is in regards to the home that I would like to build on Mason
Lake, Mading' s Sunny Slope Addition #6, lot 44.
I was informed by your office that I will have to build my home approx. 20'
further back from it' s present location. I would hope that after you read this
letter that you will grant me a variance to build on or near the present location.
I have had preliminary plans drawn for the home to be built approx. 15'
back of it's present site. The deck on the front of the new house would extend
out to the frontof the home on lot 42. If I had to build any further back I
would lose a lot of view of the lake. I also would be looking mostly at the
side and rear portion of the home next to me on lot 42. The slope of our lot
rises very steeply to the rear of our present home and this would add a great
deal of expense to construction. A good portion of our present site is already
excavated.
I have talked with Jim Giesy, the neighbor that owns lot 44, and have
explainedto him my intentions for construction. We have both sat down and
discussed the proposed building site and home, and both agree that the present
site is suitable to the both of us.
I thank you for your time and hope that our concerns meet to your approval .
It is in hopes that I may be granted this variance without having to wait for
the 120 day process. I would like to get the lot prep started before the
rainy seasons. Thanks Again.

I am writing this letter in regard to the proposed home
that is going to be built by Tom Cosper on Mason Lake , Lot 43
of Mading ' s Sunny Shore Addition #6 . I own the home on lot 44 .
Tom and I have discussed the location site and have looked
over the preliminary plans of his new home. We have mutually
agreed that it is in our best interest to have the new home built
in the same general location that it is presently in .
The county inspector has determined that the new home
should be set back 20 ' or more due to line of sight obstruction .
I am opposed to this proposal due to the fact that the two homes
would be too close together and I would have less view of the
lake than I do now. If the home were to be built on the current
site , I will be able to look over the top of the home and we
would both have a more open feeling .
Therefore I am giving my approval for a variance to allow
Tom to build the new home on the site of his existing home .
