Box 186 Shelton,Washington 98584 (360)427-9670 CODE ENFORCEMENT FIRE INSPECTIONS FIRE INVESTIGATION PUBLIC EDUCATION December 5, 1996 TO: Tom Bennett, PE FROM: Dave Salzer Fire Marshal SUBJ: Skookum Lumber Pump House I have several comments about the proposed pump house at the Skookum Lumber Mill, in Shelton. My reference is NFPA 20, Standard for Centrifugal Fire Pumps. I recalled reading somewhere in NFPA 20 that a pump room was required to be of non- combustible construction. After researching the standard, I found in A-2-7 that it is recommended that the pump house be "a detached building of noncombustible construction". Since this is a recommendation of the standard, and not a requirement, I would accept non-rated construction, as long as the room is sprinklered. I did find reference to several other issues that I wanted to make sure were addressed. The reference section is 2-7, on Page 8 of NFPA 20. 1. Section 8-6.5 requires that the minimum temperature accepted by the pump manufacturer be maintained in the pump house. 2. Section 2-7.4 & 5. Provide emergency lighting, with battery backup. Box 858 Olympia, WA 98507 Re: Fire Line & Fire Hydrant Flow Dear Floyd: Please note that I was at the Skookum Mill on November 28, 1995. I observed a leakage test on the 12" ductile iron line between the fire hydrant at the showroom building and the reservoir and conducted a fire-flow test on the hydrant. I found that the fire line held a pressure of 200 psi with zero pressure drop from 2:20 PM to 2:35 PM. The line leakage test is acceptable on the basis of the APWA/WSDOT standard test listed in Section 7-11.3(1 l)of"Standard Specifications for Road, Bridge, and Municipal Construction" 1994 Edition. Since the line will operate at a pressure of 50 psi the test pressure is 150 psi over the working pressure. It was not necessary to add water to the line to bring the pressure back up to the pressure at the beginning of the test. 1 found that the reservoir was filled to a depth of 20 feet(total depth is 34 feet). I found that the fire hydrant pumper port had an 4 1/2" diameter opening. Using a pitot gage, I found that the pressure was 30 psi when the fire hydrant was fully opened. Using standard tables I find that a pitot pressure of 30 psi and an opening diameter is 4 1/2" corresponds to a flow of 2,975 gpm. At the same time as the pitot gage was being used, you observed that a pressure gage on one of the hydrant hose connections recorded a pressure of 28 psi. This tends to confirm the pitot gage reading. I have contacted the Mason County Fire Marshal, Mr. Dave Salzer, and have advised him of the stage of completion of the project. He expressed interest in conducting a site visit to determine how best to use the system until it is completed.
