Operator - Floyd Brown, Section 24, Township 19 North, Range 4 West, Mason County, unnamed Tributary to Skookum Creek, WDF #5482, WRIA 14.0022A Construction and use of the buildings as proposed does not directly appear to pose a hazard to fish life. In fact, ultimate removal of the immense sawdust pile may minimize water quality concerns. However, increased levels of operations may justify more frequent maintenance of the on-site stream runoff detention facilities. In 1985, this observer saw adult coho spawn in the drainage paralleling the railroad tracks just south of the mill property. Storm drainage fram that part of the mill yard under this proposal confluences with the described drainage and shouldbe designed such that polluted sheet flow fran the blacktop enters either the existing settling pond system or passes through other filtering substances, rather than directly into the unnamed seasonal stream. Another water quality/fish habitat concern is the close proximity of the primary entrance road and parking lot to the unnamed chum salmon stream we identify as 14.0022A. Over 1,200 spawning chum have been observed in this creek during one survey. Relocation.,surfacing, and/or upgraded pollution abatement plans for this road and parking system should be considered to reduce the risk of habitat damage to the creek. Increased road traffic resulting from this building proposal appears to merit more specific creek protection. We request the road runoff concerns be addressed at this time and that impravenents be realized prior to this fall. Returns from local chum salmon enhancement projects, the Squaxin Tribal hatchery program and refined harvest management can be expected to result in continuing heavy fish use in stream 14.0022A. Box 186 Shelton, WA 98584 Dear Mr. Byrne: Thank you for the opportunity to comment on the Determination of Nonsignificance Number 88-19 issued for development at the Little Skookum Lumber Mill . The Squaxin Island Tribe' s main concerns about this project relate to drainage into the streams on or near the construction site. Both water quantity and water quality are at issue. A large yard area on the project site has been covered with asphalt. It is not clear whether this is part of the proposed project. However, this large impervious surface will be responsible for the majority of the impacts associated with the development of this site. The blacktop surface is sloped in a fashion that will direct runoff from this area directly into a stream that flows through the property. Although currently there is no evidence of fish use in this section of the stream, it flows directly into other areas with known fish habitat. The majority of the runoff from this area does not flow into the sedimentation settling pond described in the environmental checklist. Rather, it flows directly into the stream, or onto an area of highly erodible soils and then into the stream. We would suggest that to alleviate some of the erosion problems that are clearly present at the site, the proponent should take the following steps: rock checkdams should be installed in the drainage ditch surrounding the perimeter of the asphalt area that is under development. some type of swale system or detention pond should be developed on the bare ground area southwest( ? ) of the blacktop area in an attempt to help slow down the runoff into the creek and to improve the water quality of the surface runoff. In any case this area should be revegetated as quickly as possible. In the future it should be stressed that this type of clearing and paving should not be done right up to the bank of the stream. Some type of buffer should be left as a means of preventing erosion and maintaining the integrity of the stream bank from the undercutting and scouring associated with additional water flow resulting from surface runoff and impervious surfaces. An additional concern revolves around the other stream on the Bight which is a highly productive salmon stream. It appears to be the intention of the company to employ the mountain of sawdust as fuel for the proposed boiler and kiln system. This will necessitate some level of activity along and across this stream. We have seen no part of the proposal which would afford protection to this stream from additional traffic utilizing the roads which cross and run adjacent to the stream. We hope that this issue can be addressed before the full development of the site is completed. We would be happy to offer our assistance in further sight review or suggestion as to protection measures for the instream resources of the Skookum Creek watershed. *SSincer , ison, Biologist
