The proposed Skookum Lumber Company fire damaged building replacement has been reviewed
and compared with the Large Parcel Stormwater Quality Control Plan developed for the mill site
in 1993, and determined to create no new stormwater demands on the existing stormwater
facilities.
While the new buildings represent a larger roof area, they are sited within the stormwater control
basin developed for the entire mill site in 1993 to meet NPDES permit requirements and DOE
review minimum standards.
The NPDES permit issued for the Skookum mill had an anticipated effective date of December
18, 1992, with an expiration date of November 18, 1995. Capitol improvements were to be
completed by the Nov. 18, 1995 date, but recently a vehicle,washing facility was being developed
for the mill, so apparently they have not met their original Capitol Improvement completion date.
Glen Pieritz from Ecology's NPDES permitting section has been contacted regarding the current
status of the Skookum Lumber Company's NPDES permit. According to Glen, an NPDES
permit was issued/renewed to Delson Lumber Company doing business as Skookum Lumber
Company on January 10, 1996. The NPDES was issued/renewed for the mill and is valid from
Nov. 1995 to Nov. 2000.
With the mill facility being permitted under a State wide general NPDES permit for industrial sites
which conforms to Puget Sound Water Quality Authority Minimum Standards, stormwater
discharges from the mill site are acceptable to Ecology, and Public Works is satisfied with existing
stormwater control facilities.
