My comments are specific to the ICBO review. ICBO COMMENT 8. The ICBO review expresses concern about the air capacity of the system exceeding UBC Standard 9-1 limits, and how this may affect the :60 valve trip requirement. I will assume that the required trip time will be met with the current system design and will be verified at the time of final inspection. ICBO COMMENT 12. It is my opinion that NFPA 13 requires all sprinkler system flow control valves to be listed. If the solenoid valves controlling the deluge heads are not listed, provide an evaluation, prepared by an licensed engineer, verifying that the unlisted valves will meet the performance intent NFPA 13. Dave; This is in response to ICBO's 01/15/97 review of Grinnell's plans and calculations for the fire protection sprinkler system at the above referenced facility. Each comment will be addressed in turn. We concur. Reference drawings 7 and 7A reflect a revised suction arrangement which complies with the intent of NFPA 20 regarding the avoidance of potential air pockets. Note that the 8" suction line is now fed from a vertical section of the 12"by-pass line and an additional air release valve has been added to the highest point of the 12"by-pass line. DIVISION OF GRINNELL CORPORATION "1Z Given the following it is Grinnell's opinion that relief valve discharge to the exterior, as shown, is acceptable. The term "limited capacity" is not defined in NFPA 20, however, the expression implies that the water source is either unable or just able to supply the minimum required. The worst case sprinkler/hose demand of 1623.5 gpm, over the minimum 90 min. duration, would require a source with 146,115 gal. capacity. The tank capacity is 500,000 gal., 3.4 X's the minimum required. This does not seem to meet the definition of "limited capacity", therefore, relief valve discharge to the tank should not be required. We concur. To the best of our knowledge the fire pump plans conform to the tenets of NFPA 20. Verification that the"existing"tank complies with NFPA 22 should not be required. The permitting and inspection process at the time of tank construction should suffice as regards compliance with the applicable codes. (',= We concur. The cross-section at col. lines 5 thru 10, (sheet 6 of 7), has been revised to indicate a maximum deflector distance of 6"from the bottom of the purlins. ,fer� We concur. A sprinkler has been added to the valve enclosure, (see sheet 2 of 7). The heat tracing note on sheet 5 of 7 has been revised to, "piping to be insulated". Insulation should provide adequate freeze protection given the following: The pipe size is 8" and under continuous high pressure from the jockey pump. g ocke An ambient temperature well below freezing would P p be required for a considerable length of time to freeze damage 8" piping. This author has never witnessed freeze damaged piping above 2". �! The exposed piping is about 8 ft. in length which is minimal. The convective transfer of heat from the relatively warm underground piping and the valve enclosure piping should assist in preventing freezing conditions within the exposed piping. The 8" piping is not exposed directly to the weather or the wind. The air encompassing the piping will be undisturbed and not circulated due to the walls and overhead slab which surround the space. Quiescent conditions are not particularly conducive to freezing piping. It is this author's opinion that the system will satisfy the 60 sec. criteria with the fire pump in service. Testing will verify. As indicated, the attached existing Planer/Trim Saw Building is not a part of this contract. Per prior agreement, the first 30 ft. of the existing building, immediately adjacent to the new, has been sprinklered at the roof throughout it's width. 1,0"r The Tolco, fig. 58, side beam bracket, noted as a component of hanger#5, has been approved by UL and FM for the support of up to 2" piping utilizing (2) #16 x 2" drive screw fasteners. Approval by FM and UL supercedes specific NFPA 13 requirements per paragraph 1-2. The 1/4"x 1"Hilti teks screw fasteners indicated on our drawing are equal in strength to the approved drive screw fasteners and, therefore, should be acceptable for the support of up to 2" piping. The"C"type clamps referred to in NFPA 13, paragraph 4-6.4.3.5.14 are illustrated in fig. A-2-6.1. The Powerstrut beam clamps indicated on our drawings are not "C"type attachments. Per paragraphs 4-6.4.3.5.2 and 4-6.4.3.5.3, unique seismic brace designs which are certified by a registered professional engineer are acceptable. To that end, the attached drawing set has been stamped and signed by this author. If a quantitive load analysis of the building attachment method is required please advise. 12. Sprinkler deflectors can be 22" below the ceiling/roof deck provided they are within 1" to 6" of the bottom of the purhn. -6. A sprinkler head should be shown protecting the interior of the dry pipe valve enclosure. 1.17. The 8" supply to the dry pipe valve is shown located in a space that appears to be unheated. Notes an sheet 5 of 7 indicates that this piping is "heat traced". NFPA 13 4-5.4.1.2 requires that supply pipes that pass through areas exposed to freezing be protected against freezing with insulated coverings, frost proof casings, or other reliable means capable of maintaining a minimum temperature of 40OF. Verification should be made that the "heat tracing"protecting the supply pipe is U.L listed for this use. It is recommended that the protection of the piping from freezing be supervised so that notification is provided if there is a failure in the protection. Plans indicate the air capacity of the dry system exceeds 1,066 gallons. Section 3-2.3.1 of UBC Standard 9-1 limits the capacity of dry systems to 750 gallons unless the system is designed such that water is delivered to the inspector test connection in not more than 60 seconds, starting at the normal air pressure on the syst is recommended that the system be redesigned and addition systems a e to reduce any one system capacity to no greater than 750 gallons. Failure to successfully pass the 60 second test for the dry pipe system may result in the requirement for substantial revisions to the system,after initial installation, to comply with UBC 9-1/NFPA 13 requirements. 9. Notes on sheet 2 of 7 indicate that the "Existing Planer/Trim Saw" building located to the east of this building is not a part of this contract. No sprinklers are shown in this building. It should be noted that the basis for the design requirements of NFPA 13 is that sprinklers are installed throughout the premises. This is to prevent fire from starting in unsprinklered portions of a building and spreading to the sprinklered areas and overpowering the sprinkler system Unless standard fire barriers are provided to separate the sprinklered from the unsprinklered areas, sprinklers should be provided in the "Existing Planer/Trim Saw" building area. See comment 48 above regarding the air capacity of the system. Additional sprinklers if provided for this area should be supplied from a separate dry system unless the total air capacity of the system does not exceed 750 gallons. 10. Line hanger detail 45 should be corrected to show the connection of the side beam bracket to the "Z"purlin to be a 3/8" bolt and nut to comply with NFPA 13 2-6.4.6. 11. NFPA 13 4-5.4.3.5.10 does not allow the use of C-type clamps (including beam and large flange clamps), with or without retaining straps to be used to attach sway bracing to the building structure. Both E.Q. brace#1 and#2 details an sheet 2 of 7 indicate that the sway braces are attached to the structure with beam clamps. Unless these clamps are specifically tested and listed for use as sway braces (documentation should be provided)they should be replaced with connections to the structure that meet NFPA 13. 12. NFPA 13 requires that valves and devices controlling sprinklers be listed for that specific use. It does not appear that the 1 1/z" solenoid valve connected to the fire alarm panel meets the requirements of NFPA 13.
